Preschool Special Education Outcomes Reporting Feedback
This month, OSE is seeking feedback on the way preschool special education outcomes are gathered and reported. If you are a teacher, administrator, data manager, or other professional who has administered, documented, and/or reported on ISPROUT or ISTAR-KR outcomes, please complete this Google form to help OSE gather feedback on current and former practices. The feedback form will be open until 11:59 p.m. ET on Sunday, December 31. Please contact OSE with questions.
Indicator 4 Suspension and Expulsion Stakeholder Input Convening
IDOE seeks stakeholder input regarding proposed changes to the state’s process for identifying potential Indicator 4 noncompliance. Stakeholders may submit their interest in participating in a two-part, virtual meeting held in January and February. Daytime and evening sessions will be available to accommodate schedules. IDOE staff will contact applicants directly. Contact IDOE’s Office of Special Education monitoring team with any questions.
Updated Indicator 13 Compliance Checklist
An updated version of the Indiana Secondary Transition IEP Compliance Checklist has been developed and uploaded to IDOES's Special Education website. The latest version will help school personnel create compliant and quality Transition IEPs for eligible students as well as provide guidance for district and school administrators and coordinators who are monitoring Transition IEPs for federal compliance. Reminder: Results Driven Accountability (RDA) Dashboard Released
The RDA dashboard for 2023 was released on Thursday, November 16, and contains information on determinations and levels of differentiated support for all local educational agencies (LEAs). The dashboard also includes findings of noncompliance for the six compliance indicators of the IDEA Part B State Performance Plan-Annual Performance Report (SPP-APR). Special education directors can access the dashboard through the LINK portal by clicking on the "ED-DATA" tile. Please direct questions to OSE Monitoring & Compliance.
Reminder: Part B Grant Reimbursement Requests Must Be Submitted the Month After Expenditures Occur
OSE is implementing new fiscal monitoring of Part B grant funds. Beginning with expenditures on and after Monday, January 1, Part B reimbursements must be requested the month after the expenditures occur. Part B reimbursement requests may be submitted on the first and fifteenth of each month. School corporations, cooperatives, and inter-locals will no longer be permitted to keep reimbursement requests open until the end of the grant award period. Reminder: Nominations Open for Distinguished Educators Recognition
IDOE’s Office of Educator Talent is looking for confidential recommendations of teachers representing the very best educators in Indiana. These emerging leaders must have between five and 15 years of experience, demonstrate leadership beyond the classroom, and positively impact school culture and student achievement. Transfer of Rights to Student, 511 IAC 7-43-5
Review transfer of rights to a student of legal age procedures to ensure the local educational agency (LEA) provides adequate notice to the student and the parents as well as protects adult students with disabilities who are not able to give informed consent. All of a parent’s rights under the Individual with Disabilities Education Act and Article 7 transfer to a student with a disability when the student becomes a student of legal age, as defined in 511 IAC 7-32-91 (reached eighteen (18) years of age and has not had a guardian appointed by a court under IC 29-3). If a student who has attained eighteen (18) years of age has:
(1) A guardian appointed under IC 29-3, the rights under Article 7 must transfer to the guardian unless specifically provided otherwise in the guardianship order; or
(2) An educational representative appointed according to procedures in 511 IAC 7-43-6, the rights under Article 7 must transfer to the student’s educational representative.
Timing of Notice
Before: At a case conference committee (CCC) meeting not later than one (1) year before the student becomes eighteen (18) years of age, the LEA must inform the student and the parent that the rights under Article 7 will transfer to the student at eighteen (18) years of age unless a guardianship or an educational representative has been established for the student. In addition, the student’s IEP must include a statement that the student and the parent were informed of the transfer of parental rights in accordance with 511 IAC 7-42-6(f)(10).
At age 18: At the time the student attains eighteen (18) years of age, the LEA must provide written notice to the parent and the student that the rights under Article 7 have transferred to the student, unless a guardianship or an educational representative has been established for the Student.
After: After rights transfer to the student, the LEA must provide any notice required under Article 7 to both the parent and the student. An LEA’s failure to provide written notice regarding the transfer of rights to a student of legal age may result in a procedural violation of Article 7.
IIEP Virtual Open Office Hour Sessions
Beginning Wednesday, December 20, the statewide IIEP contractor Public Consulting Group (PCG) will host a monthly open office hours webinar on the third Wednesday of each month. Topics to be covered in the December session will be a review of recent system updates, a review of upcoming IIEP changes, a review of known issues, a review of frequently asked support questions, and time for questions and answers. The IEPTA Center has opened registration for two upcoming events:
- Technical Assistance Series is a three-part, in person series designed to support leadership teams in engaging in critical conversations needed to prioritize and develop effective and sustainable actions to ensure equal access to educational opportunities for all students. - LEArn and LEAd Leadership: IEP Meeting Facilitation and Legal Compliance is a two-day, in-person training on Wednesday, February 21, and Thursday, February 22, that provides tools and strategies to assist LEA representatives in fulfilling their roles and responsibilities facilitating IEP meetings and promoting legal compliance. Augmentative and Alternative Communication (AAC) Support from PATINS
Dynamic AAC Goals Grid - Edition 3 (DAGG-3) from Tobii Dynavox is a free tool designed for speech-language therapists to assess a student's current communicative abilities. It also develops and progresses through AAC goals for communicators of all ability levels. For more valuable tips like this, Indiana public PreK-12 staff members can request PATINS no-cost services for consultation and support for a specific student with AAC needs. The IEPTA Center offers an array of services to assist Indiana schools by providing resources, professional learning, and technical assistance through collaboration with IDOE's OSE. Federal Guidance for Children with Disabilities in Early Childhood Settings

The Indiana Association of People Supporting Employment First (INAPSE) Transition Survey
INAPSE is reaching out to students, parents, educators, and service providers. By completing this survey, INAPSE hopes to clarify what topics are important for youth to understand. Respondents roles as youths in school, youths recently exiting school, educators, or parents will give unique insight into information gaps. Once gaps are identified, INAPSE will respond by creating content specific learning opportunities. The submission deadline is Friday, December 22. Contact INAPSE with any questions.
Work and Learn Indiana 2024 Indiana Work-Based Learning Conference
The Indiana Work-Based Learning Conference, featuring the 18th Annual Impact Awards, will be on Thursday, February 22 at the Embassy Suites in Noblesville. The Institute for Workforce Excellence AHEAD Human Resources Information Session
The Institute for Workforce Excellence, a 501c-3 subsidiary of the Indiana Chamber of Commerce, in collaboration with IDOE will be hosting an AHEAD Human Resources representative to address employer questions related to work-based learning workers compensation and liability. During the virtual information sessions, AHEAD Human Resources will address questions and concerns from the audience while also providing an overview of services offered. Vocational Rehabilitation (VR) Request For Pre-Employment Training (Pre-ETS) Services Now Open
Indiana Division of Disability and Rehabilitative Services (DDRS) has released a VR Pre-ETS Request for Services to select multiple vendors that can satisfy the state’s need for ongoing provision and expansion of Pre-ETS throughout the state. The vendors will plan and deliver required activities to students with disabilities who are either eligible or potentially eligible to receive services from the DDRS VR services program. Vendors will potentially enhance or expand existing services, incorporating best practices to improve outcomes for students with disabilities. Local education agencies, public universities, and state agencies may submit proposals until 3 p.m. ET on Wednesday, January 17. All information regarding the Pre-ETS Request for Services (RFS-24-77904) is located in Current Business Opportunities on the Indiana Department of Administration website.
