The Economic Opportunity Division has worked with INDOT’s Management Information Systems (MIS) department to convert several of our old paper and Excel reporting systems into electronic reporting. Starting in January 2020, our MIS department began converting our annual PR-1391 reports, the On-the-Job Training Program, and the DBE-3 program into ITAP applications.

The DBE program doesn’t quite have an automatic reciprocity component. DBEs seeking certification in other states are required to do so by means of Interstate Certification. The procedures for Interstate DBE Certification are defined in 49 CFR 26.85 and are handled differently from state to state.

DBEs: Check Yourself!
Take time and look at your directory entry to make sure your NAICS codes and work type descriptions are accurate and up-to-date.
Your work types should relate to INDOT contract bid items as close as possible. If your scopes of work have expanded, request an expansion via an amendment application. Contact the Certification or Supportive Services Team for further questions or technical assistance.

Gentle Reminders
- Be sure to submit timely bids to primes.
- Be mindful to submit timely prequalification information.
Both of these affect your reputation and work..
3. Be sure to submit your No Change Affidavit in a timely fashion. You should get a reminder email from ITAP. If you are not, check your SPAM folder.
4. We recommend you review your Directory entry when completing your NCA. If it needs updating, contact us.
5. Keep your contact information current. ITAP feeds the Directory, so if your address, phone number, or email has changed, log into your application and complete an amendment.
