Annual Office of School Finance Budget Workshop

Please read this memo regarding the Annual Office of School Finance Budget Workshop, which will be held on Wednesday, June 28, at the Pike Performing Arts Center in Indianapolis, beginning at 9 a.m. ET. The workshop should conclude by noon. Participants can attend the workshop in-person, participate virtually, or view a recorded version at a later date. Please register using this link. Choice Scholarship Program

Choice End of Year Reminder

Please remember to enter exit dates for all students within five days of their last day of school. School calendars are being reviewed to monitor that exit dates are reported within five days of the last day of school reported on the calendar.


Choice Certification

Choice Certification training will be offered at the Indiana Government Center South, on Wednesday, June 28, and Tuesday, July 11. The training is targeted to schools and personnel new to administering the Choice Scholarship Program. Each session begins at 9 a.m. ET and will conclude by 2 p.m. ET. Each training is limited to 20 participants. Registration is required and can be completed at the links below. Additional information will be sent to each registrant prior to the event.


Choice Annual Conference

The Choice Annual Conference is presented each summer, providing non-public schools with information and resources they need to successfully administer the Choice Scholarship Program. The conference will be held in the auditorium of the Indiana Government Center South on Wednesday, July 12, from 8:30 a.m. to 4 p.m. Click here to register.


Choice School Applications

Choice school applications can be submitted through Friday, September 1. Application materials are posted on the Indiana Choice Scholarship Program webpage and in the Non-Public School Community in Moodle.


Choice Student Applications

Choice student applications are also being accepted through Friday, September 1. Any needed changes to information on applications can be made through the deadline.

Applications submitted prior to Thursday, June 29, should continue to follow the current eligibility requirements. Any application submitted after Thursday, June 29, must meet the following new requirements, enacted during the 2023 legislative session:

  1. Student must have legal settlement in Indiana;
  2. Student must be at least five years old and less than 22 years old by October 1, of the school year the student is applying; AND
  3. Student is a member of a household with an annual income of not more than 400% of the amount to qualify for the Federal Reduced Lunch Program

2023 Cohort Locking Soon - Check Your Cohort Reports

Please check your cohort report as soon as possible and work to clean up any remaining issues. The 2023 cohort will lock on Friday, June 30, and the initial data copy date on Data Exchange is Wednesday, July 5.  When reviewing your cohort report, look for the following to ensure accuracy:

  • Are there any students with an Unknown cohort status? 
    • The Unknown cohort status is a dropout status and counts against your graduation rate. Specific details about the causes of the Unknown Cohort status and what to do about it can be found in the Unknown Cohort Status webinar and the accompanying slides available in the Accountability & Accreditation Moodle Community (enrollment key: AccountabilityCommunity).
  • Do all of your graduates have a graduate status on the cohort report?
    • If not, please submit a StudentAcademicRecord on Data Exchange. Below are some tips for entering the StudentAcademicRecord:
      • The Diploma Award Date must be between October 1, 2022 and September 30, 2023. This is the required date range even if the student actually graduated last school year.
      • Fill out the Diploma Type and Diploma Level
      • StudentAcademicRecord must be associated with a term in the 2023 school year.
  • Is the graduation rate accurate?
    • Review the Historical Graduation Report on the EdData cohort report and ask yourself:
      • Is the number of each diploma type reasonable?
      • Is the number of each postsecondary ready competency reasonable?
      • Is the number of each employability skills reasonable?

Following the close of each legislative session, IDOE immediately begins working to implement newly-enacted legislation impacting K-12 education, which includes compiling guidance for schools.

As our team works through the many new laws passed in 2023, we hope this guidance document serves as a one-stop-shop as you work to interpret and implement the new laws applicable to your school. Any future updates will be added to this comprehensive guidance document and shared via Dr. Jenner's weekly newsletter.
