ESG-CV and HOPWA CARES Act Funding: Below is information on IHCDA’s ESG-CV Homeless Prevention and ESG-CV Rapid Rehousing, Street Outreach, and Shelter Operations applications:

ESG-CV Homeless Prevention Application: IHCDA is still seeking regional pivot point contracts or HUBS for Regions 2 (Elkhart, Marshall, Fulton, Kosciusko Counties), 2a (St. Joseph County), and 14 (Ripley, Dearborn, Ohio, Switzerland Counties). These HUBs will serve as partners in providing rental and homelessness prevention assistance to individuals affected by COVID-19. Successful applicants will be organizations in each of the sixteen Indiana Balance of State Continuum of Care (CoC) regions that have experience with ESG Rapid Rehousing and Homeless Prevention Services. If an agency is interested in becoming a HUB, the agency can access the ESG-CV Homeless Prevention application on IHCDAs website found below. Applications are due July 1, 2020, by 5:00 pm EDT. https://www.in.gov/ihcda/4053.htm. ESG-CV Rapid Rehousing, Shelter operations, and Street Outreach Application: IHCDA is accepting applications from current Emergency Solutions Grant (ESG) subrecipients who receive funding for rapid rehousing, shelter operations, and/or street outreach and who are experiencing an increased need for services due to COVID-19 pandemic. Organizations must be a current subrecipient and in good-standing with IHCDA and/or HUD. There will be three opportunities to apply to this funding, allowing subrecipients to submit applications should they determine a need later. Mega Waiver: On May 22, HUD’s Office of Community Planning and Development (CPD) issued a second set of regulation waivers for Continuum of Care (CoC), Emergency Solutions Grant (ESG), and Housing for Persons with AIDS (HOPWA). Low Income Home Energy Assistance Program (LIHEAP): Indiana has been awarded $17 million in supplemental Low-Income Home Energy Assistance Program funding through the CARES Act. This funding allows IHCDA to administer the program at the state level to help more Hoosiers impacted by the COVID-19 pandemic. HOME Tenant Based Rental Assistance (TBRA) Program Manual and RFQ Housing First Program Manual and RFQ: The IHCDA Real Estate Department has released updated program manuals for the HOME TBRA and Indiana Housing First Programs. Request for Qualifications (RFQ) for organizations interested in receiving funding under the 2020 TBRA and/or the 2020 Indiana Housing First program has been released. Responses to RFQs are due by 5:00 pm Eastern Standard Time Monday, July 13, 2020.
