A Message from Dr. Katie Jenner

Any day spent recognizing and celebrating Indiana educators and students is a good day, and last Wednesday was good twice over as two major events were hosted at the Indiana Statehouse celebrating students and teachers.

First, on Wednesday morning, educators from schools in every corner of the state packed the Statehouse to celebrate their incredible literacy achievements from the past year. We were honored to have Governor Holcomb join in congratulating nearly 300 schools that had 95% or more of their third grade students demonstrate reading proficiency in 2024. The celebration continued on Wednesday afternoon, where over 50 students from across the state were recognized for being the first in the state to participate in Indiana’s newly-developed early childhood education registered apprenticeship program! Alongside their teachers, students “signed” with local employers and higher education partners, to make their apprenticeship “official.” Photos from the event can be found here, and check out the video below!

Students participating in the program gain valuable experience and credentials of value in the early learning setting while earning high school credit. Upon completion of the apprenticeship, students can immediately start their career as an early childhood educator or continue in the career pathway to earn a degree. The program’s curriculum aligns with the Early Childhood Education Career and Technical Education (CTE) pathway under Indiana’s Next Level Programs of Study (NLPS) and includes a combination of high school courses, dual credit, and dual enrollment options.

Shout out to the following schools where students are currently participating: Anderson Community Schools, Elkhart Community Schools, Greater Lafayette Career Academy, Indianapolis Public Schools, Lewis Cass Community Schools, Metropolitan School District (MSD) Lawrence Township, and New Albany Floyd County Schools.

REMINDER: Implementation Guidance for Newly Enacted Education Laws 

Following the close of each legislative session, IDOE immediately begins working to implement newly-enacted legislation impacting K-12 education, which includes compiling guidance for educators. Guidance is a product of robust cross-agency collaboration and partnership with countless stakeholders. Any future updates will be added to this comprehensive guidance document and shared via the weekly newsletter.

UPDATE: Mandatory and Voluntary Graduation Rate Audit Now Open

All schools that are subject to the mandatory graduation rate audit of the 2024 cohort have been notified by email. If you did not receive an email and/or are unsure if your school was selected, please check the list of mandatory audit schools (enrollment key: “AccountabilityCommunity”). Every high school should review their 2024 cohort. If there are students in the 2024 cohort with an incorrect (non-graduate) cohort status, please submit those students on the voluntary graduation rate audit. All schools are welcome to participate in the voluntary graduation rate audit, and it is the final opportunity to request a change to the 2024 cohort. NEW: Nominations Open for the U.S. Presidential Scholars Program

The U.S. Presidential Scholars Program recognizes and honors outstanding high school seniors and encourages high attainment among all students. This memo outlines the required qualifications and nomination process. The rubrics for general and career and technical education (CTE) applications are now available here. REMINDER: Enhancements Coming to the Licensing Verification Information System (LVIS)

IDOE launched LVIS enhancements on Thursday, October 3, introducing a new process for school corporation approval of Emergency Permits, Transition to Teaching Permits, and Alternative Special Education Licenses for all LVIS-enabled School Corporation Authority users. Another enhancement includes a new process to report Adjunct Permit teachers within your corporation. Additionally, an integration with the Indiana Learning Lab now enables educators to link professional development activities to their LVIS Professional Growth Plan. REMINDER: Substitute Teacher Applications

LVIS upgrades will now allow school corporation approvers to return an application for a substitute teacher permit to the applicant if locally required documents are missing, such as a transcript, or if the applicant has not yet completed the local hiring process. IDOE does not require any documentation to apply for a substitute permit. If documentation is required by the corporation before approving the application, the applicant must provide the necessary documents to the school directly. School approvers should not deny a substitute permit in LVIS unless the applicant is not employed by the district. NEW: The Reading League Indiana - Science of Reading Experts Explain Series

The Reading League Indiana and the Indiana Department of Education’s first session recording of the Experts Explain series is available here on the Indiana Learning Lab. In this session, participants will be able to identify the four types of assessment and the specific questions each one can answer in an evidence-aligned assessment system to streamline and build a comprehensive assessment framework. REMINDER: Early Literacy Endorsement PD Options and PD Approval Process including Praxis Voucher Request

Educators who hold an Indiana professional educator license can register here for the flexible Keys to Literacy options. Educators planning to earn Indiana’s Early Literacy Endorsement can follow the process outlined here to submit a request to verify completion of the approved 80 hours and request a Praxis voucher, if needed. REMINDER: Recommendations Open for Distinguished Educators Recognition

IDOE is looking for confidential recommendations of teachers representing the very best educators in Indiana. These emerging leaders must have between five and 15 years of experience, demonstrate leadership beyond the classroom, and positively impact school culture and student achievement. Superintendents and principals may submit recommendations here. Recommendations must be submitted by Saturday, November 30. Contact IDOE’s Office of Educator Talent with any questions.

