Workforce Housing Modular Housing RFQ

On Monday, April 29th, IHCDA released the RFQ for its Modular Workforce Housing Pilot Program. This program aims to address Indiana’s workforce housing shortage by incentivizing partnerships between not-for-profits, local units of government, and modular housing manufacturers and dealers. Up to two respondents will be selected to construct single family modular homes on existing lots that were cleared using Blight Elimination Program funds. These homes will be marketed to potential homebuyers making 140% AMI or less. Information on the program parameters may be found in the RFQ.

IHCDA will host an informational webinar to explain the RFQ from 10:00-11:00 EST on Monday, May 13, 2019. Click here to register.

Responses to the RFQ must be submitted by 5:00 p.m. EST on Monday, June 24, 2019. Questions on the Program may be directed to Chris Nevels, IHCDA HOME & CDBG Manager at cnevels@ihcda.in.gov.

HOME TBRA Funds

The HOME Investment Partnerships Program (“HOME”) Tenant Based Rental Assistance (“TBRA”) is a rental subsidy program that can be used to help income qualified households pay for housing costs including rent, security deposits, and utility deposits. IHCDA focuses its TBRA program on providing rental assistance for formerly incarcerated individuals. IHCDA has released a Request for Qualifications (“RFQ”) for organizations interested in receiving funding under the 2019 TBRA program, as well as a revised TBRA Administration Manual.

IHCDA will host an informational webinar to explain the policy and RFQ from 11:00-12:00 EST on Thursday, May 9, 2019. Click here to register.

Responses to the RFQ must be submitted by 5:00 p.m. EST on Tuesday, May 28, 2019. Questions about TBRA and the RFQ should be directed to Angie Hass, Special Programs Analyst at ahass@ihcda.in.gov.

Final 2020-2021 Qualified Allocation Plan

The final version of the 2020-2021 Qualified Allocation Plan (QAP) is now available on the Indiana Housing and Community Development Authority website. The
plan can be accessed by clicking here. The complete list of appendices, forms and schedules will be finalized and posted in May. IHCDA plans to release a draft version of Form A for public comment prior to releasing the final version.

If you have any questions, please contact Alan Rakowski, Rental Housing Tax Credit Manager, at (317) 233-1220 or arakowski@ihcda.in.gov. Thank you for your feedback
during the QAP revision process and we look forward to reviewing your projects this fall and over the next two years.
