Final Evaluation Roster (EV Roster) Office Hour Sessions 

The Office of Special Education (OSE) is hosting two final office hour sessions for schools to receive assistance with ensuring the data in Data Exchange for the upcoming EV submission is accurate. Nominate Students with Disabilities for Student Transition Cadre

IDOE’s Office of Special Education is seeking youth with disabilities between 14 and 22 years old to join in providing feedback and improvement strategies for graduation, transition planning, and transition Individualized Education Programs (IEPs) for the Student Transition Cadre. Students will meet once prior to the end of the 2022-2023 school year and throughout the 2023-2024 school year. To nominate a student for the Indiana Student Transition Cadre, please complete this Jotform by Friday, May 26. Students will be contacted directly by IDOE for next steps. Fiscal Year (FY) 2024 Special Education Grant Assurances Due Saturday, July 1

FY 2024 Individuals with Disabilities Education Act (IDEA) Part B Grant Assurances templates and instructions for using the Grant Management System are now available in the Office of Special Education Community in Moodle under Part B Grants for Special Education. To reserve the earliest reimbursement effective date for the FY 2024 Part B grant period, public school corporations, charter schools, and state schools must submit correctly completed Assurances for next year’s (FY 2024) Part B grants in the Grant Management System on or before Saturday, July 1, 2023. This year, there are four new questions that must be answered on the Assurances document to address requirements under Section 427 of the General Education Provisions Act (GEPA) (20 U.S.C. 1228a).  Please contact the Office of Special Education with any questions.


New Funding to Support Special Education Students Over the Next Budget Biennium

The next state budget increases funding for Indiana’s special education students by over $85 million across the biennium and adds $10 million to help with qualifying costs for students served through the Special Education Excess Cost (SEEC) fund. In addition to increasing the SEEC fund, the Indiana General Assembly enacted a change to prevent unspent SEEC funds from reverting to the state general fund at the close of each state fiscal year.


Encumber All FY 2022 Part B Grant Funds by Saturday, September 30

To ensure sufficient time for budget modification review and approval, submit all FY 2022 and American Rescue Plan (ARP) IDEA Part B grant budget modification requests by no later than Friday, September 15. All FY 2022 and ARP Part B funds must be encumbered by Saturday, September 30. All FY 2022 and ARP Part B grant reimbursement requests must be submitted to Part B Grants Reimbursements by Friday, December 15. The form to request FY 2022 and/or ARP Part B Grant Proportionate Share Waivers will become available on Saturday, July 1. The due date for the next round of Part B monitoring reports is Monday, July 31. All Part B grant forms and related guidance are available under Part B Grants for Special Education in the Office of Special Education Moodle Community’s Fiscal section. SEEC Fund Office Hours

OSE will hold office hours to support schools that are applying for SEEC funds. This is an opportunity for school personnel to ask questions regarding recently released new information and district-specific cases. No registration is required. Dispute Resolution

Responding to a Complaint     

Within 10 calendar days of receiving a complaint request, per 511 IAC 7-45-1(g), a school may: 

  1. Respond in writing to the complaint;
  2. Resolve the complaint;
  3. Agree to engage in mediation; or 
  4. Notify the complaint investigator to begin the investigation. 

If not resolved within the first 10 days, parties will be asked to provide documentation to the complaint investigator relevant to the issues being investigated. During the investigation period, parties may continue to work together to resolve the complaint prior to the issuance of the complaint investigation report.


Technology and Materials for Students with Disabilities

Literacy Remediation and Support for Students Who Did Not Pass IREAD-3

IDOE strongly encourages corporations to consider summer remediation programs for grade two and grade three students who did not pass IREAD-3 during the spring administration. Students who did not pass IREAD-3 this spring should receive additional support on foundational reading skills and reading comprehension to ensure lifelong access to other content prior to consideration for Good Cause Exemptions. IIEP IREAD-3 System Update

New options for statewide testing and assessment accommodations will be released within IIEP for the IREAD-3 assessment between Friday, June 2, and Friday, June 9. Schools should consult this document for more information pertaining to statewide testing options and assessment accommodations. Contact the Office of Student Assessment with any questions.

