Towards the end of most calendar years, I usually take time to reflect on what went well and also how to continue growing and improving in the year ahead. This has been another year filled with listening, solution-finding, and working together to positively move the needle for students.
As we have continued to focus on our shared education pillars and strategic priorities, here are just a few of the things that we got done through working TOGETHER…
- Top of mind is the Indiana Graduates Prepared to Succeed (Indiana GPS) performance dashboard, which will launch publicly next week (1.5 years ahead of schedule!). This dashboard begins to re-envision how we strategically measure school and student performance. What will launch next week is only the beginning (first iteration!), as we seek to continuously improve this dashboard in the months and years to come.
- We established Indiana’s first Office of Kindergarten Readiness to work directly with FSSA to increase access and quality of early learning opportunities, thus ensuring the best possible start for Hoosier students. The Early Learning Advisory Committee (ELAC) was also revised to include a local superintendent, and they have already put out a series of recommendations to inform the state’s ongoing work in this important area.
- We continued our partnership with the National Center for Assessment to measure academic recovery following the pandemic...informing our ongoing work to best support all students, especially those who are still overcoming the challenges posed by the pandemic, as well as those who were underperforming prior to the pandemic
- We launched a collaborative effort to prioritize Indiana academic standards in alignment with the key skills and traits necessary for students to be successful after high school graduation. We also approved new K-12 Indiana Academic Standards in science and computer science, as well as academic standards for a new middle school civics course.
- We expanded the state’s literacy (K-3) focus and initiatives to help more Hoosier students master the foundational reading skills that make all other learning possible.
- Secured the state’s largest-ever financial investment in literacy – a combined investment from the state and Lilly Endowment of up to $111 million, which is laser focused on helping schools deploy science of reading strategies.
- Provided an opportunity for schools to proactively administer Indiana’s IREAD-3 assessment to second graders. This includes the development of an “on track” indicator at 2nd grade, allowing earlier intervention and support opportunities. Almost 400 elementary schools opted-in!
- Established a statewide goal of having 95 percent of Indiana’s students pass IREAD-3 by 2027.
- We expanded the state’s STEM focus and initiatives to help prepare more Hoosier students with the STEM knowledge and skills they need to tackle tomorrow’s greatest challenges, both in life and in the workplace.
- We launched Indiana Learns, a statewide enrichment program to connect eligible students and families with reading and math tutoring.
- We expanded opportunities for students to engage in work-based learning opportunities and earn high-value credentials while still in high school through the Explore, Engage, Experience grant.
- We built a framework to better support intentional skill development essential to success in today’s competitive workforce. These skills include collaboration, communication, and work ethic.
- We expanded access to early college programming through the launch of the state’s Urban College Acceleration Network (UCAN).
- We offered the Crossing the Finish Line initiative for the second consecutive summer to increase postsecondary completions (educational attainment).
- We strengthened Indiana’s ability to attract, prepare, and retain quality educators.
- Launched the first and second iteration of the statewide COVID-19 relief school spending dashboard (ESSER and GEER) to ensure funding is driving improvements and progress that positively impacts students.
