A Message from Dr. Katie Jenner

A couple of days ago, a friend sent me a video of “one of our own,” someone who has served his entire adult life in our Indiana schools, and fortunately for all of us, recently shared his incredible talent, gift, and endearing personality with all of America.

Mr. Richard Goodall, known to students as “Mr. Richard,” has been a school custodian for 23 years and currently serves at West Vigo Middle School in Terre Haute. Over the course of his career, he has likely worked with thousands of students. As he describes in the video below, some of these students have overheard him singing while he works and have remarked on his talent. 

Earlier this week, he was a contestant on America’s Got Talent, and as I am writing this message, nearly 2 million people have viewed his audition online. Very appropriately, he sang the song “Don’t Stop Believin” by Journey...because despite loving what he does and the students he serves, Mr. Richard never gave up on his dream of being a singer. If you haven’t already seen his moving audition, I strongly recommend you take a moment to watch the short video below…and make sure you have a tissue handy when you do!

We have so many incredible people serving in our Indiana schools, including Mr. Richard. Thank YOU to each of you for making K-12 education in Indiana the best it can be for the future of our state, and most importantly, our students.

Reminders for the Class of 2024

Armed Services Vocational Aptitude Battery (ASVAB) Graduation Pathway Requirements

Pursuant to Indiana Code (IC) 20-32-4-1.5, the Indiana State Board of Education (SBOE) established the use of the ASVAB to meet graduation pathway requirements. Beginning with the 2025 graduation cohort, HEA 1635 requires students electing to use the ASVAB as a means for meeting graduation pathway requirements to also fill out the Military Enlistment Intent Form. Students graduating in the 2023 and 2024 cohorts who have earned a qualifying ASVAB score, as determined by SBOE, prior to July 1, 2023, will be able to utilize previously earned ASVAB scores without a signed Military Enlistment Intent Form to fulfill their graduation pathway requirements. Graduation Waiver Caps

As outlined in Indiana Code (IC) 20-26-13-10, for purposes of calculating the 2024 graduation rate, Indiana schools may not count more than 9% of their graduation cohort as graduating if utilizing postsecondary ready competency waivers. Schools exceeding the 9% cap will receive an adjusted state graduation rate. Postsecondary ready competency graduation waivers will be capped at 6% for the 2025 cohort and 3% for the 2026 cohort and beyond. In December, schools received a letter with their 2023 graduation rates along their post-secondary competency waiver rates. The letter provided a breakdown of how the 9% cap would impact their graduation rate, which should be considered when helping the class of 2024 meet their graduation requirements. NEW: Attendance Submissions in Data Exchange

Please check attendance data in Data Exchange by going to the Certification tab and then Attendance to ensure that the 162 day count is accurate. Check the number of students in the ‘Eligible Student Count >= 162 days’ column for accuracy and work to fix any errors in the attendance submission immediately. NEW: 2024 Cohort Locking Soon

The 2024 cohort will lock on Friday, June 28. Please check cohort reports for accuracy and pay special attention to any students with an Unknown Cohort status. The Unknown Cohort status is a dropout status and counts against the graduation rate. Many Unknown Cohort statuses can be fixed by the school/corporation via data entries. Specific details about the causes of the Unknown Cohort status and what to do about it can be found in the Unknown Cohort Status webinar and the accompanying slides found on Moodle. REMINDER: 2024-2025 Corporation Amendments

The 2024-2025 school year corporation amendment window is open through Friday, August 30. Corporations and schools with school profile changes should submit a corporation amendment request with supporting documentation via Jotform. Information regarding submission can be found here. NEW: Fall 2024 PSAT/NMSQT Administration Guidance

IDOE provides funds for grade 10 and 11 students to participate in the fall 2024 administration of the PSAT/NMSQT. The PSAT/NMSQT testing window is Tuesday, October 1, through Thursday, October 31. Contact IDOE’s Office of Student Assessment with additional questions.

