I can’t think of a better way to have spent Indiana Principals Week than traveling the state to visit schools and educators in Pittsboro, Lebanon, Valparaiso, La Porte, Union Hills, and Hobart! I’d like to give a special shoutout to each of the principals I met with this week, including… Wendy Natalie (Pittsboro Elementary School), Susan Alcorn (Pittsboro Primary School), Tiffany Cox (North Salem Elementary School), Frank Meyer (Lebanon Senior High School), Amber Moore (Perry-Worth Elementary School), Michael Rayson (Parkview Elementary School), Tearsa Schable (Crichfield Elementary), Nick Kimmel (South Central Elementary), and Jarad Miller (South Central Jr./Sr. High School). I look forward to sharing in the coming weeks more about these visits and the work they are leading. And to all of the principals reading this today, thank you for ALL that you do!

During one of the school visits this week, a local reporter asked how we are continuing to work to overcome the academic impacts of the pandemic (and even challenges that existed previously). As states across the nation face similar challenges, here in Indiana, we have deployed a number of tactical solutions to aid in students’ academic recovery, including the Indiana literacy and STEM cadres, the Student Learning Recovery Grant Program, the Indiana Learns tutoring grant program, the Indiana Learning Lab, and a partnership with Schoolhouse.world…just to name a few. Yet, there is another issue that has been in the shadows that schools across the country, and in Indiana, are also facing…making sure students come to school.

As a state, one of our primary areas of focus includes elevating and supporting Indiana’s educators. We know the positive impact that having a high-quality educator in the classroom can make, but that impact is only possible when students come to school. According to a recent article in The New York Times, during the 2022-2023 school year, about one quarter (25%!) of U.S. students qualified as chronically absent. By definition, this means a student has missed at least 10% of school days or about three and a half weeks. By comparison, Indiana’s chronic absenteeism rate for the 2022-2023 school year was 19.3% or nearly one in five.

Additional key takeaways include:

  • While the state’s chronic absenteeism rate decreased from the 2021-2022 school year to the 2022-2023 school year, it remains over 8% higher than it was before the pandemic (19.3%).
  • 84 schools have 1 in 2 students who are chronically absent.
  • Rates of chronic absenteeism are highest amongst students in grades nine through 12, ranging from 21% in grade nine to over 33% in grade 12.
  • Student populations who experienced the greatest academic impacts in ELA and math following the pandemic also have greater rates of chronic absenteeism.
    • Black students (30.7%), Hispanic students (24.4%), English learners (20.5%), and students eligible for free and reduced lunch (25.9%).

This data further underscores the importance of our collective work to help students recover from the academic impacts of the pandemic and ensure all students have foundational knowledge and skills needed to succeed in the future. It also reinforces the urgency behind our ongoing work to rethink the high school experience, and ultimately, ensure more parents and students see the value in education.

One way that Indiana is elevating the importance of student attendance is through the development of an early warning dashboard that will provide actionable data for educators and families as they work together to support students most at risk of not graduating. For purposes of the dashboard, “at risk” is defined as having less than an 80% chance of graduating on time using historical data. Attendance will be one of several indicators of high importance that will be used in the predictive analytics to determine which students are considered at risk.

Once fully developed, educators will be able to clearly see which students are at risk and why. Data will help determine specific areas of difficulty for students and allow educators to guide additional, timely instruction and support in response. Educators will also be able to export individual indicators and profiles to guide increased discussion and engagement with families. In addition to the new early warning dashboard, attendance is also one of 20 headline indicators elevated as part of the Indiana Graduates Prepared to Succeed (Indiana GPS) performance dashboard.

We anticipate piloting the new early warning dashboard in a number of schools during the 2023-2024 school year, with the dashboard becoming accessible to all schools during the 2024-2025 school year, so stay tuned for additional information!

REMINDER: 2023 Mandatory and Voluntary Graduation Rate Audit Window Closes Friday, October 27

The mandatory and voluntary graduation rate audit window is open and will close on Friday, October 27. If you are unsure if your school was selected for the mandatory graduation rate audit, please check the list of mandatory audit schools. 

If you would like to request a change to the cohort status of a student in the 2023 cohort, this will need to go through the voluntary graduation rate audit. The voluntary graduation rate audit involves submitting the student on the voluntary graduation rate audit Excel template and submitting the supporting documentation. (Enrollment key: AccountabilityCommunity). The Voluntary Graduation Rate Audit is open to all schools and is the final opportunity to request a change to the 2023 cohort.