With reflection on the current year also comes anticipation for the opportunities ahead in 2023. I look forward to sharing a preview of the new year in the coming weeks…which most certainly includes continuing to work together to get the most done for students! REMINDER: 2022-2023 Notice of Intent to Seek Performance Based Accreditation Submission Window
The submission window for non-public schools to submit a notice of intent to seek performance-based (state) accreditation will open on Monday, January 2, and end on Sunday, April 30. A notice of intent must be submitted prior to the school year for which accreditation would begin. This document serves as a notice of intent to seek state accreditation but does not constitute the final petition to be submitted. Once the Indiana Department of Education (IDOE) receives this notice and verifies the applicant’s eligibility for accreditation, the applicant will be provided with a petition template, which must be completed and submitted to IDOE. REMINDER: Non-Public Schools Interested in Applying for the National Blue Ribbon Award
Assessment percentiles that can be used to assist non-public schools in the application process for the 2023 Blue Ribbon awards are available in the IDOE School Accountability & Accreditation Moodle Community (Awards > Blue Ribbon), using enrollment key “AccountabilityCommunity.” The Blue Ribbon award application process for non-public schools is administered through the Council for American Private Education (CAPE), and the deadline for application is Friday, January 13. NEW: Apply for the ILEARN Computer Science Item Specifications Committee
IDOE is seeking educators to apply for the ILEARN Computer Science Item Specification Committee to advise on computer science item specifications for the ILEARN assessment with the updated Indiana Academic Standards for computer science. NEW: Apply for the ILEARN Science Item Acceptance Review Committee
IDOE is seeking applicants for the ILEARN Science Item Acceptance Review Committee, which will advise on assessment item alignment to the new Indiana Academic Standards for science. This committee will advise on whether new items can be included on ILEARN science assessments for grades four, six, and high school biology. The committee will meet virtually from 8 a.m. to 4 p.m. ET from Tuesday, February 7, through Thursday, February 9. Science teachers, STEM teachers, special education teachers, curriculum leaders, instructional coaches, data coaches and building administrators serving students in grades four, six, and biology are invited to apply. NEW: ILEARN Biology End-of-Course Assessment (ECA) Test Window Reminders
As schools conclude the ILEARN Biology ECA Fall 2022 assessment window, ensure that the following deadlines are communicated with appropriate staff:
- The ILEARN Biology Fall 2022 paper-and-pencil test window closes today, Friday, December 9.
- Preliminary student results will begin populating in the Centralized Reporting System (CRS) on Wednesday, December 14. This is also the beginning of the Rescore Request Window.
- The ILEARN Biology Fall 2022 online test window closes next Friday, December 16. This is also the final day to return paper testing materials.

REMINDER: ISTEP+ Retest Portal and Online Reporting System (ORS) Will Retire on Saturday, December 31
The ISTEP+ Retest Portal and ORS will no longer be available after Saturday, December 31. Score results for ISTEP+ will continue to be available in ORS through December. ORS will migrate to the Centralized Reporting System (CRS) and will not contain ISTEP+ data on Sunday, January 1. Schools that require student score reports from ISTEP+ must download data prior to January to ensure that records are maintained. Reference page 46 of the ORS User Guide for instructions on retrieving students results and general guidance regarding system access or navigation. REMINDER: Educator Recruitment and Applicant Tracking System (ATS)
Indiana superintendents or human resources directors interested in the next opportunity to opt-in to the full Nimble ATS may complete this JotForm by Friday, January 27. This free upgrade for schools currently utilizing the job posting only feature is designed to significantly enhance local capabilities around educator recruitment. REMINDER: Nominations Open for the Presidential Award for Excellence in Math and Science Teaching (PAEMST)
PAEMST is the highest honor bestowed to educators by the U.S. government specifically for those teaching science, technology, engineering, and mathematics to grades seven through 12. PAEMST was established by Congress in 1983 and the President may recognize up to 108 exemplary teachers each year. More information about the process can be found here. REMINDER: Important Data Reporting Change - Student Academic Record Collection to Replace Course Completion Collection
These changes being implemented for reporting course enrollments and outcomes will impact all schools which report course level data to IDOE. These updates are occurring to improve the completeness of academic records for each student and to support metrics on Graduates Prepared to Succeed and to monitor progress on Graduation Pathways. REMINDER: IDOE Releases K-12 Enrollment and Public Corporation Transfer Report
This week, IDOE released data on K-12 enrollment for the 2022-2023 school year, as well as data on public corporation transfers during the 2022 spring and fall semesters. Statewide, enrollment in Indiana’s public and accredited non-public schools was stable at 1.12 million students. Enrollment and transfer data at the district and school level are posted here. REMINDER: December Certification for Special Education Data
