Rockville Correctional Facility Warden Julie Stout Recognized for Extraordinary Leadership

Rockville, Ind. – Rockville Correctional Facility (RCF) Warden Julie Stout was recently recognized by Indiana Department of Correction (IDOC) Commissioner Rob Carter for her extraordinary leadership through the Covid-19 Global Pandemic. 

Warden Stout’s exemplary leadership skills emerged long before the current health crisis and stretches back over the course of her 37-year IDOC career.  She began her career as a Correctional Officer at the Putnamville Correctional Facility (ISF), and was later promoted to the Release Coordinator position.  Later in her career Julie served as an Assistant Superintendent at the Wabash Valley Correctional Facility (WVCF) until her 2006 promotion to Warden at RCF.  Throughout her career Warden Stout has proven herself to be not only a great leader, but a mentor and friend to her many co-workers across the IDOC.  She exhibits the strength of character, and endurance necessary to positively motivate not only the prison offender population, but the professional workforce that keeps the RCF running efficiently.

Commissioner Carter included these words on a commemorative certificate presented to Warden Stout, “In appreciation and recognition to an outstanding leader for your visionary guidance and exceptional leadership during the Covid-19 Pandemic.” 

Accompanying the framed certificate was an the Commissioner’s Challenge Coin.  The Challenge Coin tradition originated in the United States military and has since spread to many other public and private organizations.  Commissioner Carter’s presentation of his command level Challenge Coin to Warden Stout is a token of his appreciation for a job well done.

Warden Stout’s ability to rally people around her leading them to new heights has been tantamount to RCF’s success battling the Covid-19 threat to the health and safety of staff and offenders at RCF.  In the words of President Ronald Reagan, “The greatest leader is not necessarily the one who does the greatest things, (s)he is the one that gets the people to do the greatest things.”  He could easily have been referring to Warden Julie Stout.
