Licensing Office Protocols

Due to the COVID-19 government requirements, the State of Indiana has been encouraging the use of social distancing in offices to protect employees and customers. To further aid in the safety and health of everyone in our licensing offices at both Indiana Grand and Harrah's Hoosier Park, the IHRC implemented the following process outlined below at both of our racetrack licensing offices.

Only a limited number of customers are allowed to be inside the office lobby at one time. To help with this, racing participants seeking licensing information, questions or forms can do so utilizing the phone, fax or email. You can apply for a license by using one of the three processes described below:

  1. Apply and pay for your license utilizing the commission’s online application process;

  2. Those unable to utilize the online process, may choose to download a paper application from our website at https://www.in.gov/hrc/licensing/
    1. You may choose to scan and email (or fax) your completed application with credit card payment info included as a separate page to INHorseracing@hrc.in.gov or if faxing, to the appropriate license office fax number noted below; or
    2. You can mail via U.S. postal service to the appropriate licensing office address noted below with your payment included.

  3. Paper applications are available outside of each license office should you drive to the office to apply or not have the ability to download or print an application. Your completed application may be mailed to our office via U.S. postal service with payment enclosed. You may also submit a paper application electronically by scanning or faxing your form with payment information attached as a separate page.

Applications without payment will be pended until payment is received. While applications with payment will be processed internally, applicants that need fingerprinting will be issued conditional licenses and asked to complete that process prior to racing once the tracks reopen for the season. Staying Safe at the Track

With the delayed race meet openings just around the corner, it's important that all participants practice strict protocols to stay healthy.

  • Utilize proper personal protection equipment for all barn workers and assistants.
  • Wash your hands thoroughly with soap and water for at least 20 seconds.
  • Clean and disinfect frequently touched areas and objects.
  • Utilize hand sanitizer frequently throughout the day while completing multiple tasks.
  • Take temperatures often and seek medical attention for any temperature over 100 degrees Fahrenheit.
  • Practice social distancing at all times, keeping fellow horsemen at least six feet apart.