The count date for special education reporting was Thursday, December 1. Schools should ensure all students receiving special education services for which they are managing are reported without error via Data Exchange. Certification for special education is Tuesday, December 6, through Tuesday, December 13, at 4 p.m. ET. The last auto-validation for special education data was completed on Tuesday, November 29. Wednesday, November 30, through Monday, December 5, schools have the ability to run validations by selecting the "Re-run Rules" button on the December validation tab. Tuesday, December 6, through Tuesday, December 13, at noon ET, validation runs will need to be requested by selecting the "Data Correction Request" button on the December certification tab. REMINDER: Student Test Numbers (STN) and School Personnel Numbers (SPN) Transition to State Ed-ID Portal
IDOE is excited to announce Ed-ID, a new system for generating IDs for students and educators. Ed-ID will provide IDs to educators from early childhood settings through secondary settings. This new approach will allow more versatility for the generation and use of IDs across a variety of state agencies involved in student learning and will improve the management of these IDs through a centralized service. The transition will begin on Wednesday, December 14, with the new Ed-ID portal up and running shortly afterwards. IDOE expects the upgrade to take one week to 10 days and will communicate when the new Ed-ID portal is available for use. More information may be found in this memo. REMINDER: Data Exchange Upgrade Planned for 2024
Data Exchange (DEX) will be moving to Ed-Fi ODS/API for Suite 3 v6.0 (Data Standard for Suite 3 v4.0a) for the 2023-2024 school year. This upgrade includes the latest technical updates provided by Ed-Fi, including enhanced data standards and security advancements. There will be minimal changes to the Data Exchange portal user interface. Additional information regarding project timelines, deliverables, and vendor certification will be provided at a later date. NEW: December 2022 Tuition Support Payment Memo
On Thursday, December 15, the Office of School Finance will release an updated Form 54 Basic Grant Monthly Distribution report. Please read this memo. The Form 54 reflects updated funding estimates for State Tuition Support using actual counts for Career and Technical Education (CTE) and Honors grants. REMINDER: Form 9 Financial Data Reporting System
IDOE has modernized the Form 9 Financial Data system utilizing newer technologies. Please read this memo regarding the update. As a part of this upgrade, IDOE will release the new Form 9 system within the IDOE LINK Portal, which recognizes all local schools' Google G-Suite or Microsoft credentials. This increased security means that financial staff will no longer need an IDOE username/password for this site. Chief financial officers and business managers are encouraged to work with the local LINK security coordinator to make sure that the financial administrator LINK role is configured appropriately. Please note that most financial staff already have this role set, as it was used in conjunction with Data Certification for sign-off within the Data Exchange system. REMINDER: Stakeholders Needed for Special Education Excess Cost (SEEC) Fund Approval Process
IDOE is seeking superintendents, special education administrators, and school business officers/treasurers to participate in a stakeholder group to share feedback concerning changes that were made to the SEEC fund approval process in July. The group will discuss potential updates to the current processes as well as review allowable costs and a scoring rubric. Interested parties should complete this form by Friday, December 16. NEW: STEM & Literacy Cadre Cohort One Results and Cohort Two Recruitment
As we near the end of the semester, schools and educators participating in the first cohorts of the Indiana Literacy Cadre and Indiana STEM Cadre are seeing strong results with student learning. This includes:
- A kindergarten class at Rose Hamilton Elementary School has been mastering initial sound with many students scoring a perfect score on their Heggerty progress monitoring assessments. This is a direct result of a co-teaching style implemented in the school with the instructional coach.
- Stacy, an instructional coach for the Charter School of the Dunes, is leading Amplify Core Knowledge Language Arts (CKLA) training with her K-2 teachers. Initially nervous about the new curriculum, the teachers have voiced their excitement for the support and are seeing progress in their classrooms.
- A grade four teacher at Union City Community Jr/Sr High presented a lesson on glaciers and the deposition of materials to her class, leading to a great discussion on rocks and the rock cycle. The presentation generated a great deal of enthusiasm in the classroom about STEM and even led to one student wanting to share their prized rock collection.
Indiana schools are now invited to apply to join Cohort Two of the Indiana Literacy Cadre or Indiana STEM Cadre. Through these cadres, educators are equipped with the professional development, instructional coaches, and support to teach foundational reading and STEM skills successfully. REMINDER: Postsecondary Ready Investigative Mathematics Experience (PRIME) Math Cohort Five Interest Form Available
PRIME Math, a fourth year mathematics course that includes and reinforces the Algebra I, Geometry, Algebra II, and Statistics skills necessary for postsecondary success, is looking for schools that are interested in joining the fifth year of this course’s implementation. In order to offer this course, the instructor must receive free training provided by the Southern Regional Education Board (SREB) and IDOE.
