Rule Changes

The Indiana Horse Racing Commission met on Tuesday, March 7, 2017, at Hoosier Park Racetrack and Casino. During the meeting, there were rule changes addressing a variety of topics for both the flat racing and the harness racing programs. Rule Reminder: Use of Suspended Veterinarian

When a veterinarian has been suspended, trainers should keep in mind 71 IAC 5-3-3 (f), which states:

No trainer shall permit a veterinarian whose license is suspended in any jurisdiction or who is excluded from the stable area of tracks under the jurisdiction of the commission to treat any horse, regardless of its location, that has or will be actively participating in racing in Indiana during a given calendar year.

Trainers who fail to abide by the regulation can face discipline, including fines and suspensions.

Please be advised that pursuant to a ruling as of March 15, 2017, Dr. Joseph Baliga has been suspended for a period of five years.

Notice: Money Due to Bookkeeper

Indiana Grand and Hoosier Park have identified many negative purse accounts. Commission Staff is reviewing the negative accounts and will be taking action against the account holders pursuant to I.C. 4-31-12-13 and 71 IAC 7-3-32.

The statute requires that if a purse has not been paid back, the owner and trainer of the horse are suspended until the purse is repaid. The horse is also suspended.
