Choice Scholarship Program

Choice Scholarship Program and the Education Scholarship Account (ESA) Program

IDOE and Treasurer of State Office’s received a number of questions following the ESA presentation at the Annual Choice Conference on Wednesday, July 12. As such, please review the clarifying information below:

  • Non-public schools that meet the programs’ requirements may participate in both the Choice Scholarship Program and the Education Scholarship Account Program at the same time. There is nothing preventing a school from being both an “eligible school” and an “ESA participating entity.” A non-public school’s participation in one program will not impact their ability to participate in the other.
  • Non-public schools may continue providing special education services to students participating in the Education Scholarship Account Program. The services provided would be aligned to the student’s Education Scholarship Account Service Plan, as directed by the student’s parent.

Final Round Regular Refunds

Refunds for Choice Scholarship students who were withdrawn prior to the school’s last day have been calculated. Schools should review the ‘Refund Letters’ folder in the shared Google drive, School Finance – Choice Scholarship. Letters with the total refund due and the detailed refund information per student test number (STN) have been placed in the folders. Contact ChoiceSchool@doe.in.gov if you need the link to your school’s folder.

Final Round Special Education Refunds

Refunds for Choice Scholarship students who received special education services from the Choice school and were withdrawn prior to the school’s last day have been calculated. Schools should review the ‘Refund Letters’ folder in the shared Google drive, School Finance – Choice Scholarship. Letters with the total special education refund due and the detailed refund information per STN have been placed in the folders. Contact ChoiceSchool@doe.in.gov if you need the link to your school’s folder.

Choice School Applications

Schools may apply to participate in the Choice Scholarship Program for the 2023-2024 school year through Friday, September 1. Schools should keep in mind, however, that the application review process can take up to 15 days. The school application packet is posted on the Choice Scholarship Program webpage.

New Schools

A new Moodle community has been created for all new schools. New schools should join the New School Onboarding Community to find information and resources to get started. There is no enrollment key to join.

Legislative Guidance

2023 leg guidance doc

Following the close of each legislative session, IDOE immediately begins working to implement newly-enacted legislation impacting K-12 education, which includes compiling guidance for schools.

As our team works through the many new laws passed in 2023, we hope this guidance document serves as a one-stop-shop as you work to interpret and implement the new laws applicable to your school. Any future updates will be added to this comprehensive guidance document and shared via Dr. Jenner's weekly newsletter.
