From the Judge's Stand

I hope everyone is having a great off-season from racing at Harrah's Hoosier Park.

With the new season quickly approaching, I have been given the opportunity to contribute to the Commission’s monthly Standardbred Newsletter. I wish to use this opportunity to highlight some of Indiana’s racing and driving rules. In doing so, I hope this helps our racing participants avoid any unnecessary rule violations. 

The first rule I wish to start with is “extracorporeal shockwave therapy or radial pulse wave therapy”, which is part of: 71 IAC 8-6-2 Prohibited practices. I want to make clear to all who are participating in Indiana this season the rule requirements regarding the administration of this therapy:

Here’s the rule as it’s written:

71 IAC 8-6-2 Prohibited practices

Section 2 (b) The use of extracorporeal shock wave therapy or radial pulse wave therapy shall not be permitted unless the following conditions are met:

 (1) Any treated horse shall not be permitted to race for a minimum of ten (10) days following treatment.

(2) The use of extracorporeal shock therapy or radial pulse wave therapy machines shall be limited to practicing veterinarians.

(3) Any extracorporeal shock therapy or radial pulse therapy machines on the association grounds must be registered with and approved by the commission or its designee before use.

(4) All extracorporeal shock therapy or radial pulse therapy treatments must be reported to the official veterinarian on the prescribed form not later than the time prescribed by the official veterinarian.

The consequences of violating this rule, according to the Commission’s penalty schedule, are considered to be “Class A” violations. A “Class A” violation carries a minimum one year suspension and $10,000.00 fine for first time offenders.

Please be sure to review these rule requirements when considering the need for such a procedure.

You may also call either racetrack license office to request an application be mailed to you.

If you registered a mare with us by August 1, 2019, please note that in order for her foal to be Indiana-Sired and -Bred, don't forget that the foal must be registered within 30 days of foaling to complete the process and avoid late fees. Check our updated list on the website...

Please note if you’ve bred to an Indiana registered sire but did not register your mare by August 1, 2019, your foal will automatically be Indiana Sired and no foal registration is required.