Special Educator Licensure, Recruitment, and Recognition

Nominations Open for the 2023 Educational Excellence Awards 

Up to $5 million will be awarded to schools across the state to celebrate their progress and achievement in supporting student excellence and growth. Award winners will be honored at the second annual Indiana Educational Excellence Awards Gala in Indianapolis on Friday, September 8. More information can be found here. Nominations Open for Distinguished Leaders Recognition

IDOE’s Office of Educator Talent is looking for confidential recommendations of leaders representing the very best educators in Indiana. These emerging leaders must have between five and 15 years of experience, demonstrate leadership beyond the classroom, and positively impact school culture and student achievement. Superintendents and principals may submit recommendations here. Nominations must be submitted by Friday, May 26. Contact Rebecca Estes with any questions.


Updates to the Licensing Verification and Information System (LVIS)

This summer, the LVIS online licensing system will be upgraded and become LVIS360. The system will have all the same–but improved–functionality with a new look and navigation. Training opportunities will be communicated to licensing advisors in educator preparation programs and approvers in schools and corporations prior to the launch this summer. Technical Assistance and Professional Development

Pre-K Professional Development in Computer Science Workshop

Nextech is hosting a no-cost one-day professional development workshop for Pre-K teachers. Educators will learn why introducing computer science to Pre-K students is important and how to incorporate computer science in the learning environment – think robots, games, books, and more! This workshop is intended for teachers of Pre-K classes, alternative or transitional kindergarten classes, and other providers working with four-year-olds in an education setting. Navigating Special Education in Charter Schools Training

Join IDOE and the IEP TA Center in attending Navigating Special Education in Charter Schools. This one-day training is designed to meet the needs of charter schools across the state by exploring effective special education practices, policies, and procedures. IEP TA Center - What Administrators Need to Know About Special Education

The IEP TA Center is pleased to collaborate with the Educational Service Centers of Indiana to host What Administrators Need to Know About Special Education, a regional professional learning opportunity for Indiana administrators. The workshop will provide a focused, practical overview for building and district administrators to support the achievement of all students and ensure compliant and defensible practices. Office of Student Support and Accessibility Technical Assistance Office Hours

IDOE’s Office of Student Support and Accessibility will host Technical Assistance Office Hours from 3:30 to 4:30 p.m. ET on the first Thursday of each month. The first 20 minutes will cover a relevant topic of choice and the remaining time will be available for questions and discussion. Updates from the U.S. Department of Education

Proposed Adjustments to Part B Information Collection May Affect Fiscal Monitoring 

Public comments are due by Monday, July 10, regarding IDEA Part B revisions proposed by the U.S. Department of Education. These include changes to Indicators 4a and 4b (significant discrepancy in discipline) and the addition of a general supervision indicator (Indicator 18) to report on the findings and correction of noncompliance. This may include fiscal monitoring, related requirements for results indicators, and other areas of state monitoring. Click here to review and comment on these proposed Part B changes.


Proposed Part B Change to Remove Medicaid Consent Requirement

On Thursday, May 18, the U.S. Department of Education published proposed IDEA Part B regulation changes to remove the requirement for public agencies to obtain parental consent prior to accessing a child’s public health coverage benefits or insurance to help pay for required IDEA Part B services. The public comment period is open now through Tuesday, August 1. Except as noted below, comments must be submitted electronically via the Federal eRulemaking Portal at regulations.gov.

  • Commenters who require an accommodation or are otherwise unable to submit public comments online are instructed to email Rebecca.Walawender@ed.gov.
  • Commenters who are deaf, hard of hearing, or have a speech disability and wish to access telecommunications relay services to provide comments can dial 7–1–1.

From National Association of Administrators of State Directors of Special Education: Glenna Wright-Gallo Appointed To Lead Special Education

On Wednesday, May 10, the U.S. Senate confirmed Glenna Wright-Gallo as the Assistant Secretary for the U.S. Department of Education’s Office of Special Education and Rehabilitative Services (OSERS). As Assistant Secretary, Ms. Wright-Gallo will lead both the Office of Special Education Programs (OSEP) and the Rehabilitation Services Administration (RSA). Ms. Wright-Gallo comes to OSERS with extensive experience as a State Director in both Utah and Washington and has twice served as NASDSE’s Board President. Her priority has always been students with disabilities, and she has long-championed increased funding for IDEA. She also understands the challenges faced daily by the state directors.