 

REMINDER: Preferred Universal Screener Approval Committee Interest Survey

IDOE partners with Indiana educators to review universal screeners in alignment with Indiana Code (IC) 20-35.5 and Senate Enrolled Act (SEA) 1 (2024) and now seeks qualified educators and other stakeholders to review assessment program documentation. Interested individuals must complete the 2024-2025 Preferred Universal Screener Approval Committee educator or community member interest survey by Friday, October 4. Completion of the interest survey is not an indication of commitment and is non-binding. Additional information regarding universal screener assessments can be found on IDOE’s Dyslexia webpage. REMINDER: October is Cybersecurity Awareness Month

The following are great free resources you can use with your staff in honor of Cybersecurity Awareness Month: KnowBe4 has a free resource kit available which includes a weekly activities planner and resource guide. The Cybersecurity Infrastructure Security Agency (CISA) is featuring Secure Our World resources and a free resource kit. REMINDER: Nationwide Cybersecurity Review (NCSR) Submissions Now Open

NCSR is a no-cost, anonymous, annual cybersecurity self-assessment designed to measure gaps and capabilities of school cybersecurity programs and based on the National Institute of Standards and Technology Cybersecurity Framework (NIST CSF). The number of Indiana schools completing this process has grown by 720% since 2021! Consider completing this year's NCSR by registering here. REMINDER: Difficult to Fill Teacher Positions

IDOE is collecting information as a result of requirements regarding teacher statistics in IC 20-19-3-20. The purpose of this survey is to identify positions which are "critical shortage areas, as determined by unfilled vacancies." This survey collects information about the 2022-2023 and 2023-2024 school years and should be completed by each school corporation and charter school. Please submit this survey by Friday, October 11. It is important this survey be completed even if your school corporation did not have vacancies which meet the “difficult to fill” definition used in the survey. Contact IDOE with any questions.

 

REMINDER: Attendance Insights Dashboard Updates Weekly

Schools should regularly check their Attendance Insights dashboard in EdData to ensure data is flowing to IDOE as expected. School data teams have access to the status, quality, and recency of this data through Data Exchange, but the Attendance Insights dashboard provides visualizations of this data for both the current and past years. This dashboard is refreshed weekly; Monday morning dashboard insights should display the most-recent data sent to IDOE from schools the prior week. REMINDER: K12 Six Offers Free Cybersecurity Resources

K12 Six offers free cybersecurity resources that do not require a membership to access. These are included in the K12SIX Essentials Series including the K12 SIX Essential Cyber Incident Response Runbook v1.1.  All of these resources are being updated for the 2024-2025 school year, so check back for the updated versions releasing soon. REMINDER: Mandatory Public School Corporation Fee Survey

HEA 1243 requires public school corporations to annually report all fees charged to families, including the total collected under each fee, to IDOE. IDOE will then post the results of each corporation’s survey online for the public. Fees included in this submission must include any charges for activities, events, or supplies that are used during the school day; this does not include fees charged for students to participate in extracurricular activities. See this memo for detailed instructions and a link to access step-by-step instructions. All public school corporations must submit this survey to IDOE by Thursday, October 31. REMINDER: Fall Count Day

School corporations are strongly encouraged to verify their data validations in the DEX Validation Portal to ensure their October certification data is accurate. The October certification includes membership and multilingual learner counts that generate funding in the state tuition support formula. Please work with your SIS vendor and/or data reporting staff if you need assistance. Contact IDOE’s Office of School Finance with additional questions.

REMINDER: 3E Grant Reimbursement Requests

As of September 30, all 3E Grant funds must be encumbered and grantees must submit final reimbursement requests to the IDOE by Sunday, December 15. Reimbursement forms should be completed, signed by the preparer, and submitted to DOECares@doe.in.gov on the 1st and 15th of each month. Grantees must keep receipts, invoices, staff time and effort logs and all other relevant documentation of your grant expenses on file locally, in the case of an audit. These documents do not have to be submitted to IDOE when seeking reimbursement. Contact IDOE’s Office of Student Pathways and Opportunities with any questions.

