Changes to Motor Carrier Protest Process

The DOR Legal Services department is updating procedures to allow more efficient processing of motor carrier protests. Motor carriers seeking to protest a proposed assessment or a denial of a claim for refund should visit in.gov/dor/legal-resources/appeals to review the information provided and download the new Motor Carrier Services Protest Submission Form (State Form 53036) to include with their written protest. This form is also available on the DOR Motor Carrier Forms and Applications webpage.

Legal Services prefers to receive the forms and other protest information by email at LegalServices@dor.in.gov, but will accept protests by mail, in person or fax.


New IOA Application Available for
Intrastate Carriers

In January 2022, Motor Carrier Services (MCS) launched the new Intrastate Operating Authority (IOA) application for intrastate carriers which offers the ability to manage your IOA account online. You can renew your registration with or without changes, review details for active registration years and access copies of your registration receipt. You can also update account details such as cargo, equipment and driver information.

NOTE: The IOA application can be used to submit upcoming renewals by Nov. 30, 2022. After renewing online, your renewal will be routed to MCS for approval. To get started, click here to access the user guide that includes steps to complete an online renewal and other new features.

Ensure Your ELD's Compliance Before 3G Sunset

If you use an Electronic Logging Device (ELD), be mindful that mobile carriers are shutting down 3G networks. Contact your ELD provider if you are unsure if your device relies on a 3G network. If it does, ask your provider about upgrading your device to one that will be supported after the 3G sunset (see dates for specific mobile carriers below).

The Federal Motor Carrier Safety Administration (FMCSA) strongly encourages motor carriers to act as soon as possible to avoid compliance issues and service disruptions. A 3G device will register a malfunction in an area that does not support 3G. According to federal code 49 CFR 395.34, carriers have eight days to get any malfunction resolved unless an extension is granted.

 AT&T 3G: Feb. 22, 2022
 Sprint 3G (T-Mobile): March 31, 2022
 Sprint LTE (T-Mobile): June 30, 2022
 T-Mobile 3G: July 1, 2022
 Verizon 3G: Dec. 31, 2022

New IFTA Decals Shipping
in March

Motor Carrier Services (MCS) has received several questions concerning faded 2022 Indiana IFTA decals. MCS is currently working to mail replacement decals to all Indiana licensees. Licensees will not need to request a replacement for their decal.

Enforcement has been asked to honor any 2022 Indiana IFTA decals that do not meet the provisions set forth by IFTA, Inc.

Oversize/Overweight Permits

The response time for superloads exceeding 200,000 pounds in gross vehicle weight is 7 to 10 business days. This allows the INDOT Bridge team time for thorough review.
