Thank you for continuing to read these emails during the summer weeks. We track the open rates of these emails and have noticed a dip in readership over the past few weeks. Superintendents, please encourage your principals to read these emails as the school year prepares to start. IDOE Announces 2016-17 Presidential Award for Excellence in Math and Science Teaching State Finalists 

Graduation Rate Calculation Change
Due to requirements in the new federal Every Student Succeeds Act (ESSA), graduation rates must be calculated uniformly across all states. With this new direction from the United States Department of Education (USED), graduation rates will be calculated using only Core 40, Core 40 with Academic Honors, Core 40 with Technical Honors, and International Baccalaureate diplomas. The General Diploma is no longer allowed to be considered when calculating the federal graduation rate. The General Diploma can still be used and is still considered an official diploma.

The federal graduation rate must be used for calculating accountability grades. The IDOE is seeking clarification as to which cohort this calculation change will apply. Depending on the response from USED, schools will see the impact of this change as soon as the 2017-2018 accountability grades are issued in the fall of 2018, which reflects the graduation rate from the 2016-2017 school year. 

As you consider the impact of this new federal mandate, we recognize that you will need to access your cohort report. Cohort reports are currently unavailable due to IDOE’s transition to the Indiana Office of Technology (IOT). IOT/DOE IT staff are working diligently to remedy this and we will update you when reports are available. Please contact the accountability team with any questions. 

Targeting Student Needs Using Formative Assessment
The Office of Assessment offers a series of trainings that introduce formative assessment and explore strategies that can be used daily within the classroom. Research supports that formative assessment practices influence student motivation and conceptual understanding, resulting in learning gains and strong growth. Interviews with teachers and clips of classroom practice show formative assessment and targeted instruction in action.

The final webinar opportunity for Targeting Student Needs Using Formative Assessment (the first training in the series) is July 13 from 2:00-3:00 PM EDT. Register using this link. A recorded version will be posted on the Formative Assessment Grant website at the end of July.

School Improvement Plan Guidance for Schools in Improvement Status
Schools that received a D or F on the 2015-2016 accountability report card will be required to submit a more rigorous school improvement plan for the 2017-2018 school year. The school improvement plan guidance that meets this more rigorous criteria can be found here.

FY2018 State Tuition Support
The Office of School Finance has calculated an estimate of FY2018 State Tuition Support funding for school corporations and charter schools. The DOE-FORM 54 information will be available on July 14, 2017. Please read the linked memo for more information.
