Yesterday was the first official day of summer, and as it’s hotter than blue blazes outside (seriously), I hope you’re taking some time by the pool, by the lake on a boat, or in a nice air conditioned space! This is also the time of year when we are actively preparing and gearing up for another school year. While most of our Indiana schools start the first couple of weeks in August, we do have several schools that will have their first student day in late July. All that to say, one of our most important priorities in preparing for a successful school year is making sure the right team members are around us–our teachers, custodian and maintenance teams, bus drivers, etc. are all KEY to best setting up a safe and quality learning environment for our students.
As you build out your team for the 2024-2025 school year, a good place to start is Indiana’s supply and demand marketplace (new, as of 2022). If you aren’t already familiar with or taking advantage of this free tool, the supply and demand marketplace provides a one-stop-shop that helps to connect schools with the talent they seek. In addition to helping schools, districts, and our state best understand the real-time demand for specific positions, the marketplace also allows us to better understand the supply side. Specifically, this includes allowing:
- Schools – to engage in strategic recruitment to find the best candidates for their roles;
- Prospective teachers – to access local career connections; and
- All of us – to better understand and strategically triage our shortage areas (e.g., special education, EL, and STEM).
Over the past year, in order to strategically engage our state’s future educators, we have been working closely with Indiana’s educator preparation programs to support students in creating “candidate profiles.” These profiles are accessible to any school that has opted into the full Applicant Tracking System (ATS). To date, over 14,000 future teacher candidate profiles have been created in the marketplace, providing schools access to a significant number of new candidates.

NEW: Implementation Guidance for Newly Enacted Education Laws
Following the close of each legislative session, IDOE immediately begins working to implement newly-enacted legislation impacting K-12 education, which includes compiling guidance for educators. Guidance is a product of robust cross-agency collaboration and partnership with countless stakeholders. Ensure that all students that have graduated have a Graduate status on the cohort report.

Pay special attention to any students with an Unknown Cohort status. The Unknown Cohort status is a dropout status and counts against the graduation rate. Many Unknown Cohort statuses can be fixed by the school/corporation via data entries. Specific details about the causes of the Unknown Cohort status and what to do about it can be found in the Unknown Cohort Status webinar and the accompanying slides found on Moodle. The case-sensitive enrollment key for the Moodle community is AccountabilityCommunity.

Review the graduation rates on the cohort report. The Official State Grad Rate is the state graduation rate and accounts for the Alternate Diploma and waiver caps.

NEW: PSAT/NMSQT Order Guidance
Schools may now place orders for the fall 2024 PSAT/NMSQT administration within the SAT Suite Ordering and Registration (SSOR) System. Schools will notice that a cost is indicated in SSOR when completing orders. College Board will invoice this displayed amount to IDOE and schools/corporations will not be billed for grade 10 and/or 11 students participating in this PSAT/NMSQT administration. NEW: IREAD-3 Summer Retest Online Testing Window Closes Friday, June 28
All students participating in the summer retest administration must complete online testing by Friday, June 28. The final day to ship paper test materials is today, Friday, June 21. Materials shipped after today may not be scored. Refer to the Paper Receipt and Return Instructions included in your delivery, and contact the Indiana Assessment Help Desk with specific questions.
NEW: Apply for the ILEARN Science Standard Setting Committee
IDOE invites general educators, special populations educators, instructional coaches, and administrators serving grades four and six to apply for the summer ILEARN Science standard setting committee. This committee will be held virtually from Tuesday, July 23, through Thursday, July 25, to determine proficiency cut scores for the ILEARN Science assessment, impacting students across the state. IDOE is seeking individuals with knowledge in Next Generation Science Standards (NGSS) content to participate in this collaborative process to set the cut scores.
- The committee will meet virtually from Tuesday, July 23, through Thursday, July 25, from 8:30 a.m. to 4 p.m. ET.
- An honorarium of $480 and Professional Growth Plan (PGP) points will be provided upon full participation in the committee.

NEW: District Federal Court Ruling On New Title IX Regulations
On Monday, June 17, a federal district court prohibited recently released Title IX changes from being implemented in Indiana, Ohio, Kentucky, Tennessee, Virginia, and West Virginia. This is the second ruling that has blocked these changes from going into effect in other states across the nation. IDOE continues to monitor further legal developments related to this regulation and the potential impact on Indiana schools.

