Let's work together to ensure a safe and enjoyable holiday while minimizing the potential for wildfires and other emergencies.
Additionally, it is essential to note that we recently witnessed the impact of two significant storms within just 60 days. As we navigate through the season of pop-up storms, I encourage everyone to remain weather aware. Stay informed about weather forecasts and outlooks and be prepared to take necessary precautions to protect yourselves and your communities. By staying vigilant and knowledgeable, we can mitigate the risks associated with severe weather events and enhance our overall resilience.
This weekend, in particular, requires heightened awareness given the weather outlooks. Stay tuned to local weather updates, maintain open lines of communication with your teams and ensure that emergency response plans are current. Response and Recovery Updates
Request for Public Assistance Deadline
All state, local, and private nonprofit entities within the Presidential Declared Public Assistance Disaster Event, DR4704, counties of Benton, Brown, Clinton, Johnson, Monroe, Morgan, Owen, Sullivan, and White Counties must have their Request for Public Assistance (RPA) submitted by TODAY June 30, 2023, 11:59 p.m. Submit RPAs through FEMA’s Grants Portal here. If you have issues during the application process, please apply by filling out the attached paper RPA form and email to pa@dhs.in.gov by June 30, 2023, 11:59 p.m.
Those who miss this deadline must contact the State Public Assistance Program at pa@dhs.in.gov and request an extension to that deadline by providing a detailed justification as to why the deadline was unattainable. The request for an extension must be received by July 3, 2023.
IDHS still has non-contact, infrared thermometers available. Each case of NCITs contains 42 kits.
Supplies are on a first come, first served basis, and all requests should be made via the IDHS Logistics Section Chief, Melanie Pattenaude (mpattenaude@dhs.in.gov).

Planning Updates
New Mass Care and Logistics Planning Manager
The IDHS Planning Section welcomes Mallory Whitsett as the new Mass Care and Logistics Planning Manager. Mallory joins IDHS from the Marion County/City of Indianapolis 911/ Public Safety Answering Point (PSAP). Whitsett’s critical thinking skills and impressive hands-on public safety collaboration with law enforcement, fire and EMS are an excellent addition to the Planning and Assessment team. Whitsett also is the District 4 Planning point of contact.
2024 Total Solar Eclipse
Planning continues to work with local and state partners on the 2024 Total Solar Eclipse (TSE) Planning efforts. The next TSE Planning Meeting is Mon., July 10, online only. If you did not receive an invitation and would like to, please email IDHS Planning at planning@dhs.in.gov asap. Sub-committees are developing a plan using subject matter experts by dividing and conquering. Over 100 agencies are involved in the state planning efforts for the 2024 Total Solar Eclipse. After-action reports and discussions with Kentucky and other states aim to create an experience for visitors and Hoosiers alike and avoid some of the issues that occurred during the previous Total Solar Eclipse.
SEAR Update
IDHS and the United States Department of Homeland Security (U.S. DHS) are requesting information on special events scheduled to occur in your county between Dec. 1, 2023, and Nov. 30, 2024.
- Please submit the information into the WebEOC Special Event/SEAR board by Fri., Aug. 25, 2023.
The special event information you provide will be used by U.S. DHS to assign each special event a special event assessment rating (SEAR) level. An event’s SEAR level is used to determine if any federal support may be available for an event and may increase the grant funding Indiana receives from U.S. DHS. For example, the State Homeland Security Program (SHSP) grant gives increased funds to states that have a higher risk. One of the factors U.S. DHS considers when determining a state’s risk is the number and nature of special events in a state. Therefore, the more robust special event data provided, the better chance Indiana has to obtain increased grant funding.

Stakeholder Preparedness Review (SPR)
The SPR is a self-assessment of a jurisdiction's current capability levels against the targets identified in the Threat and Hazard Identification and Risk Assessment (THIRA). The SPR is due no later than Oct. 31, 2023. If you would like to discuss your county SPR with Cybersecurity and Risk Assessment Planning Manager Joshua Kiilu, please contact him through email at jkiilu1@dhs.in.gov or his office number at 317-601-4598.

Exercise Update
Total Solar Eclipse (TSE) Seminar
IDHS invites you to the Total Solar Eclipse (TSE) Seminar on Sept. 28, 2023. The purpose of this seminar is to present the State of Indiana Special Event Overview document, inform participants of available tools, resources and sub-committee efforts, and discuss lessons learned from other TSE event(s). This event will be hybrid, and you can register below.
Corrective Action Plan for 2022 Operation Lights Out Full-Scale Exercise
The IDHS Exercise Section is working on its corrective action plan (CAP) for the 2022 Operation Lights Out Full-Scale Exercise with the central districts and the 2022 Operation Unify Functional Exercise with the northern districts. The CAP allows tracking corrective actions identified in the exercise’s after-action report. This new CAP tracker was developed this year and will be used for IDHS-sponsored tabletop and operations-based exercises.
Currently, corrective actions are tracked bi-annually. Tracking corrective actions supports continuous improvement within the preparedness cycle, and findings will be incorporated into future exercise designs.
Civil Unrest Tabletop/Functional Exercise
IDHS is hosting a one-day exercise that will provide participants the opportunity to discuss their plans and validate their local response processes to a civil unrest event surrounding the 2024 presidential election.
Exercise date: Tues., Sept. 26, 2023
Time: 9 a.m. to 3:30 p.m. Eastern Time (ET)
Location: In-person at Beck’s Hybrids in Atlanta, IN.

Grants Update
Secured School Safety Grant application period now open
The Fiscal Year 2024 Secured School Safety Grant (FY24 SSSG) is accepting applications. The application period will close July 26, 2023, at 4:30 p.m. EDT. No late or incomplete applications will be accepted.
The period of performance for the FY24 SSSG will be Sept. 1, 2023, through Aug. 31, 2024.
The Notice of Funding Opportunity for FY24 SSSG includes all the information necessary for a successful grant application for the SSSG program.
SSSG Training Session