NEW: 2024-2025 Refugee Student Data Collection for Refugee School Impact Grant

IDOE is collecting information on students with refugee status and/or meeting ORR eligibility requirements, enrolled in your local educational agency's (LEA's) school(s) as of Tuesday, October 1. This data will generate allocations for the federal 2024-2025 Refugee School Impact Grant (RSIG). Download the refugee student report template and submit your report count using this Jotform by Friday, November 22. RSIG is a voluntary federal grant program from the Office of Refugee and Resettlement. If your LEA does not have students with documented refugee status, you do not need to complete this form. NEW: Monthly New EL Director Professional Learning Community (PLC) 

Join us in the PLC for new directors of English learner programs during the 2024-2025 school year. This is a place to network with colleagues, access timely program information, and bring questions. REMINDER: Office Hours for FY25 IDEA Part B 611 and 619 Applications

The Office of Special Education’s Part B fiscal team will be hosting office hours to assist LEAs with completing the FY 2025 611 and 619 Part B grant applications. A checklist has been included in each application to assist LEAs in accurately completing each application. Join the 60-minute session today, Friday, October 4, from 1 to 2 p.m. ET to get answers to Part B questions or help with the completion and submission process. REMINDER: FY 2025 IDEA Part B Applications

The FY 2025 Part B Applications and Instructions have been posted on Moodle in the FY 2025 Grant Information folder. Applications for 611 and 619 are due to the grant management system by the following dates:

  • 619 Application: Friday, October 11       
  • 611 Application: Friday, October 18                    
  • Mandatory CCEIS: Friday, October 25       

A checklist has been inserted into each application to assist with completion. We hope it will assist LEAs in avoiding some common mistakes. New charter schools for 2024-2025 will be eligible for Part B funding in January 2025 and will be contacted by our office with instructions. A list of the LEA fiscal specialist assignments has been placed in the Office of Special Education Moodle Community> Fiscal> Part B Grants for Special Education> LEA Assigned Specialists. Please review the list, as many assignments have changed since last year. Questions should be directed to your LEA’s assigned fiscal specialist to ensure the most effective support; these individuals can be found in Moodle. REMINDER: Free Professional Learning Opportunity for Preschool to First Grade Administrators

Pre-K to first grade administrators are invited to join a new learning series to deepen their knowledge of early learning pedagogy and best practices related to supporting children and educators. The series includes participation in a professional learning network, an opportunity to design a concept for an implementation project, and facilitated discussions. Participants will engage in a variety of modes of learning, including asynchronous modules and virtual professional learning communities over five months. REMINDER: 2025 Summer of Learning Grant Applications Now Open

IDOE’s 2025 Summer of Learning Grant application is open through Friday, October 11. In summer 2024, this grant supported 11 conferences throughout the state, providing opportunities for over 3,000 Indiana educators to learn about teaching and learning in technology-rich environments. Public school corporations and public charter schools may apply to host one of these conference opportunities. School corporations must have completed the 2024 School Tech Plan Survey to be eligible to apply. More information about the grant application can be found in this memo. REMINDER: Alternative Household Application for Free and Reduced Eligibility

The new Alternative Household Application for Free and Reduced Eligibility form has been released (replacing the former Textbook Rental Assistance form). LEAs may use this alternative form in determining poverty for a Community Eligibility Program (CEP). Charter schools are encouraged to use this form for reporting poverty counts used in calculating Federal Title Funding through Data Exchange. Contact TitleI@doe.in.gov with any questions.

