IHCDA continues to monitor the situation with COVID-19 in Indiana as circumstances change and additional information becomes available. To provide transparency and customer service, IHCDA will update this list with any new policies/procedures as they become available. These updates will be provided on a weekly basis for the foreseeable future.

News

The Governor extended the Eviction & Foreclosure Moratorium to July 31 and the Utility Shutoff Moratorium (in partnership with IURC) until August 14. See his recent Executive Order for more information. 

Reminders for Subgrantees

IHCDA Updates

  • IHCDA is launching a Rental Assistance Program for the balance of the state. Clients can visit IndianaHousingNow.org for an online application starting July 13. This will be the same application as for the ESG rental assistance, and will automatically link clients to the right funding source.

CSBG Updates

  • Updated 2019 Annual Report Modules 2, 3 & 4 are due Monday, July 6th to csbg@ihcda.in.gov.
  • IHCDA received additional 2020 CSBG funding, and contracts for those funds will be sent next week. Agencies will receive roughly 1% of their total 2020 award with this amendment.

EAP Updates

  • IURC has issued an order extending the utility shutoff moratorium for all customers through August 14th and requiring regulated utilities to offer payment plans lasting at least 6 months. The language of the order suggests that future extensions are unlikely.
  • Governor Holcomb has issued an Executive Order (E.O. 20-33) extending the utility shutoff moratorium for unregulated utilities to August 14th, in line with the IURC order. Holcomb's order also strongly encourages non-regulated utilities to offer payment plans of at least 6 months, but does not require this provision.
  • Many utility vendors are ramping up their outbound calls and outreach to customers in arrears to make them aware of the benefits that may be available to them. LSPs should prepare for these efforts to potentially result in an increase in EAP-related traffic.

Weatherization Updates

  • 2019 DOE carryover funding and additional 2020 WAP LIHEAP funding are currently being processed and will be sent to the network in the next few weeks.

Resources

  • Serving families with young children? Don't forget about On My Way PreK, which awards grants to 4 year olds from low-income families so that they may have access to a high-quality pre-K program the year before they begin kindergarten. 
  • The Community Action Partnership has developed the following social media graphics and sample messages to assist agencies in their communications efforts as they continue to address local needs related to the pandemic: We Care GraphicWe Connect Graphic, We're Open Graphic.

  • Free PPE for Community Based Organizations - The HHS Partnership Center is supporting HHS and FEMA’s efforts to make face coverings widely available in order to limit the spread of COVID-19. The face coverings, produced and delivered in partnership with USPS and the National Council of Textile Organizations, are being made available to community-based organizations at no cost (and while supplies last).   • Voter Registration & Community Action - July 16th | 3pm ET/2pm CT/1pm MT/12pm | Register Review the voter registration rules and regulations for CSBG recipients and offer best practices for registration that comply with those rules.

Census 2020

Agencies are encouraged to continue outreach to ensure their clients are counted in the 2020 Census. Given the impact that COVID-19 is having on in-person interactions, agencies should direct their clients to the online questionnaire here: https://my2020census.gov/.
