Gov. Holcomb Announces
All Hoosier Taxpayers to
Receive a Tax Refund

2022 Refundable Credit

As a result of Indiana’s “Use of Excess Reserves” law (IC 4-10-22), Gov. Holcomb announced on Dec. 15 that an estimated 4.3 million taxpayers will receive a $125 tax refund in 2022.

DOR is supporting Governor Holcomb, his team, and the Indiana General Assembly as they work to determine how to administer the tax credit refund. The Auditor of State (AOS) issues tax refunds with assistance from DOR. We are currently collaborating with the AOS team to prepare our systems and operations to initiate the plan once completed. More information will be available in 2022 after Governor Holcomb and the General Assembly finalize legislation and other details.


Individual Income Tax Rates to 
Rise in Three Indiana Counties Effective Jan. 1

Effective Jan. 1, 2022, the following three Indiana county income tax rates will increase:

  • Cass County: 0.0295 (increased from 0.027)
  • Madison County: 0.0225 (increased from 0.0175)
  • Randolph County: 0.03 (increased from 0.025)

These tax rates affect businesses with employees who live or work in any of these counties and have income tax withholdings.

  • For Indiana residents on Jan. 1, 2022, county tax rates for individuals are based on the employee’s Indiana county of residence on that date.
  • For individuals who are not Indiana residents on Jan. 1, 2022, county tax rates are based on the individual’s county of principal business or employment on Jan. 1.

Project NextDOR Rollout 4 Tax Types Coming Next Summer

The fourth and final rollout of Project NextDOR is happening July 18, 2022. Here’s what you need to know:

INtax will continue to support the ability to file and pay electronically for the following Rollout 4 tax types:   

  • Special Fuel (SF-900, SF-401) 
  • Aviation Fuel (AVF-150) 
  • Vehicle Sharing Excise (VSE-103) 
  • Motor Fuel (MF-360) 
  • Gasoline Use (GT-103) 
  • Alcohol Tax (ALC-W, ALC-FW, ALC-DWS, ALC-M, ALC-PS) 
  • Other Tobacco Products (OTP) CT-19, OTP-M, OTP-PACT 

DORpay will continue to support single tax liability and case payments for Rollout 4 tax types and Motor Carrier Services. More information on making electronic payments to DOR is available here.   

These tax types will move to INTIME in July 2022.

Annual Filers Update

INTIME, DOR’s online e-services portal, allows customers to manage annual filing obligations for business sales tax, withholding and corporate income tax with DOR.

Although customers cannot file Indiana Individual Tax returns through INTIME, they can use INTIME to manage their tax payments, contact DOR and request an extension of time to file.

Customers may access INTIME at intime.dor.in.gov.

Recover Access to INTIME Accounts Online

Customers who experience issues accessing their INTIME accounts can retrieve their username and reset their password online. Click on “Forgot Username or Password” under the login button and follow the directions on the next screen. Requested emails containing reset links or other information to regain access may be inadvertently directed to spam folders, so remember to check there before calling DOR Customer Service for assistance.

Make Estimated Payments
Using INTIME

Individual income tax customers will be able to make their upcoming quarterly estimated tax payments electronically using INTIME. It’s a quick, safe and secure way to conveniently submit payments 24/7.  

Option 1: To make an individual estimated tax payment electronically without logging in to an INTIME account: 

  • Access INTIME at intime.dor.in.gov. 
  • Select the "Make a Payment" link under the “Payments” tile. 
  • Follow the links to select “Payment type,” enter your information and make your payment. 

Individuals will receive a confirmation number immediately after paying electronically using INTIME. This method ensures no penalties, as payment deadlines will never be missed due to waiting for mail to arrive or checks to clear. 

Accepted forms of payment via INTIME include bank payment (ACH/e-check), as well as Visa, MasterCard and Discover debit or credit cards. Processing fee(s) will be assessed for debit or credit card payments. There is no fee for bank (ACH/e-check) payments. 

Option 2: To make a payment using INTIME, individuals can create an INTIME logon:  

  • In the top right corner, click on “New to INTIME? Sign up.” 
  • Follow instructions for creating your INTIME logon. 
  • Once logged-in, go to the “Summary” tab and locate the “Make a payment” hyperlink in the “Account” panel. 
  • The option to make an estimated payment will appear in the “Payment type” drop-down. 

While payments can be made immediately and securely without logging in, creating an INTIME logon provides additional benefits such as the ability to view past payments, setting up recurring payments, setting up a payment plan, and much more.

Individual tax payments are due on the 15th of the month in January, April, June and September.

DOR has 12 district office locations throughout the State of Indiana. All DOR walk-in centers are now open for in-person assistance. For continued safety, appointments are highly encouraged. Offices are open from 8 a.m. to 4:30 p.m., Monday through Friday. For a list of district office locations, phone numbers and directions, visit the “District Offices” page on dor.in.gov.

Resources for Volunteer Tax Preparers

Volunteer tax preparers play a critical role by helping complete Indiana tax returns for low income, elderly and special needs taxpayers at no cost. Each year, DOR partners with several organizations to provide training to Hoosier volunteers. These include the AARP Foundation Tax-Aide Program and the IRS’s Volunteer Income Tax Assistance (VITA) and Tax Counseling for the Elderly (TCE) programs. 

We also offer a Volunteer Handbook, which contains legislative updates, due dates, changes to common forms and other information to help volunteers aid Hoosier taxpayers. We’ve recently updated the handbook with changes for Tax Year 2021 and have provided additional information for volunteer preparers on our website. 

If you are interested in becoming a volunteer, consider getting involved through the IRS's VITA and TCE programs or the AARP Foundation Tax-Aide Program. 

Get ePOA Access Before Tax Season

DOR reminds tax professionals to begin working with clients to complete the e-POA process now so they will have access to clients' INTIME accounts throughout the tax season. The INTIME ePOA access is separate from the Power of Attorney Form POA-1. More information on the difference between ePOA and Form POA-1 access can be found  on page 9 of the INTIME Business Guide. The benefits of managing DOR-client interactions through INTIME include:

  • Access to view and manage multiple customers under one login
  • Ability to file returns, make payments, and view file and pay history for clients
  • Power of attorney (POA) request for authorization to act on behalf of clients
  • Ability to view and respond to correspondence for clients

New Income Tax Information
Bulletin Available, Departmental Notice #1 Updated

Income Tax Information Bulletin #72A

  • Information Bulletin #72A is a new information bulletin that details various processes and rules governing Indiana’s new partnership audit regimen. This includes procedures on department audits and protests, timelines and procedures for amended returns by partnerships and partners, elections for partnerships to elect to be taxed at the partnership level, and revised statutes of limitations.

Departmental Notice #1

  • Departmental Notice #1 has been updated to reflect county income tax rates as of Jan. 1.

Departmental Notice #2

  • Departmental Notice #2 has been updated to reflect the gasoline use tax rate in Indiana for the period from Jan. 1 - Jan. 31, 2022, is $0.182 per gallon.
