07/25/2018

Dear Food Service Contact,

This email provides news for schools concerning the Child Nutrition Programs from USDA and the state. If you are the food service contact for your school or corporation, it is your responsibility to relay important information provided to you about the Child Nutrition Programs to other staff members.

Reminder! CNPweb 2019

  • Program Year (PY) 2019 is now accessible in CNPweb.
  • In order to begin claiming reimbursement for PY 2019, Sponsor and Site Applications must be completed and approved.
  • Sponsors will have to submit offline forms to our office. To identify the documents that must be completed and submitted, check out the Packet tab in the CNPweb after the Sponsor and Site Applications have been completed. Anything with an asterisk (*) will indicate the forms that need to be submitted.
  • Don't see a button to submit applications to Pending Approval? Make sure your Sponsor and Site pages are submitted, and if any offline form has an asterisk, you will need to enter a date that the document(s) was sent to our office.
  • Questions? Contact your field specialist or the School Nutrition Division at 317-232-0850

Professional Standards

  • Just a reminder that any newly hired Food Service Director (FSD) must be submitted to the Indiana Department od Education's (IDOE) New School Nutrition Programs Director Hiring Form for verification with the professional standards set by the USDA.
  • If a new FSD has been hired, but not sent to IDOE through the form, the school's CNPweb application for PY 2019, will not be approved until the hiring form has been submitted and approved by the Department.
  • Please visit our Professional Standards Page for more information.
  • Questions? Please contact Maggie Schabel at mschabel@doe.in.gov or Ashley Heller at aheller@doe.in.gov.

After School Snack Program

  • All sponsors operating the After School Snack Program in PY 2019 are required to take the After School Snack Program online course in inTEAM’s Blackboard before PY 2019 will be approved in CNPweb.
    • To access inTEAM’s online courses, click here.
    • Please note:
      • One username and password has been assigned per sponsor.
      • Click here for the User Guide.
    • After completing the quiz, the certificate of completion must be emailed to Ashley Heller at aheller@doe.in.gov.
      • The course certificate will appear in the Dashboard tab, within the Completed Courses section. It does take the system one hour to generate the course certificate after you pass the post test.
  • Within the first four weeks of operating the After School Snack Program, sponsors must conduct an on-site review at all program locations.
    • This review must be conducted an additional time at some other point in the school year.
    • Completed on-site reviews must be kept on file for three years plus the current operating year.
    • To access the program review form for either self-prepped or vended snacks, click here
    • Questions? Contact your field specialist.

Effective Date for Free and Reduced Apps Waiver
  • Sponsors wishing to establish the date of submission of a free or reduced application as the effective date of eligibility, rather than the date the official approves it, must submit the Effective Date for Free and Reduced Apps Waiver to Marcia Yurczyk at myurczyk@doe.in.gov
  • This flexibility applies to eligibility determinations made through the application process only, and only to complete applications containing all required information at the time of submission.
  • Sponsors can use this flexibility when processing household income applications, as well as when waiting for documentation of other source categorical eligibility (e.g., for homeless or migrant children) indicated on a household application.
  • Sponsors exercising this flexibility must do so for all students in all participating schools and programs.
  • Sponsors must have a method to document the date the application was submitted, such as a date stamp, and must refund any money paid by or on behalf of the child for a reimbursable meal or milk prior to the eligibility determination, including forgiving accrued debt.
  • More information can be found on our website and in this memo regarding the waiver.

Frequently Asked Questions

  • I have the PLE exemption, but my PLE Tool is still starred on the CNPweb. Why is that?
    • Schools approved for the PLE Exemption do not need to raise their paid lunch prices, but
they still need to submit a completed PLE Tool.
    • A copy of the completed SY 2018-2019 PLE Tool will need to be sent to our Finance
      email address, SCNFinance@doe.in.gov
  • If conducting Verification or Verification for Cause, do I no longer give the household 10 days notification before changing or reducing their benefits?
    • The 10 day adverse action should still be applied during verification. However, you cannot give the household 10 calendar days if their benefits drop due to a new application/DC status, during the 30 day carryover period.