 

NEW: ILEARN 3-8 Spring 2025 Special Test Blueprint Now Available

IDOE has completed analyses and technical review to determine which streamlined standards may be removed from the ILEARN 3-8 Spring 2025 assessment without negatively impacting the validity and comparability of test scores. The ILEARN 3-8 Spring 2025 Special Test Blueprints reflect the results of this analysis and are now available. UPDATE: Indiana STEM Educator Expansion Program (I-STEM) Registration 

IDOE is partnering with Educational Service Centers (ESCs) of Indiana to strengthen Indiana’s STEM educator pipeline. This is an excellent opportunity for Indiana classroom teachers to add a STEM subject area to their educator’s license via testing. Eligible STEM content areas are life science, chemistry, earth/space science, physics, physical science, computer science, technology education, and mathematics. Learn more and register here. REMINDER: Utilize IDOE's Supply and Demand Marketplace for Remaining Openings

IDOE’s Supply and Demand Marketplace connects districts with job seekers in their area who are open to work. This free tool is great for filling open positions, allowing users to easily search for the credentials and experience their organization is looking for. Candidate profiles will be accessible to all schools that opt into the full Applicant Tracking System (ATS). The average Indiana district currently has over 2,000 new job seekers visible in the marketplace. Indiana superintendents and/or HR directors can complete the JotForm to opt in. REMINDER: Registration Now Open for Get Your Teach On Summer Conferences for Kindergarten through Eighth Grade Educators 

Get Your Teach On is pleased to offer four free conferences at locations throughout Indiana. Educators can attend a two-day teacher experience from 8:30 a.m. to 3:30 p.m. ET each day. Leaders can attend a one-day administrator experience from 8:30 a.m. to 3:30 p.m. ET on the first day of each conference.

REMINDER: Nominate an Educator for Teacher of the Year

The Indiana Teacher of the Year Program inspires, rejuvenates, and celebrates the teaching profession by recognizing outstanding teachers from across the state. Local schools are encouraged to participate in an annual selection process and local Teacher(s) of the Year are encouraged to complete the state application process by Friday, July 5. REMINDER: Alternative Education Grant Full-Time Equivalency (FTE) Report

In order to distribute Alternative Education funds in a timely manner for the 2023-2024 academic year, your corporation must be on the 2023-2024 IDOE Approved Alternative Education Program list, submit the 2023-2024 DOE-AL via Data Exchange, and the 2023-2024 FTE Student Report via DOE Online, by Sunday, June 30. REMINDER: Fiscal Year (FY) 2024 High Ability Program (HAP) Grant Cash Request Deadline Saturday, June 1

REMINDER: Providing Summer Activities with American Rescue Plan-Homeless Children and Youth (ARP-HCY) Funds-Benefits and Considerations

Children and youth experiencing homelessness can experience even greater vulnerability during academic and summer breaks when they do not have access to the ongoing structure and support of school. Federal guidance specifically allows ARP-HCY funds to be used for summer programming and activities. REMINDER: 3E Grant Amendments

NEW: Data Review Office Hours

The 2023-2024 Special Education Evaluation (EV) data collection will be finalized on Friday, July 12. This data will be used to conduct the annual monitoring of evaluations and transitions from First Steps (i.e., Indicators 11 and 12). IDOE will hold one final office hour sessions in preparation for this data collection deadline, during which special administrators or data personnel may ask questions, review data for accuracy, and address unresolved issues:

REMINDER: Call for Proposals - Elevating Education: Improving Outcomes for All Conference

IDOE and the IEP Technical Technical Assistance (TA) Center are seeking educators to showcase their knowledge and success by presenting at Elevating Education 2024: Improving Outcomes for All on Tuesday, December 3, and Wednesday, December 4, at the Hyatt Regency Indianapolis and the Indiana Convention Center. REMINDER: FY 2025 Special Education Grant Assurances Due Monday, July 1 

