EOD Training Day
EOD is excited to announce our annual Training Day will take
place on April 12, 2016 in the Indiana Government Center South, 302 West
Washington Street, Indianapolis, Indiana 46204, from 9:00 a.m. to 12:00 p.m. Indianapolis time.
The in-class training will be in ISGC's Conference Room A, and, for the first time,
attendees will be able to attend in real time via YouTube from the

Please be aware you must register to attend via EventBrite for either the in-class or webinar presentation. Those wishing to attend in person should
register early as there is room for forty in person attendees. Also, presentation slides will be sent to attendees prior to Training Day and questions can be submitted in advance to our email: DBECertification@indot.IN.gov with EOD Training Day Question in the subject line.
In addition to providing best practices in
the areas of certification and contract compliance we will also be providing
tips on the most common errors made in these areas and information on how to be
proactive so that these errors do not happen to you! If you would like to

The DBE Needs Assessment Survey was recently completed and
reviewed by our staff. We want to thank
everyone who participated in the survey as the analysis is already sparking
changes in our planning and communication.

Opportunities and Events Attended
EDI
Another EDI has come and gone, and all I can say is “What a
class!” The theme of this year’s EDI was
Transformation. We had an engaged and
energetic class from a mix of backgrounds, coupled with W.C. Benton &
Associates always stellar combination of class work, real-life experiences from
top-notch speakers, and dedicated participation from our INDOT staff.

Indianapolis Airport Authority Outreach
On February 17th, EOD representatives attended
the Indianapolis Airport Authority (IAA) Business Diversity Construction
Contractors Outreach. This was the
kickoff event for the IAA contracting and diversity outreach for 2016. The event was attended by 101 individuals,
representing prime contractors, certifying agencies, and subcontractors,
approximately 20 of whom were already DBE’s and another 24 that were
M/WBE’s. The program outlined the contracting
opportunities at the six facilities overseen by the IAA over the next 18 to 24
months, totaling $54 million in projects.
The projects themselves are varied and diverse, involving everything
from demolition and lighting to runway joint replacement and utility
upgrades. There are many great
contracting opportunities with the IAA for our DBE Community.
PTAC Industry Day
The Indiana Procurement Technical Assistance Center (“PTAC”)
held its industry day outreach at Indiana University South Bend on March 18,
2016. Participants heard from government agencies and prime contractors on ways
in which their company could integrate into the supply chain network. The nearly
100 participants also had the opportunity to speak one-on-one with potential
buyers, such as INDOT. The keynote speaker, Captain Jeffrey Elder, Commanding
Officer of the Naval Surface Warfare Center, Crane Division delivered a powerful
message about Indiana’s contribution to national defense.
Your
local PTAC office can provide businesses with a range of services and
resources to win and successfully compete for government contracts. They also
offer individualized government-contracting advice, customized bidding
opportunities, government agency contacts, and connect businesses with events
and workshops to help their business succeed in the government marketplace.
Upcoming Events
As noted earlier, our newsletter is going to be
released on a quarterly basis. The
recent DBE needs survey indicated to us that our DBE community wanted more
networking opportunities and to be informed when EOD was made aware of both
networking and educational opportunities.
To accomplish this, we will be including events in our newsletter, and
also publishing them on our division Facebook page and via email through

detrimental impact on the ability of the prime contractor to meet its contract
goal as well as the ability of a recipient to meet its overall goal. This

Payment Requirements and Reporting Subcontractor Payments
Per federal
regulation an INDOT contract specifications, prime contractors must pay all
subcontractors (including lessors and material suppliers) for satisfactory
performance of their contracts no later than 10 business days after receipt of
payment from INDOT.

Roadside Maintenance Opportunities
INDOT’s
District maintenance sections are responsible for maintaining all pavements,
bridges, guardrail and roadsides along our state highways. Some of this
work is performed by in-house crews, but a good amount is performed by private
contractors. Specifically, our roadside maintenance contracts offer great
opportunities for Indiana’s smaller contractors.
Roadside
maintenance includes herbicide application, mowing, street sweeping, and tree
trimming. These are very specific work types that don’t offer much
opportunity for subcontracting. Note that all work performed in INDOT’s
right of way must comply with our standards, including traffic control and work
zone signage.
In the
last year, INDOT has awarded over 30 contracts of these types worth over $5
Million.

Electronic DBE certification-related submittals may now go to
DBECertification@indot.IN.gov. DBE's
submitting their No Change Affidavits for continued certification should also
send their material to this new email address. Additionally, vendors applying
to the DBE program should send their applications to this new email
address. This is a secure email that is checked daily!

where submittals such as DBE applications, No Change Affidavits, and other DBE
related materials were previously emailed to Derrick Casson or Kimberly Sons,
