IDOI General Counsel Amy L. Beard Receives USI’s David L. Rice Alumni Achievement Award
Beard also served as a commencement speaker to graduating students for the university’s College of Liberal Arts.
The Indiana Department of Insurance General Counsel Amy L. Beard was invited to be a commencement speaker for the College of Liberal Arts at the University of Southern Indiana (USI) on April 27, 2019. Prior to her commencement speech, Dr. Ronald S. Rochan, president, University of Southern Indiana, awarded Beard with the David L. Rice Alumni Achievement Award. The award recognizes the success of USI alumni who have made a positive impact. The award personifies the vision held by USI’s first president, David L. Rice, of the enormous potential of USI alumni.
“I'm honored to have been presented the David L. Rice Alumni Achievement Award. The University of Southern Indiana offered me a strong foundation from which I could develop personally and professionally,” said Beard.
Beard graduated from USI where she earned bachelor’s degrees in economics and Spanish with a minor in international studies as a University Honors Scholar. She also served as student body president.
Beard earned her Juris Doctor from the Indiana University McKinney School of Law. During her time as a student at USI and IU McKinney, Beard worked for the chief legal counsel at Berry Plastics Corporation; the Honorable Martha Blood Wentworth of the Indiana Tax Court; Justice Steven David at the Indiana Supreme Court; and Bamberger, Foreman, Oswald, and Hahn.
Beard has served as general counsel for the Indiana Department of Insurance since 2017. In this role, she is the chief legal officer and provides legal support and advice to the Department and the insurance commissioner on all major insurance matters including domestic insurance companies’ acquisitions and mergers, regulatory practices, and numerous other corporate and insurance regulatory matters. Beard started with the Department as a health care contractor and later served as an Administrative Law Judge (ALJ). She worked as an attorney for the Department advising on insurance holding companies’ filings of material transactions and financial division matters and served as the legislative liaison.
Beard is a member of the State Bar of Indiana, the Indianapolis Bar Association, and the Indiana State Bar Association. Additionally, she was appointed by the Governor of Indiana as an advisory member of the Indiana Executive Council on Cybersecurity. She has worked with the National Association of Insurance Commissioners (NAIC) and the Interstate Insurance Product Regulation Commission (IIPRC), and previously served as a member on the IIPRC Regulatory Counsel Committee. She holds the designation of Associate Professional in Insurance Regulation (APIR) from the NAIC. She is a member of the University of Southern Indiana Foundation Board of Directors and the University of Southern Indiana Alumni Association.
In 2017, Beard was named a finalist for “Indy’s Best and Brightest” by Junior Achievement of Central Indiana. She is a past recipient of the Phenomenal Women of USI and the Community Award, and the Sherrianne Standley University Service Scholarship.
Beard currently resides in Indianapolis.