NEW: Test Information Distribution Engine (TIDE) System & User Guide Now Available

TIDE is now available for the 2023-2024 school year, and all users must reset their passwords to access the updated system. The TIDE User Guide is also available on the Indiana Assessment Portal for users to review functionality and system updates. NEW: Upcoming College Board Training Opportunities

School staff involved in PSAT and SAT School Day Testing can register for College Board training opportunities to support test administration and post-testing data use. The U.S. Presidential Scholars Program recognizes and honors outstanding high school seniors and encourages high attainment among all students. REMINDER: Application Center Reporting - Educator Evaluation Rating (ER) 2023

The ER 2023 data reporting guidance layout for educator staff employed in the 2022-2023 school year is posted to the Data Exchange Moodle Community under resources and in the Data Exchange Knowledge Hub at School Support Hub > Reporting Guides > Staff Employment > References > ER (Educator Rating) Data Layout 2023. ER data will be submitted via the STN Application Center. The Application Center reporting window is now open and will close Friday, October 27, at 4 p.m. ET. REMINDER: Indiana STEM (I-STEM) Educator Expansion Program Registration Now Available

IDOE is partnering with Educational Service Centers (ESCs) of Indiana to launch the I-STEM partnership. I-STEM provides support for both currently licensed teachers in non-STEM areas and prospective teachers who are not licensed and hold a bachelor’s degree to become licensed to teach in a STEM content area. IDOE has identified eligible STEM content areas as life science, chemistry, earth/space science, physics, physical science, computer science, technology education, and mathematics. REMINDER: Resolution of Conflicts for Membership 2023

Beginning with the 2023-2024 school year, IDOE will no longer be brokering the resolution of conflicts after the certification date. If, after the certification date, schools are unable to resolve an outstanding conflict, schools may petition the State Board of Education for an adjustment in their average daily membership (ADM) count by providing the Board with evidence supporting an adjustment in their membership claim. The process for petitioning the Board will be made available this fall and communicated in Dr. Jenner’s Weekly Update. IDOE wants to make sure each school receives full funding for the students they are serving and completes the Membership count within two to three weeks of the count date. REMINDER: National Cybersecurity Review (NCSR) Now Open

A great way to assess the cybersecurity posture of your school/school corporation is to complete the free annual NCSR from MS-ISAC. As your team completes the survey, your information is secure and is only used to provide nationwide statistics and trending in aggregate. By completing the NCSR, you also have the option to review next steps at no cost during a meeting with a representative from MS-ISAC. You can also measure growth as you complete it each year. REMINDER: Cybersecurity for Education Toolkit 2.0 Now Available

Developed by the Indiana Executive Council on Cybersecurity (IECC), with support from IDOE, CISA, and the U.S. Department of Homeland Security (USDHS), the updated Cybersecurity for Education Toolkit 2.0 is filled with a wide range of cybersecurity best practices, resources and tips for everyone in your K-12 school community. REMINDER: CISA Offers Free Cybersecurity Resources for K-12 Schools

As shared in early February, CISA released “Partnership to Safeguard K-12 Organizations from Cybersecurity Threats,” with an accompanying toolkit to provide schools with targeted resources to improve their cybersecurity posture. These resources call out very specific actions that schools can take to drastically reduce their cybersecurity risk. Schools are strongly encouraged to review and implement these recommendations as we begin the 2023-2024 school year. REMINDER: 2024 Total Solar Eclipse Information and Resources

In advance of the total solar eclipse in spring 2024, IDOE is collaborating with state and national partners to support local schools as we work to ensure the safety of all students while also maximizing this STEM learning opportunity. Schools across Indiana will experience the eclipse differently, depending on their geographic location, with portions of central and southern Indiana in the path of totality. REMINDER: Vision Screening Resources

Indiana Code (I.C. 20-34-3-12) requires public school corporations, including charter schools, to conduct a near and distant visual acuity screening for students in the required grade levels. In addition to the visual acuity screening conducted by the school corporation or charter school, a more extensive visual screening performed by a licensed eye professional using the Modified Clinical Technique (MCT) is required for students in kindergarten or first grade. All Indiana local educational agencies (LEAs) are required to post information regarding the McKinney-Vento Homeless Assistance Act on their website. Pursuant to IC 20-50-1-5, each LEA must have a dedicated McKinney-Vento webpage on the district’s website which includes the following:

REMINDER: 2023-2024 McKinney-Vento Subgrant Application – Round 2

The McKinney-Vento subgrant application will open on Monday, October 16, through Tuesday, October 31, to local education agencies (LEAs) that reported 1-49 homeless students for the 2022-2023 school year. REMINDER: 2023-2024 McKinney-Vento Office Hours