REMINDER: Alternative Education Grant Full-Time Equivalency (FTE) Report
In order to distribute Alternative Education funds in a timely manner for the 2023-2024 academic year, your corporation must be on the 2023-2024 IDOE Approved Alternative Education Program list, submit the 2023-2024 DOE-AL via Data Exchange, and the 2023-2024 FTE Student Report via DOE Online, by Sunday, June 30. REMINDER: 3E Grant Reimbursement Requests
All 3E Grantees should be regularly submitting reimbursement requests to IDOE. Reimbursement forms should be completed, signed by the preparer, and submitted to DOECares@doe.in.gov on the 1st and 15th of each month. Grantees must keep receipts, invoices, staff time and effort logs, and all other relevant documentation of your grant expenses on file locally, in the case of an audit. REMINDER: American Rescue Plan Elementary and Secondary School Emergency Relief Fund for Homeless Children and Youth (ARP-HCY) Remaining Balance
The third anniversary of the $800M set-aside from ARP-HCY is approaching. Funds appropriated under the ARP-HCY I & II will be available for obligation until Monday, September 30. The deadline for drawdown of the obligated ARP-HCY I & II funds is 120 days, or January 30, 2025 (see 2 C.F.R. § 200.344(b)). Local educational agencies (LEAs) must report expenditures monthly in order for IDOE to maintain accurate reporting of dollars spent and dollars available. An amendment request must be submitted to IDOE for any modifications to the approved budget in order to expend funds. NEW: Fiscal Year (FY) 2023 Part B Grant Proportionate Share Release Request Forms Available Monday, July 1
The FY 2023 Part B 611 & 619 grant proportionate share release request forms will be available in IDOE’s Office of Special Education Moodle Community on Monday, July 1. Completed requests with supporting documentation must be submitted to IDOE’s Office of Special Education Part B Grants team by Friday, August 30. Following the release acceptance, a Part B grant budget modification request must be completed by Monday, September 16, to transfer funds across budget scopes. NEW: English Learner (EL) Exit Criteria Changes Approved & Upcoming Training
The U.S. Department of Education has approved Indiana’s state Every Student Succeeds Act (ESSA) plan amendment to adjust Indiana’s criteria for students to exit EL status beginning with the 2024-2025 school year. The change is summarized here. IDOE’s EL team will release a memo and accompanying implementation guidance in the coming weeks. FY 2025 Individuals with Disabilities Education Act (IDEA) Part B Grant Assurances templates and instructions for using the grant management system are available in the Office of Special Education Community in Moodle under Part B Grants for Special Education. To reserve the earliest reimbursement date for the FY 2025 Part B grant period, corporations, charter schools, and state schools must submit finalized assurances for FY 2025 Part B grants in the grant management system by Monday, July 1. REMINDER: Maintenance of Effort (MOE) for Part B Funding Due Monday, July 15
The window to submit Year 3 Compliance/Eligibility and Year 4 Eligibility Only for Individuals with Disabilities Education Act (IDEA) Part B FY 2025 funding is now open. MOE workbooks are due within IDOE’s grant management system by Monday, July 15. LEAs without an approved MOE should contact their assigned fiscal specialist to ensure this deadline is met. FY 2024 12-1-22 child counts have been placed in IDOE’s Office of Special Education Moodle Community (i.e., Fiscal > Part B Grants for Special Education > FY24 Grant Information > Maintenance of Effort - Year 3). REMINDER: 2025 General Education Provision Act (GEPA) Forms Due Wednesday, July 31

REMINDER: 2024-2025 Title I Schoolwide Plan Approval Process Guidance
Please read this memo for more information on the process for Title I schools seeking to transition from a Targeted Assistance School (TAS) to a Schoolwide Program (SWP) for the 2024-2025 school year. To be approved for a SWP status, schools must submit an electronic Assurance of Schoolwide Plan. The assurance must be completed by Friday, June 28, prior to submission of the fiscal year (FY) 2025 Title I Application. DoD is hosting a free AI/Robotics hackathon for high school students in Indianapolis on Friday, July 26, from 8 a.m. to 4 p.m. ET. This is the second event of its kind, following a successful inaugural challenge in Michigan last year. REMINDER FROM THE LILLY ENDOWMENT: Renewal Grants for Indiana K-12 Educators
The Lilly Endowment is accepting applications for its Teacher Creativity Fellowship Program. This program supports educators throughout Indiana by providing resources for them to take time for meaningful renewal. The Endowment believes that through new experiences, exploration, and reflection educators can generate renewed energy in their careers, innovative approaches to teaching and educational leadership, and thoughtful ways to encourage students’ creative thinking. The Endowment expects to award approximately 125 grants, each totaling up to $15,000, in 2025. The application deadline is 5 p.m. ET on Monday, September 9. REMINDER: AP SUMMER INSTITUTE
The 2024 AP Summer Institute sponsored by AP-TIP will be held Tuesday, July 9, through Friday, July 12, in Indianapolis.
- Training in a wide array of subjects across disciplines will be offered. AP Capstone sessions—Research, Seminar, and Seminar ELA—will be available at this AP Summer Institute location, as well.