FY 2025 Individuals with Disabilities Education Act (IDEA) Part B Grant Assurances templates and instructions for using the grant management system are available in the Office of Special Education Community in Moodle under Part B Grants for Special Education. To reserve the earliest reimbursement date for the FY 2025 Part B grant period, corporations, charter schools, and state schools must submit finalized assurances for FY 2025 Part B grants in the grant management system by Monday, July 1. REMINDER: RoboKind Grant Opportunity - 2024-2025 School Year

Pursuant to recent legislation, IDOE offers the RoboKind Grant opportunity for select corporations/schools to purchase robotic technology and provide professional development endorsed by the Council of Administrators of Special Education (CASE) to improve the social and behavioral skills for students with autism. Selected applicants will receive the curriculum, humanoid robot, applicable training, and infrastructure support at no charge to the district. NEW: 2024-2025 K-12 Science, Technology, Engineering, and Mathematics - High-Quality Curricular Materials Advisory List

Pursuant to Indiana Code (IC) 20-20-5.5-2, IDOE conducted a review of vendor-submitted curricular materials to develop an advisory list of high-quality curricular materials aligned to the 2023 Indiana Academic Standards and a selection of courses from the Indiana Commission for Higher Education’s Office of Career and Technical Education’s Next Level Programs of Study and AP courses from College Board. NEW: Approved List of Dyslexia Screener and Diagnostic Assessments Now Available

Dyslexia screeners and diagnostic assessments have been reviewed and the approved list is now available. The updated list includes one new screener and one new diagnostic assessment. The list can be found in Appendix A of the 2024-2025 Dyslexia Programming Guidance for Schools. Schools are required to select one vendor to administer the universal dyslexia screener to ensure students are identified using a research-based measure. REMINDER: 2024-2025 STEM Certification Information

IDOE is currently revising the STEM Certification Guidance for the 2024-2025 school year and beyond. Information and a timeline for this process are included in this memo. REMINDER: 2024-2025 STEM Integration Grant Applications Open

The application window for the 2024-2025 STEM Integration Grant is open now through 4 p.m. ET on Friday, June 7. The STEM Integration Grant is designed to improve elementary and secondary student achievement and participation in STEM learning experiences across the state of Indiana. Review the 2024-2025 STEM Integration Grant Guidance Frequently Asked Questions (FAQ) document for additional information or attend the open informational meeting on Monday, June 3, via Microsoft Teams. REMINDER: Hygiene and Sanitary Science Education Resource 

Pursuant to Indiana Code (IC) 20-30-5-9 (2023), IDOE and the Indiana Department of Health designed a one-page resource to support grade five educators in their instruction focused on the spread of communicable diseases and sanitary methods for disease prevention. REMINDER: K-12 English/Language Arts (ELA) Vertical Articulation Guide

A vertical articulation guide outlining the progression of ELA standards across all grade levels has been added to the 2023 Indiana Academics Standards for ELA: Vertical Articulation Guides Collection in the Indiana Learning Lab. This comprehensive resource presents the full scope of ELA knowledge and skills students receive throughout their elementary and secondary education relative to reading foundations, comprehension, writing, and communication and collaboration. REMINDER: 2024-2025 Public and State-Accredited Non-Public School Reading Plan and Dyslexia Reporting Submissions Due Sunday, June 30 

IDOE’s Literacy Center released the new 2024 Reading Plan and dyslexia reporting guidance. Indiana Administrative Code requires all public schools and state-accredited non-public schools with students enrolled in kindergarten through grade three to submit an elementary reading plan to IDOE by close of business on Sunday, June 30. Schools will complete the applicable form:

In addition to the reading plan, IC 20-35.5 requires all public schools to report dyslexia screening data from the current 2023-2024 school year. State-accredited non-public schools are not required to submit data but have the option to report. The submission window is open through Sunday, June 30. REMINDER: 2023-2024 Charter School Dyslexia Reporting Submissions Due Sunday, June 30 

