Deadlines and Due Dates

IFTA: Second Quarter IFTA Tax and Proportional Use claims are due by July 31.

IOA: Online renewals for 2023 open in August. Review the IOA Guide for instructions on renewing with or without changes.


IFTA Decal Replacements

Motor Carrier Services (MCS) has distributed replacement decals to all Indiana licensees due to reports of faded decals. MCS apologizes for any inconvenience and appreciates your patience regarding this matter. If you have any questions, contact the IFTA department at MCS by email at indianamotorfuel@dor.in.gov or by phone at 317-615-7200, Option #1.


New Passengers & Household Goods Resources Available

New guidance for Permanent Authority, Temporary Authority, and Emergency Temporary Authority is available online at our USDOT site as well as our Indiana Intrastate Operating Authority for Passengers and Household Goods site. The “Passenger and Household Goods: New Customer Packet” section contains links to our Guide to Getting Started, Statement Requirements, Tariff Requirements, and Checklist for Customers.

If you are new to the process of applying for Indiana Operating Authority, we highly encourage a review of the Checklist for Customers and Guide to Getting Started for application guidance and FAQ’s regarding the authority process. Once authority is granted, renewals and/or changes may be processed online. The IOA Guide is available for further instructions.


Updated ELD Info Released from the FMCSA

To provide additional guidance on Electronic Logging Device (ELD) regulations, the Federal Motor Carrier Safety Administration (FMCSA) published new and updated FAQ’s. As a reminder, mobile carriers are shutting down 3G networks on ELD devices. Contact your ELD provider if you are unsure if your device relies on a 3G network. If it does, ask your provider about upgrading your device to one that will be supported after the 3G sunset.

AT&T 3G: Feb. 22, 2022
Sprint 3G (T-Mobile): March 31, 2022
Sprint LTE (T-Mobile): June 30, 2022
T-Mobile 3G: July 1, 2022
Verizon 3G: Dec. 31, 2022

HOS Requirements Waived for Motor Carriers Transporting
Baby Formula

Due to product recall and unplanned closure of a key manufacturing facility of baby formula, the Federal Motor Carrier Safety Administration (FMCSA) has issued an emergency declaration. Hours of Service (HOS) requirements have been waived for motor carriers transporting baby formula and ingredients used in production through the end of the emergency or until 11:59 p.m. ET on June 30, 2022. 2022 IRP Annual Meeting

Seven Motor Carrier Services (MCS) employees attended the annual International Registration Plan (IRP) conference in San Diego, CA the week of May 16. MCS Legal, IT, and Operations was represented. Representatives from all US jurisdictions and Canadian provinces attend this meeting to vote on ballots and participate in facilitated discussions. The IRP board of directors met to discuss progress on goals established in 2019 and possible new goals moving forward into 2030.

Notice Regarding Oversize/Overweight Civil Penalty Defenses and
Mitigating Factors

The Indiana Department of Revenue (DOR) has published a list of certain defenses and other mitigating factors that can be taken into consideration when determining whether to eliminate or reduce an assessed civil penalty. Click here to access the complete notice and list. DOR’s assessment is presumed to be correct. The Carrier bears the burden to establish and document the existence of any defense or mitigating factors.

Any Carrier that wishes to object to the issuance or the amount of civil penalties may submit to the DOR any documentation or make any argument it believes should be taken into consideration to mitigate the civil penalty. DOR reserves the right to request additional documentation. DOR will not consider a defense or mitigating factor if the Carrier fails to provide any requested documentation.
