The Indiana Office of Community and Rural Affairs (OCRA), under Governor’s Holcomb’s Executive Order 20-05, is redirecting Community Development Block Grant Funds to assist with COVID-19 needs, based on guidance through the U.S. Department of Housing and Urban Development.
OCRA’s COVID-19 Program was created to address the immediate impacts on COVID-19 on Indiana’s rural communities. OCRA will be releasing more information on the Long-Term Recovery Phase in the future.
Eligible applicants include non-entitlement Local Units of Government. Applicants may apply for up to $250,000 per community. OCRA will be accepting applications from Local Units of Government on a rolling basis.
OCRA has identified three eligible activities under this program:

Public Facilities, which includes the conversion of a public building for the testing, diagnosis or treatment related to COVID-19, or the rehabilitation of a facility to centralize treatment;

Public Services, which includes the testing, diagnosis or other services, to increase the capacity of local health services, or to establish a delivery services to provide supplies; and,

Economic Development, which includes grants to business to retain low-moderate income jobs and loans to businesses to retain low-moderate income jobs.