IDOE’s Literacy Center released the new 2024 Reading Plan and dyslexia reporting guidance. IC 20-35.5 requires all charter schools with students enrolled in kindergarten through grade two to submit a dyslexia data report to IDOE by close of business on Sunday, June 30. Charter schools will use this form for dyslexia reporting. Schools will complete the submission using data from the 2023-2024 school year. The submission window is open through Sunday, June 30. REMINDER: Fall 2024 Opt-In Early Learning Assessment System - Kindergarten Readiness Assessment (KRA) and ISPROUT

As part of Indiana’s new system to measure and support kindergarten readiness, Indiana’s KRA will be available to all public, charter, and non-public schools as an opt-in assessment for fall 2024 kindergarten students. The opt-in window is now open through Monday, July 15. ISPROUT will continue to be required for children in special education for ages three through five, but will also be available as an opt-in assessment for fall 2024 as well. The opt-in window for this opportunity is also now open. Previously recorded informational sessions are available. REMINDER: FY 2025 Federal Grants Pre-Application Available

The FY 2025 Federal Grants Pre-Application ("Pre-App") is now available via Moodle. Please ensure that you are enrolled in the "Title Grants Pre-App" course to access the Pre-App document, as well as several key resources including required consultation forms. Upon opening the Pre-App Microsoft Word document, you will be prompted to enter a password. Please open the “read only” version and save the document using the requested naming convention: "Corp#-Corp Name-Pre-Application-FY2025 (FFY2024)". REMINDER: 2024-2025 Title I Schoolwide Plan Approval Process Guidance

Please read this memo for more information on the process for Title I schools seeking to transition from a Targeted Assistance School (TAS) to a Schoolwide Program (SWP) for the 2024-2025 school year. To be approved for a SWP status, schools must submit an electronic Assurance of Schoolwide Plan. The assurance must be completed by Friday, June 28, prior to submission of the fiscal year (FY) 2025 Title I Application. IDOE has launched the application for the first cohort of CSP Quality Counts II. The CSP Quality Counts II solicitation for application can be found here. REMINDER FROM THE INDIANA BAR FOUNDATION: 2024-2025 Civics Empowers All Students Fellowship - Opportunity for Educators 

The Indiana Bar Foundation is accepting applications from grades four through eight civics/social studies educators for the 2024-2025 Civics Empowers All Students Fellowship (CEASF). Educators accepted into this fellowship will receive an all-expense paid trip to Philadelphia for civic learning workshops from Sunday, July 14, through Thursday, July 18, attend ongoing Zoom-based workshops through the school year, and receive a classroom set of We the People textbooks and a $500 stipend at the conclusion of the program year. The STARTedUP Innovation Educator Fellowship is a professional development program designed to empower every educator with the framework and content needed to teach innovation and become hubs of real-world impact and opportunity by challenging their students to solve problems in their communities. The Fellowship connects teachers with year-round support from like-minded peers, exclusive networking opportunities, and all of the tools and resources needed to allow students to find passion and purpose by doing meaningful, real-world work in the classroom. REMINDER FROM THE LILLY ENDOWMENT: Renewal Grants for Indiana K-12 Educators

The Lilly Endowment is accepting applications for its Teacher Creativity Fellowship Program. This program supports educators throughout Indiana by providing resources for them to take time for meaningful renewal. The Endowment believes that through new experiences, exploration, and reflection educators can generate renewed energy in their careers, innovative approaches to teaching and educational leadership, and thoughtful ways to encourage students’ creative thinking. The Endowment expects to award approximately 125 grants, each totaling up to $15,000, in 2025. The application deadline is 5 p.m. EDT on Monday, September 9. Four information sessions will be held in 2024 on Thursday, August 8, and Tuesday, August 13. To learn more or register for one of these sessions, visit the Lilly Endowment website. REMINDER: AP SUMMER INSTITUTE

The 2024 AP Summer Institute sponsored by AP-TIP will be held Tuesday, July 9, through Friday, July 12, in Indianapolis. 

  • Training in a wide array of subjects across disciplines will be offered. AP Capstone sessions—Research, Seminar, and Seminar ELA—will be available at this AP Summer Institute location, as well.
