Legislative Updates
As we continue to provide information on the pieces of legislation recently passed by the Indiana General Assembly, you can view the complete list of updates online. Please follow the respective links for information on HEA 1004, HEA 1136, and SEA 196

Every Student Succeeds Act (ESSA)

The first draft of Indiana’s plan for ESSA will be posted here later this evening. The public is invited to interact with and comment on the draft through July 21. Please share this link and information with your teams and stakeholders.

Nominations for ILEARN Request for Proposal (RFP) Review Committee
The Office of Assessment requests nominations for the RFP Review Committee for the Indiana Learning Evaluation Assessment Readiness Network (ILEARN) assessment. The primary goal of the RFP Review Committee is to review proposals from testing vendors in order to select a qualified vendor who will implement the ILEARN assessment beginning with the 2018-2019 school year. RFP Review Committee meetings will convene mid-August through early September. There will be both online and onsite meetings. 

You are invited to nominate educators, building-level administrators, technology directors, corporation test coordinators, and superintendents to serve as participants on the ILEARN RFP Review Committee. Selection criteria includes demographic representation across Indiana student populations, content area expertise, leadership, collaboration, and assessment development expertise. Please submit the survey no later than Friday, July 28, 2017. 

Pre-School Transportation
We have provided information on the new school bus specification for pre-school transportation. The new updates will go into effect beginning January 1, 2018. Please see the linked memo for more information. 

Title I Data Collection
The DOE-TI data collection window will be open from July 7, 2017 to September 18, 2017. The purpose of this data collection is to gather information on Title I services a student received or was eligible to receive throughout the 2016-2017 school year. Please ensure the DOE-TI report for your Title I served schools, charter school, or turnaround school operator is completed and submitted within the data collection window. Title II, A Application Available
The Title II, A Supporting Effective Instruction Grant applications are now available. Individual notices were sent to LEA superintendents and Title II, A contacts last week to provide preliminary allocations. The grant application is due September 1, 2017. 

Englisher Learner Plans
All Indiana LEAs are required to annually submit their plan to identify, assess, and provide English language instruction for English learners, whether or not they accept Title II funds. The English Learner Plan should be submitted by email by September 1, 2017. A technical assistance video has been provided to assist LEAs as they complete and submit their plans. 

Title III Grants
The 2017-2018 Title III grant applications are now available. Additional supporting documents and a technical assistance video have also been posted. Title III grants applications are due September 1, 2017. 

Non-English Speaking Program (NESP) Grant
Through consultation with the Indiana House and Senate staff, the IDOE determined the need to recalculate the 2017-2018 NESP allocations in order to prorate the tiered distribution portion of the grant. Only LEAs with an EL population comprising 5% or more of total student enrollment will see a minimal change in their funding levels. The recalculated NESP allocations along with guidance documents and information regarding the grant application process are now available. NESP Grant applications are due September 1, 2017. 

STN Application Center - Data Collections
Please find the attached Excel spreadsheets of those corporations and/or schools that have not reported data for the 2017 Period 2 DOE-CP (certified position) and/or DOE-CC (course completion) collections. This list is effective June 28, 2017 at 2:45 pm which currently shows 247 schools have not reported data for the DOE-CP, and 370 schools have not reported data for the DOE-CC. If a corporation or school is found on either of the attached lists and has not submitted 2017 data, please do so prior to the extended closing date of these collections on July 7, 2017 by 11:59 pm.  

Please contact STN support if you find your corporation or school listed and are not required to report data. You may also select "no records" to indicate you have no data to report for a particular school within a corporation. Please remember all central offices are to report at least one staff member as an administrator. Many schools reported on the attached DOE-CP list are central offices due to no administrator being reported.
