Appointments Needed for New Accounts, Preferred for Reinstatements 

Although customers can complete most motor carrier-related transactions online, you can get in-person service at the MCS Customer Service Center.

Due to the length and complexity of the transactions, appointments are required to open new IRP or IFTA accounts and preferred to reinstate accounts. Schedule an appointment online or by calling 317-615-7200, Monday through Friday, 8 a.m. - 4:30 p.m. EST. Walk-in service for other motor carrier transactions is available during regular business hours.

New OSW Laws on Commodities, Civil Penalties

Indiana HEA 1190, which took effect July 1, contained several changes to Indiana’s oversize/overweight (OSW) motor carrier laws, including expanding Indiana’s Overweight Commodity Permit to include materials other than metal and agricultural products.

Under HEA 1190 and HEA 1150, what constitutes a civil penalty and how much carriers will pay for violating OSW rules changed. Carriers could pay up to the following amounts for OSW violations:

  • Up to $1,000 (previously $500) for the first permit violation;
  • Up to $1,500 (previously $1,000) for each subsequent permit violation;
  • Up to $5,000 (no change) for hauling an OSW load without the proper permit; and
  • Up to $10,000 per violation for transporting loads too large or heavy to qualify for an OSW permit.

Changes for ISP Superloads

Due to staff changes, the ISP Superload Office relocated their CVED location in Indianapolis.

The new phone number is 317-615-7373.

They are no longer accepting faxed documents. All paperwork MUST be submitted through email to cvedsuperloads@isp.in.gov.

For billing concerns and permit releases, call 812-533-1100, Monday through Friday, during business hours.

Streamlined Phone System Coming to MCS this Fall

Starting Oct. 4, customers will need to remember only one phone number to reach all Motor Carrier Services teams - 317-615-7200. 

The new, streamlined phone system is equipped to handle a larger call volume and has new menu options to better route calls.

Please continue using current MCS phone numbers until Oct. 4.  A list of phone numbers and emails is available through mcs.dor.in.gov.

Browser Requirements for MCS Transaction Portal

No Internet Explorer

Microsoft is in the process of retiring its Internet Explorer (IE) web browser. Our MCS IT team has been hard at work updating our systems to prepare for this change and making our systems compatible with Microsoft’s new Edge browser.

As of July 19, customers cannot access the MCS transaction system using Internet Explorer.

Current IE users need to access the system using one of the three compatible browsers: Google ChromeMozilla Firefox or Microsoft EdgeDOR recommends that users download and install or update their compatible browser of choice before their next visit to our transaction system. To install one of these browsers, click on the browser’s name (above) or refer to these instructions.

If you have issues completing an online transaction, please try a different browser before contacting MCS for assistance.

Cindy Denny Promoted to MCS Insurance and Safety Supervisor

Join us in congratulating Cindy Denny on her promotion to Insurance and Safety Supervisor. Cindy has been with DOR for 34 years and was the previous team lead for the section. 

“When I first started, we had actual paper files for all carriers, green bar reports, DOS based computers and we kept ledger books, using pencils instead of Excel!” 

The Insurance and Safety section assists intrastate carriers with for-hire passenger and household goods operating authority and ensures intrastate general freight carriers are licensed and insured to operate legally. They also assist Indiana carriers with Unified Carrier Registration issues and questions regarding FMCSR and USDOT numbers.

Deadlines and Due Dates

  • IRP: You can now renew IRP registration(s) valid for the period beginning on Oct. 1, 2021, through our online system.
  • IFTA/MCFT: IFTA-1 and MCFT-1 Applications are due Sept. 1, Third Quarter IFTA/ MCFT Tax and Proportional Use Claims due Oct. 31.
  • OSW: OSW Annual Toll Road requests for gate permits due Oct. 15; Special Weight Third Quarter Trip Fees due Oct. 20
  • UCR: 2022 Unified Carrier Registration (UCR) opens on Oct. 2, 2021. Carriers, leasing companies, brokers and freight forwarders are required to pay UCR fees annually. You may register and pay online at ucr.gov using Google Chrome.
