Indy PL Board of Trustees Approve Merger with Beech Grove PL

At its regular meeting on April 25, 2016, The Indianapolis Public Library Board of Trustees unanimously approved a merger of the Beech Grove Public Library, effective June 1, 2016. The action follows a unanimous vote on April 12 by the Beech Grove Public Library Board of Trustees to support a merger with IndyPL and is based on recommendations of a Merger Planning Committee comprised of representatives from each entity.

The merger will give Beech Grove users access to more materials and services through the Indy Library collection than are currently available to them, including nearly 1.7 million physical items, 200,000 eBooks and digital audiobooks, and a wide variety of online databases. Additional offerings will allow access to digital magazines and streaming movies and music. Beech Grove cardholders will be able to receive notices on holds and overdue items via text and/or email, as well as renew materials via a smart phone and other mobile capabilities. New fiber optic Internet connections will greatly increase bandwidth and speed of public computers within the Beech Grove library. The merger also will afford Beech Grove residents of all ages greater programming opportunities.

“Through our prolonged research that included a tremendous level of community input, it became apparent that consolidation provides mutual benefits for each library district,” stated Dr. David W. Wantz, President of The Indianapolis Public Library Board of Trustees. “It eliminates gaps in access to resources for all residents on the city’s Southside while achieving greater efficiency and sustainability in operations.”

Integration into the IndyPL system as its 24th public service location will continue for several months, as migration of the library catalog and other technical services are completed. During this time, Beech Grove patrons can continue to use their current library cards to check out materials, and through a longstanding reciprocal agreement cardholders in both library districts can continue to use each other’s facilities.

In terms of governance, four members of the Beech Grove Public Library Board of Trustees will join the current IndyPL Board to form an interim eleven-member board through 2016. In 2017, a brand new seven-member board will be named by current IndyPL appointing bodies: Indianapolis City-County Council, Marion County Commissioners and the Indianapolis Public Schools Board of School Commissioners. The 2016 budgets for each library institution will be administered by the interim board. Beyond 2016, tax revenues from the Beech Grove Library District will be assumed by the Indianapolis Public Library District, which includes all of Marion County except the town of Speedway.

The merger addresses goals in the Indy Library’s strategic plan that calls for maximizing library access to resources for Southside patrons and strengthening collaboration with the Beech Grove Public Library.

Call for Applications Open for the 2016-2017 INLLA

The Indiana Library Leadership Academy (INLLA) is now accepting applications for the 2016-2017 Cohort.  The Academy is a yearlong opportunity open to 24 individuals selected through a competitive application process.  Who should apply?  Well, you, probably.  This is a great chance for any library worker (MLS not required) who is interested in honing leadership skills, solving problems through opportunities, meeting new colleagues, and growing as a library professional.  We want you all.  For example, the academic librarian who is leading a team of student workers; the public library director who is new in the community; the children’s librarian who has ideas percolating about early literacy.  If this feels like the right opportunity for you, do not hesitate.  Apply.  All levels of library workers will be considered.  Read on for more information and how to access the application. 

At the end of this program, participants will: understand the foundations of leadership in regards to values, vision, and commitment; recognize the core skill of service as it relates to leadership; identify key steps for building library teams and measuring library success; develop a network of library professionals and complete an individual project applicable to their own library. 

This project is made possible by a Library Services and Technology Act grant from the U.S. Institute of Museum and Library Services administered by the Indiana State Library. The Indiana State Library would like to thank DePauw University and the Putnam County Public Library for their support and partnership during the 2016 retreat.

The next year-long cohort of the Indiana Library Leadership Academy will start October 2016.

Retreat: Tuesday evening October 11, 2016 to afternoon on Friday, October 14, 2016 

PARTICIPANTS

The Indiana Library Leadership Institute targets employees from public, academic, school, and special libraries within Indiana who have exhibited leadership potential, a successful work experience, and dedication to the profession. There is no requirement for an MLS/MLIS. A maximum of 24 participants will be selected. 

COACHES

Six leaders from the Indiana library community have been invited to act as coaches. The coaches will serve as team facilitators and guides both during the retreat and over the course of the year. They will engage in group discussions and work with the facilitator to ensure individualized professional results for each participant. 

PROJECTS

Leaders affect impactful change. Indiana Library Leadership Academy participants will be expected to complete an individual project over the course of the year. Projects should be related to improving/enhancing and/or strengthening some aspect of the participant’s library or community. Individual projects can be tailored to fit the needs of an individual library but, ideally, they would also be potentially replicable elsewhere. 

During the application process, you will identify a possible problem, solution, and opportunity that could be addressed by such a project. If selected, you will have the opportunity to further develop your project plan with feedback from fellow participants and coaches during the retreat. Throughout the year, coaches will schedule times to check in and discuss your progress. The results of your project will be shared via the Indiana State Library’s website. 

