Revised Fees for Overweight Divisible Load Permits

OSW fee increase

During the 2021 legislative session through House Enrolled Act (HEA) 1190, INDOT was charged with reviewing and instituting a new fee for OSW permits by Oct. 1, 2021, based on (1) the 2014 Joint Transportation Research Program (JTRP) Report
that can be found here and (2) considerations of impact to bridge and pavement.

In line with the legislative charge, INDOT has reviewed the data and the full 2014 JTRP report. Accordingly, INDOT will be implementing an increase in the fee for overweight divisible load permits from $0.07 per Equivalent Single Axle Load (ESAL) mile to $0.25 per ESAL mile effective Jan. 1, 2022.

The $0.25 fee per ESAL mile will apply to any ESALs in excess of 2.4. The new fee structure will be fully implemented
starting on Jan. 1, 2022.

Appointments Needed for New Accounts, Preferred for Reinstatements 

Although customers can complete most motor carrier-related transactions online, you can get in-person service at the MCS Customer Service Center.

Due to the length and complexity of the transactions, appointments are required to open new IRP or IFTA accounts and preferred to reinstate accounts. Schedule an appointment online or by calling 317-615-7200, Monday through Friday, 8 a.m. – 4:30 p.m. EST. Walk-in service for other motor carrier transactions is available during regular business hours.

Streamlined Phone System For MCS Now Live

Customers need to remember only one phone number to reach all Motor Carrier Services teams: 317-615-7200. 

The new, streamlined phone system is equipped to handle a larger call volume and has new menu options to better route calls.

A list of phone numbers and emails is available at mcs.dor.in.gov.

Upcoming Improvements for Insurance and Safety Customers

MCS is in the process of modernizing services for our Insurance and Safety customers. 

We are pleased to announce that new online services are scheduled to go live early next year.

Customers will continue to submit new applications for Indiana Intrastate Operating Authority (IOA) and supporting documents by mail.

Existing customers with renewals or updates after the system is live will go through motorcarrier.dor.in.gov to:

  • Process annual renewals online;
  • Print required documentation and registration receipts; and
  • Submit any necessary account changes throughout the year.

As part of the process, Form BAS-1, Indiana Business Authorization and Safety Application for Intrastate Carriers (State Form 46198), will be renamed to State Form IOA-1, Application for Indiana Intrastate Operating Authority.

As we get closer to the implementation date, there will be additional announcements at motorcarrier.dor.in.gov. User instructions will also be made available.

ELD

Replace or Upgrade 3G-Reliant ELDs

According to the Federal Motor Carrier Safety Administration (FMCSA), mobile carriers are sunsetting their 3G networks. Any ELD that relies on a 3G network will need to be upgraded or replaced to avoid compliance issues. 

FMCSA strongly encourages motor carriers to take action as soon as possible to avoid compliance issues, as portions of carrier 3G networks will be unsupported earlier than previously-announced sunset dates.

Remember, most ELDs were designed specifically to meet only the federal government's requirements and do not satisfy recordkeeping requirements for IFTA and IRP. Read DOR's ELD advice for more information.

Deadlines and Due Dates

IRP: You can now renew IRP registration(s) for due dates prior to Feb. 1, 2022 through our online system.

IFTA: Fourth Quarter IFTA Tax and Proportional Use claims are due by Jan. 31, 2022.

UCR: 2022 Unified Carrier Registration (UCR) opens on Oct. 2, 2021. Carriers, leasing companies, brokers and freight forwarders are required to pay UCR fees annually. You may register and pay online at ucr.gov using Google Chrome.
