IHCDA continues to monitor the situation with COVID-19 in Indiana as circumstances change and additional information becomes available. To provide transparency and customer service, IHCDA will update this list with any new policies/procedures as they become available. These updates will be provided on a weekly basis for the foreseeable future.

IHCDA Updates

IHCDA has developed a new page on our website to keep you informed of our actions, and other important information during this critical time. This is your one-stop-shop for all the resources, guidance and information that we issue related to COVID-19.

IHCDA needs to know how the COVID-19 crisis is affecting local service providers (LSPs) and their clients. If you haven’t already, please provide that information by responding to this survey.

Reminders for Subgrantees

  • CSBG Annual Report
    • Annual Report Module 3 WebinarTuesday, April 7 at 10am. Register here. 
    • IHCDA received comments from OCS on Modules 2 & 4 submissions from the 2018 Annual Report. Affected agencies were emailed yesterday (April 2), and have until Wednesday, April 8 to respond to those comments.

  • EAP Funding and Operations 
    • Indiana will be receiving a third release of federal funds as part of the CARES Act. IHCDA will share specifics with the network as information becomes available. 
    • Please remember to adhere to crisis and file processing guidelines and to keep IHCDA informed of any changes to your service delivery model so that we may properly advise applicants calling in to IHCDA. 
  • Wx Guidance Pertaining to COVID-19

  • NEW: OCRA announced they are making available a portion of their CDBG funds for non-entitlement local units of government (town, cities, counties) to address immediate impacts of COVID19. Consider reaching out to your local unit of government to coordinate applying for these funds. 
  • NEW: LUNA COVID-19 Response Center webpage provides links to stay-at-home FAQs, governor’s addresses re: COVID-19, and infographic Public Health Department PSAs in a number of languages for use in your programs. Click here for more. 
  • Comcast Offering 'Internet Essentials' Package Free for Low-Income Customers for 60 Days. Comcast announced last week that it will be making its 'Internet Essentials' package available free of charge for low-income customers. Click here to read more. 
  • Indiana nonprofits may qualify for low-interest federal loans of up to $2 million at 2.75 percent and terms up to 30 years for financial losses due to COVID-19. Since SBA issued a disaster declaration for Indiana, funds are available through the agency’s Economic Injury Disaster Loan program.   • Paid Leave Under COVID-19 Response Act: What CAAs Need to Know, presented by CAPLAW 
    • On Wednesday, March 18, 2020, the President signed the Families First Coronavirus Response Act into law. Effective April 2, 2020, the Act requires employers to provide up to two weeks of paid sick leave to employees forced to miss work for qualifying reasons due to the COVID-19 outbreak. Download Slides 
  • Weatherization Online Training Offerings. This Excel document has been compiled by DOE and the Weatherization Trainers Consortium. This list of over 200 trainings is sortable by title, applicable job category, cost, CEUs and more. These include trainings applicable to administrative and management staff, as well as our standard four field worker categories of RIT, CL, EA and QCI. 
  • New Training Available for WAP Administrative Professionals. The U.S Department of Energy (DOE) Weatherization Assistance Program (WAP) announces the launch of Training for WAP Administrative Professionals. Developed in response to WAP network feedback, these self-paced online trainings are designed for WAP Subgrantee staff, yet are applicable to Grantees, subcontractors, and WAP stakeholders. Access the training.  

COVID-19 and Census 2020

Agencies are encouraged to continue outreach to ensure their clients are counted in the 2020 Census. Given the impact that COVID-19 is having on in-person interactions, agencies should direct their clients to the online questionnaire here: https://my2020census.gov/.