NEW FROM THE INDIANA DEPARTMENT OF HEALTH (IDOH): Increase in Mycoplasma Pneumoniae Reported Among Indiana Children

IDOH has received reports of increases in pediatric pneumonia cases, including those caused by Mycoplasma pneumoniae. This uptick has been also observed across various regions in the U.S., particularly affecting young children. Schools may see increasing numbers of students and staff with symptoms of respiratory illness this time of year, including pneumonia. If illness is identified, encourage individuals to stay home until they are at least 24 hours fever-free without use of fever reducing medications and their respiratory symptoms have improved. Most pneumonia infections will resolve on their own, but medical treatment may be required. To help prevent respiratory illnesses from spreading during the school day, emphasize the importance of covering coughs, frequent hand washing and wiping down hard surfaces to reduce the spread of illness. NEW FROM THE INDIANA BAR FOUNDATION: Mock Election Program for Indiana Schools

The Indiana Bar Foundation is pleased to announce the launch of the Indiana Kids Election to teach students about voting by participating in a mock election process. Indiana teachers can now register their class to participate in the comprehensive program designed to help students understand the critical role of voting in our democracy. The Indiana Bar Foundation will provide unique lesson plans, created by Indiana teachers, for teaching elections in the classroom and an online voting simulation platform for teachers who register. The mock election’s 2024 ballot will include presidential candidates as well as Indiana candidates for governor, senate and attorney general. NEW FROM KEEP INDIANA LEARNING: RISE Evaluation Training and Certification

Teacher Evaluation is more crucial than ever as we look to recruit and retain quality educators. Administrators must leverage the teacher effectiveness model, classroom observations, feedback, and coaching opportunities. This training incorporates all the key components of the teacher effectiveness rubric but also embeds work related to retaining teacher talent through effective feedback, building teacher efficacy, and providing ongoing support through continued reflection and goal setting. NEW FROM PROJECT WET AND PROJECT WILD: Fall Offerings 

Project WET is a national environmental education organization that has developed science-based activities for pre-K through 12th grade to encourage critical thinking about water, water quality, water resources, water conservation and water management. These STEM lessons compiled in thematic educator guidebooks meet NGSS standards of a science classroom, have literacy, math, or history components, make career connections, and bring awareness of environmental justice challenges. NEW FROM THE UPLANDS MAKER MOBILE: MakerEd Sessions Available

The Uplands Maker Mobile is a maker van out of IU Bloomington School of Education with a mission to help K-12 educators incorporate more STEM/maker-centered learning experiences across the curriculum. Experiences are co-planned and co-taught and can be low- or high-tech, analog or digital. MakerEd provides PD/coaching sessions with one or many educators to help them learn about MakerEd pedagogy or tools and materials. REMINDER FROM PURDUE UNIVERSITY: International Conference on Literacy, Culture, & Language Education (ICLCE)

Purdue University’s Center for Literacy and Language Education and Research (CL2EAR) is hosting ICLCLE from October 25 through 27 at the Stewart Center at Purdue’s West Lafayette campus. This conference brings together language and literacy scholars with Pre-K-12 educators to discuss a wide range of topics such as the science of reading, early literacy, and teaching multilingual learners. REMINDER FROM THE INDIANA STATE LITERACY ASSOCIATION (ISLA): Fall Literacy Conference

REMINDER FROM EDUCATION SERVICE CENTERS OF INDIANA: Join Our Building Thinking Classrooms Network

The Education Service Centers of Indiana are excited to be launching a new opportunity to transform classrooms. The Building Thinking Classrooms Network will connect educators across the state who want to implement the practices outlined in Peter Liljedahl’s book, Building Thinking Classrooms in Mathematics. Four virtual sessions will be offered during the 2024-2025 school year to allow implementers to connect and learn from each other. REMINDER FROM NEXTECH: CSforGood Competition

Challenge your students to help solve a problem in their community by using computer science! Working with a teacher sponsor, teams of three to six students across three divisions: elementary (K-5), middle (6-8) and high (9-12) school, will submit a technology project — either a software application, website, physical computing device or prototype (digital or paper) — that they created to demonstrate how computer science can be used for good when applied to real problems that affect their schools and communities. Finalists from each division will be invited to the Indiana Statehouse to showcase their projects! Learn more here and register your intent to submit projects so more info can be shared. REMINDER FROM CROSSROADS OF CONNECTED LEARNING: Indiana Connected Educator Conference

Registration is open for the Indiana Connected Educator’s Conference this fall on Thursday, October 10, at Franklin Central Junior High School. Jon Corripo will be the keynote speakers as you take a journey through the Crossroads of Connected Learning. During your trip there will be a map of breakout sessions to choose from, a delicious picnic lunch, pit stops with vendors, and fun souvenirs to be given away! And if you are a coach, start the trip early with the free Coach Con on Wednesday, October 9. You can find registration for the Coach Con here.