RETREAT INFORMATION

  • Tuesday evening October 11, 2016 to afternoon of Friday, October 15, 2016
  • Participants are requested not to bring family members to the retreat and to remain on-site for all scheduled sessions, including evening events.

Additional Indiana library leaders facilitate sessions throughout the retreat. 

REGISTRATION FEE

The successful candidate must secure funding to cover a registration fee of $250, plus transportation costs to the retreat location. The registration fee includes lodging for three nights, all meals, institute content/facilitation, and support materials.

  • Interest in ongoing library career
  • Interest in further professional involvement

Renew Your InfoExpress Service

It is almost time to renew your subscription to the InfoExpress Courier. The service year runs from July 1 to June 30, and the window for renewing our statewide library courier service will open starting on Monday, May 2, 2016. 

Public, Academic or Special Libraries have from May 2 through August 1 to renew, and payment is expected to be received by the State Library by August 31st.  For libraries that have not renewed by that date, service will end as of September 1. Service to any library, whose payment has not been received by October 1, will be suspended until full payment has been received. 

School Libraries (K-12) are on a slightly different calendar.  Their renewal requests should be submitted by September 1 and payment is due by September 30th to avoid the loss of service as of October 1.  Service to any school library will be suspended effective November 1, until full payment has been received. 

The State Library is also pleased to announce that once again, the cost for the InfoExpress courier remains the same as last year.  This is the final year of our current contract with NOW courier. ISL will strive to keep costs as low as possible in negotiating our next contract. 

For the 2016-2017 service year the annual subscription cost for InfoExpress service will remain at $625 per delivery day.The State Library once again will provide an upfront subsidy of $525 for the first delivery day for qualifying libraries.This means that a library's cost for a year's worth of one-day-a-week courier service is just $100.Public libraries not meeting standards and privately funded libraries are not eligible for this subsidy. This subsidy is
limited to one library per system.  Branches are not eligible for this subsidy.  The cost for these libraries would be the full $625 per day.

Additionally, select libraries may qualify for an additional $425 Resource Sharing Rate subsidy if they subscribe to a second day of service.  In order to qualify for this second day subsidy, the library must meet one of the following criteria:

  • Subscribes to 5-day-a-week InfoExpress service
  • Subscribes to OCLC ILL System
  • Is a net lender (Net lending status is defined as when the total number of items lent by a library divided by the total number of items borrowed is greater than 1.0.  For public libraries, this figure is automatically computed as a part of the Annual Report.)
  • Is a member of Evergreen Indiana who subscribes to 2 or more days of InfoExpress service.  

These are the only subsidies offered on the courier service.  Each additional day of service costs $625.


Public Hearing Set for Proposed Changes to Indiana State Library Certification Standards

Your Indiana State Library continues to make progress toward amending our public librarian certification standards.  If you have not yet had an opportunity to review the proposed changes to Rule # 15-446 Librarian Certification, pleased see the documents by clicking here.  We invite your questions and comments at any time during this process and, particularly, at our public hearing on the proposed amendments. 

The public hearing of the Indiana Library and Historical Board will begin at 9:30 AM on June 10, 2016, at 315 West Ohio Street, Indianapolis, IN 46204 in Room 401.  We are pleased to share that the proposed rule will allow for greater flexibility in continuing education opportunities and will make eligibility for librarian certification less difficult for our smallest libraries.  The proposed rule does not impose any new costs or financial burden to libraries or staff.

Wanda Bennett, Director of Ladoga-Clark Twp. Public Library set to retire

Wanda Bennett, Director of Ladoga-Clark Twp. Public Library for 18 years, will be retiring from the library on May 31, 2016.  The Library Board of Trustees are holding an open house for Wanda on Sunday, May 15th from 2-4 at the Old Norma Building in Ladoga for a retirement celebration.  Everyone is invited!    

Debbie Clapp has been hired as the new director at Ladoga-Clark Twp. Public Library and will start her position on May 2, 2016.    


Ten Digit Dialing Required in the 317 area code

In case you are not already aware, 10-digit dialing will be required for local telephone calls in the 317 area starting on September 17, 2016.  

A grace period, to allow everyone time to get used to the change, is now underway. The IN Utility Regulatory Commission (IURC) and IN Office of Utility Consumer Counselor (OUCC) recently issued a news release with more information. The release can be viewed by clicking here.

Seton Shields Genealogy Grant, and educational scholarship awarded to Janice Kistler

The Morgan County Public Library’s Genealogy and Reference Librarian, Janice Kistler, recently received a Seton Shields Genealogy Grant, to view the entire article click here. Janice was also awarded a $500 Education Scholarship award at the recent Indiana Genealogical Society 2016 Annual Meeting in Fort Wayne, IN.
