Fellow state employees,

Thank you for your service to Hoosier taxpayers this year. You delivered outstanding accomplishments in 2019, such as:

  • More Hoosiers are now employed in the private sector than ever before and we achieved our lowest state unemployment rate since December 2000
  • Developed the OB Navigator program to improve the health of mothers and babies across Indiana
  • Awarded a third year of Community Crossings grants to fund much-needed road repairs in communities across the State of Indiana
  • Launched four 21st Century Talent Regions to connect students, educators and employers with resources, need and talent
  • Provided vocational training to nearly 1,500 Department of Correction offenders
  • Reduced staff turnover at the Department of Child Services by more than 25 percent while making great strides in protecting our most vulnerable children

These and many more achievements demonstrate that you are providing exceptional service and support to Hoosier taxpayers.  

As a result, this year, I am authorizing a pay for performance increase to recognize your work throughout 2019.

Employees who meet expectations will receive a 2 percent raise, employees who exceed expectations will receive a 4 percent raise and employees rated outstanding will receive a 6 percent raise. The average increase for state employees is expected to be just under 3 percent. The changes will become effective in February and be payable the first week of March. 

Please accept this as a job well done in 2019 and encouragement for continued success in 2020. I’m confident that, together, we will continue to meet the challenges ahead and make this a better state for the people of Indiana and our guests.
