Request for Proposals – Low Income Home Energy
Assistance Program Service Provider for Boone, Hamilton, and Hendricks County
The Indiana Housing and
Community Development Authority seeks to contract with an entity(s) to become
the Low Income Home Energy Assistance Program (“LIHEAP”) service provider(s)
and provide program management services for Boone, Hamilton, and Hendricks
Counties as detailed in the Scope of Services section of this RFP.
The U.S. Department of
Health and Human Services (HHS) created the Low
Income Home Energy Assistance Program (LIHEAP),
pursuant to the LIHEAP Act of 1981, to assist low-income households, at or
below 150 percent of the federal poverty level, particularly those with the
lowest incomes that pay a high proportion of household income for home energy,
primarily in meeting their immediate home energy needs. LIHEAP funding can also
be used to provide crisis assistance, home cooling, weatherization, and/or
energy-related minor home repairs.
If selected through
this RFP, the Respondent will be awarded, dependent on Federal funding,
approximately $293,000 annually to provide LIHEAP services in Boone County;
approximately $972,000 in Hamilton County; and approximately $518,000 in
Hendricks County. In consultation with
IHCDA, Respondent will be responsible for coordinating and managing the
administration of LIHEAP as outlined in the RFP.