NEW: Part B Reimbursement Updates

IDOE’s Office of Special Education is implementing new fiscal monitoring for Part B funds. Reimbursement requests must be submitted within one month of expenses on the first or 15th of the month. Corporations, cooperatives, and interlocals are no longer permitted to keep reimbursement requests open until the end of the award period. The new Fiscal Year (FY) 2024 Part B Reimbursement Template has been updated in the Office of Special Education Community in Moodle to reflect these updates. IDOE seeks qualified educators to participate in committee reviews of Indiana’s redesigned Content Connectors, which are used to measure the knowledge and skills of students with significant cognitive disabilities and assessed by Indiana’s alternate assessment, I AM. Updated Content Connectors will align with the future-focused 2023 Indiana Academic Standards for English/language arts (ELA), mathematics, science, and social studies, and the newly-developed Indiana Academic Standards for integrated STEM. REMINDER: Upcoming 2022-2023 Comparability Report Deadline

LEAs must complete the 2022-2023 Comparability Report by Tuesday, October 31. Instructions and procedures for completing the 2022-2023 Comparability Report were distributed in mid-October. The process for completing the Comparability Report is the same as in previous years and LEAs may complete this report in the Title I App Center. All LEAs are required to submit the 2022-2023 Comparability Report. However, IDOE alternates reviews annually and will review reports from LEAs in which the corporation ID number ends in an even number. REMINDER: ESSER II/GEER II Late Liquidation

The U.S. Department of Education released a FAQ document regarding the late liquidation extension request template for grantee use for the CRRSA/ESSER II Fund and the GEER II Fund. A flowchart of the submission process can be found at this link. Please view this process flowchart for information on how to apply for a late liquidation approval. NEW FROM THE INDIANA HOUSING AND COMMUNITY DEVELOPMENT AUTHORITY (IHCDA): Homeless Youth Regional Program Navigators

In partnership with IDOE, IHCDA employs Homeless Youth Regional Program Navigators to support local McKinney-Vento liaisons. These Navigators vet resources, identify barriers, build community partnerships and bridge gaps for youth and young adults experiencing housing insecurity.

Homeless Youth Regional Program Navigators support Indiana McKinney-Vento liaisons by taking referrals for families identified as McKinney-Vento eligible and seeking appropriate resources for these families, including housing, clothing, food, laundry, legal services, well-being and addiction services, transportation, and rental support. IHCDA Homeless Youth Regional Program Navigators are not case managers, but support personnel who respond to referrals from McKinney-Vento liaisons. NEW FROM THE INDIANA COMISSION FOR HIGHER EDUCATION (CHE): 2022-2023 Industry Certification Exams Reimbursement

By Thursday October 26, school corporations will receive their funding allotment for industry certification exams taken during the 2022-2023 school year. Schools can find the amount they are slated to receive in this spreadsheet. These funds have been evenly allotted to all eligible entities based on data submitted prior to Friday, September 1. Schools that receive this funding will utilize Fund 3749 with the receipt account number of 3293. There are no specific restrictions on usage of the funds. NEW FROM THE CASTLE & KEEP INDIANA LEARNING: Free Film Screening of “North Putnam” Documentary

Join Keep Indiana Learning for the Indianapolis screening of the film North Putnam. The feature-length documentary from award-winning filmmaker Joel Fendelman depicts a year in the life of a rural Indiana school district and the community it serves with empathy, a hyper-realistic reporting lens, and incredible cinematography. Round table discussions with community leaders will follow the screening. The goal of these action-oriented conversations will be to determine doable action steps to further the conversation about the interdependence between public schools and community development. REMINDER FROM THE ADVANCED PLACEMENT TEACHER INVESTMENT PROGRAM (AP-TIP): Join Cohort 12

AP-TIP at the University of Notre Dame is now accepting applications from schools to join Cohort 12. For information about how AP-TIP supports professional development and stronger outcomes for students in AP math, science, and English courses across Indiana, visit the AP-TIP website. AP-TIP will begin reviewing applications on Friday, November 3. Contact AP-TIP with any questions.

 

REMINDER FROM AP-TIP: Fall Conference

In light of College Board’s recent changes to the AP Computer Science Principles exam, the AP-TIP Fall Conference for both CSP and CSA has been rescheduled to Wednesday, November 8. Registration will remain open until Wednesday, November 1. If teachers have already registered, they do not need to do so again. Please direct any questions about this change to Math Content Director Greg Macklem.
