Electronic DBE/ACDBE
Application
New
technology launches on July 8, 2016. On July 8, INDOT will launch its
Electronic DBE/ACDBE application. The application will become the portal for
potential applicants to apply for DBE/ACDBE certification and for existing DBEs
to submit any and all DBE related materials.
There will
be a user guide to access the electronic application placed on EOD’s website
by July 7, 2016.
DBEs should be proactive and register their business on the Indiana Technical Application Pathway (ITAP), http://itap.indot.in.gov. Instructions for using ITAP are on the ITAP login screen. Once logged in, request the DBE/ACDBE Application to access the system.
EOD Staff will
start contacting existing DBEs with August certification anniversary dates with
guidance on how to proceed with their annual submittals. Electronic submittals
to the DBE Certification Mailbox will be accepted only through July 31, 2016
for existing DBEs with a July anniversary date.
Please
note after July 31, 2016 all submittals for DBE related purposes will ONLY be
accepted via the Electronic Application portal.

Congratulations to Michael Rowe, DBE Certification Specialist for 25 years of service at INDOT.
Mike started working Monday July 29, 1991 in the Accounting and Control Department as a Damage to State Property Clerk, moving next to LPA Billings. From there Mike was the Prequalification Auditor for 15 years in Contracts and Construction. Mike's most current position is that of DBE Certification Specialist in EOD. If you see Mike Congratulate him!

announce the execution of Memorandum of Understandings (MOU) with our community
partners that will streamline the application process. Contact EOD staff, IDOA Minority
and Women's Business Enterprises Division staff or staff from the City’s Office
of Minority & Women Business Development for details on how to take
advantage of our agreements.

Upcoming Events
As noted in April, our newsletter is going to be released on a quarterly basis. The recent DBE needs survey indicated to us that our DBE community wanted more networking opportunities and to be informed when EOD was made aware of both networking and educational opportunities. To accomplish this, we will be including events in our newsletter, and also publishing them on our division Facebook page and via email through GovDelivery. Webpage Changes
The “Certification
Resources” section of webpage, http://www.in.gov/indot/2748.htm, is changing as a result of the NEW
Electronic Application process. The changes will include; the deactivation of
the link to request a Business/Bidder Registration Number, the removal of forms
such as the application for DBE/ACDBE certification, Additional Documentation
Checklist, No Change Affidavit and Personal Net Worth Statement.
These
items have been integrated into the Electronic Application. A User Guide will
provide instructions to access the Indiana Technical Application Pathway (ITAP)
for the DBE/ACDBE Application and its tools. The user guide will be available
on EOD’s website.
Please
note: DBE related materials will no longer accepted through the DBE
Certification Mailbox.
