Dear Educators:

Thank you for all the work you do each day in partnering with stakeholders to ensure a quality education for all Indiana students. It is appreciated! We have valued the voices of those who have shared input through public comment during the Graduation Pathways Panel meetings. If you are interested in attending an upcoming meeting, dates and times can be found here. School administrators are encouraged to attend to hear the discussion and share any thoughts. Please consider this opportunity as we work toward providing the best education for our students.

We have been pleased with the turnout at our Teacher and Community meetings where we are providing educational updates to our audiences. Our meeting schedule continues over the next few weeks. Assessment
Test Invalidation - Updated Guidance: This memo emphasizes the importance of following standardized procedures when administering test sessions, the common errors that lead to test invalidation, and the clarification for the transcription process.

Summer Assessment Committees: Thank you! This summer our office invited educators from all over the state to provide feedback on our current assessments. We had 28 committees comprised of 224 participants from all regions throughout Indiana. These committees convened to address: IREAD-3 alignment and forms review, ISTEP+ science blueprint (2016 standards), item content review, bias, sensitivity, accessibility review, ISTAR standard setting, blueprint and item specifications, and passage review.

ISTAR Standard Setting: The State Board of Education approved ISTAR Performance Level Descriptors and Scale Scores on August 22. This memo highlights the approved cut scores. School and corporation reporting begins September 15.

Online Testing Expectations and Waiver Request Process: The Office of Student Assessment defined online testing expectations for 2017-18 and information regarding the new waiver request process. Please see this memo.

Legislative Updates
We are providing information regarding Teacher Appreciation Grants for interlocal cooperations, special education cooperatives, joint services, and career and technical education center teachers.

STEM Certified School Application
The following memo provides information regarding the 2017-18 STEM certification process. STEM certified schools are models for Indiana through their commitment to teaching the STEM disciplines of science, technology, engineering, and math, through an integrated model that will ultimately prepare students for success in an ever-changing 21st century.

Early Learning Intervention Grant
The 2017-18 Indiana Early Intervention Grant Request to Participate (RFP) is now open. The RFP must be completed by Wednesday, September 20. Applications are due Friday, October 20. The RFP and full application are available here. For additional details, contact Erin Kissling.

Office of Title Grants and Support
English Learner Plans: All Indiana LEAs are required to annually submit their plan to identify, assess, and provide additional English language services for English learners. The English Learner Plan must be submitted by email today. A technical assistance video has been provided to assist LEAs as they complete and submit their plans. LEAs applying for Title III complete the English Learner Plan as part of their application and do not need to submit anything further.

Title III and NESP Grant Applications: Gran applications for 2017-18 Title III and NESP are due today. Allocations, supporting documents, and application instructions have been provided for your reference.

Title IV, Part A: Student Support and Academic Enrichment Grants: The Title IV, Part A grant application is now available. Title IV, Part A is a new funding stream that may be used to support well-rounded educational opportunities for students, social and emotional supports, and technology integration. This will be a competitive grant opportunity for all public LEAs and charter schools. The application, application review rubric, and budget worksheet are available on the IDOE Title IV website. IDOE will also post a recorded application walk-through on September 8. It will be posted on the Title IV website for applicants to view at their convenience. Final applications should be emailed here and are due by 4:30 p.m. on October 16. Please contact Cole Dietrich for any questions regarding Title IV.

Policy on Public Charter School Access to State and Federal CTE Funds
As part of an on-going review of the policies and procedures related to the Carl D. Perkins funds and State CTE Course funding, public charter schools are eligible recipients of both federal Perkins and State CTE Course funding. For more information, please review this memo.
