Dear Educators,

This week the Department celebrated 71 schools earning 2017 Advanced Placement Awards. I applaud the success of each student and school who worked hard to meet the rigorous demands of Advanced Placement. Please take a moment to review pictures taken during the Statehouse ceremony. 

Thank you to all of the educators and school staff who have already begun working toward a successful 2018-2019 school year. From course scheduling to professional development, to facility and grounds projects, preparations are underway. I look forward to seeing your hard work and planning pay off.

Office of Assessment 

Summer ECA Onsite Monitoring

The Office of Student Assessment will be conducting unannounced onsite monitoring visits during the summer ECA testing window beginning June 21. Please ensure school administrators and staff are aware these onsite visits will be conducted. Click here for more details.

New ILEARN ECA Guidance: Biology and U.S. Government

The Office of Student Assessment defined guidance for schools relating to the new ILEARN End-of-Course Assessments. Please review and share with educators in your corporation or school. Send any questions here

Updated ILEARN FAQ Now Available

The Office of Student Assessment released an updated ILEARN FAQ to include additional information about Indiana’s newest assessment. This resource is also located on the Indiana Department of Education’s (IDOE) website under “Latest Updates.” Please share with educators in your corporation or school.

Summer ISTEP+ ECA Window 1 Opens Thursday

The summer ISTEP+ ECA Week 1 window is open from June 21 to June 27. Week 1 reports will be available July 13. The Week 2 window is open from August 23 to August 29. Schools must test within this window. All testing will be conducted online. For any students with paper testing accommodations, please contact Tarrell Berry for guidance.

2018-2018 Indiana Assessment Windows Released

IDOE has released the test windows for 2018-2019. Please review this document and share with educators in your corporation or school.

IREAD-3 Summer Results Available Beginning June 18

IREAD-3 summer test results will be available in PearsonAccessnext beginning June 18. Test Coordinators may provide results to parents at this time. 


Office of School Finance

FY 2019 Indirect Cost Rate

The Office of School Finance is accepting FY 2019 Indirect Cost Rate Applications through June 30.

The schedule has been revised to better describe which object codes to use when submitting your application. You can locate the Excel file here, or in Files and Bookmarks>Indirect Cost Rate Program>FY19. Applicants that have already submitted for a FY 2019 rate need not re-apply. If you have questions, please email Sarah Henry or Amy Pattison.

2018 Annual Budget Workshop

Please read the attached memo regarding the School Budget Workshop to be held on June 27, beginning at 8:30 a.m. (local time) at the Pike Performing Arts Center. Additional details will follow as the event nears.

Form 9 ESSA Guidance

Attached you will find guidance related to the Indiana Department of Education and Indiana local education agencies (LEAs) federal reporting requirement under the Every Student Succeeds Act (ESSA) and Indiana state law. This resource, updated in April, provides LEAs with an overview of state and federal reporting requirements for school building level data beginning July 1, 2018. The January 1, 2019, submission of July through December 2018 Form 9 financial data must reflect expenditures at the school building level. Also attached is a flowchart providing additional documentation of the method for coding expenditures to the school building level, as well as an updated copy of the Form 9 file format. Please direct any questions here.

Student-Centered Funding Pilot

The U.S. Department of Education has announced a new pilot to afford local educational agencies (LEAs) flexibility to create equitable, student-centered funding systems. The United States Department of Education will host two webinars providing additional details about the requirements of the pilot, provide time for questions, and address lessons learned during the spring 2018 pilot program submission cycle. The webinars will take place Wednesday, June 20, from 2 to 3:30 p.m. ET and Thursday, June 21, from 12 to 1:30 p.m. ET. 

The U.S. Department of Education will accept applications until July 15, 2018.  If interested, please use this link to access the application.


Office of Title Grants and Support

2018-2019 Non-English Speaking Program

The 2018-2019 Non-English Speaking Program (NESP) allocations and application are available. Supporting resources are available in Indiana Department of Education (IDOE) Online. A technical assistance video is also available on the site. NESP grant applications are due August 31.

Annual English Learner and Title III Directors’ Meetings

The 2018 Indiana Department of Education English Learner and Title III directors’ meetings will be held August 15-16 at MSD Lawrence Township Schools. As in previous years, the first meeting day on August 15 will be only for new directors. The August 16 meeting will be for both new and returning directors. Registration for the meetings is now open.
