IHCDA's COVID-19 web page provides a list of our actions to date, and other important information during this critical time. 

IHCDA will be closed on Election Day and Veterans Day.

Program Updates

CSBG

  • 2021 Community Action Plans are due November 9
    • Please send completed Plans via the shared folders that Veronica Watson sent on 10/2 to each agency. If you did not receive that email, please let Veronica know.
    • Updated guidance: at least one community need listed for “Addressing Top Community Needs” must come from your most recent CSBG Community Needs Assessment. The rest can come from other, more recent needs assessments.
    • Updated guidance: the only CAP update that IHCDA will accept starting in January 2021 are additions to Attachment 7 for programs that are funded with CSBG but were not listed in the original action plan.
    • Make sure you have your finalized community action plan presented to your board as an update within 90 days of your final submission, to meet Federal Standard 4.4. And don’t forget to do the same for your CARES Act CAP if you haven’t already, as well as your CARES Act CNA to meet federal standard 3.4.
  • CARES Act Funds
    • Keep in mind these funds are subject to all the same standards as regular CSBG funds.
    • Make sure you have processes/systems in place to differentiate between regular and CARES Act CSBG funds, and to track their outcomes separately. This will be a topic for discussion in upcoming monitoring visits.
    • Finally, be prepared to explain the need for using CARES Act funds for any program that is already supported with regular CSBG funds. You must be able to show that the funds are being used to prevent, prepare for, and respond to Covid-19.

EAP

  • We are communicating with federal partners regarding release of 2021 awards and will be in communication with the network as soon as we receive any concrete information. At this point, we have no reason to believe it will  be delayed past Nov 1.
  • For EAP applicants who need additional information about the program prior to filling out an online application, please direct them to http://eap.ihcda.in.gov so that they can read about program eligibility and timelines. 

Weatherization

  • WAP LIHEAP closeout is due November 15.
  • IHCDA will utilize unused 2020 WAP LIHEAP funds for carryover after closeout.
  • IHCDA is being monitored by DOE this week. A huge Thank You to agencies who have agreed to help us with this process!

Resources

  • Centers for Disease Control released a new order that put a Temporary Halt on Residential Evictions to Prevent the Further Spread of COVID-19 beginning on September 4th. To help landlords, tenants, and courts to better understand this new order, the Landlord Tenant Task Force created by the Indiana Supreme Court’s Office of Judicial Administration released a Frequently Asked Questions (FAQ) document.
