FEMA has closed all COVID-19 disaster declaration incident periods as of yesterday, May 11, 2023.
Applicants have until Nov. 7, 2023 to submit all project applications for work performed from July 2, 2022,, through 11:59 p.m. on May 11, 2023. This includes project applications for work performed for demobilization, disposition and disposal activities.
FEMA published the COVID-19 Pandemic: Public Assistance Disposition Requirements for Equipment and Supplies FAQ Sheet document, which provides updated guidance on what to do with remaining equipment and supplies when a project is complete.
FEMA has obligated more than $62 billion in Public Assistance funding to support the unprecedented response to the COVID-19 incident. As the incident closes, states, tribal nations, territories, localities and private nonprofits may have excess supplies and equipment no longer essential or usable. To help address the surplus, FEMA is providing the following assistance and flexibilities:
- Funding disposal of eligible FEMA-funded equipment and supplies, including necessary transportation.
- Accepting $0 fair market value for expired equipment and supplies.
- Accepting remaining fair market value for un-expired equipment and supplies based on current market conditions.
- Funding disposition of eligible equipment and supplies that FEMA provided as Direct Federal Assistance.
- Funding warehousing costs during the disposition period (until Aug. 9, 2023).
- Extending time needed for demobilization, disposition and disposal beyond the original deadline of Aug. 9, 2023.

March-April Storm Update
As of this week, more than 1900 applications have been submitted FEMA for assistance to help recover from the March 31-April storms. The Small Business Administration has received more than 1,700 registration referrals from FEMA totaling more than $3,500,000.
The window to return SBA applications for physical property damage closes June 14, 2023. The deadline to return economic injury applications is Jan. 15, 2024.
Applicants may apply online using the Electronic Loan Application (ELA) via SBA’s secure website and should apply under SBA declaration # 17881.
Debris Management
Counties should begin debris removal according to their local ordinances and process. The removal of debris from the storm is a local issue, according to the local debris removal plan. Please track these costs as they may be reimbursable in the future. IDHS is not responsible for debris removal in your county.
If you are dealing with storm recovery, the Indiana Department of Environmental Management (IDEM) website can be a valuable resource.
The site includes a dedicated section on tornado and storm recovery, which provides useful information on emergency debris management during the cleaning-up stage of these storms. This section covers topics such as debris removal, recycling and disposal, as well as the relevant regulations and permits required.

Public Assistance Debris Monitoring Guide
FEMA created the Public Assistance Debris Monitoring Guide. This guide is user-friendly, allowing emergency managers to easily navigate through the topics they need to know by clicking on the table of contents. The guide provides comprehensive information on debris monitoring, including guidance on site inspections, documentation and disposal procedures. It also includes helpful tips for managing debris removal operations and dealing with contractors. FEMA also has a Debris Removal Webinar available.
IDHS still has non-contact, infrared thermometers available. Each case of NCITs contains 42 kits.

Training
Enbridge will be conducting a series of tabletop exercises and field equipment deployment exercises on the Lakehead System, a network of 5,300 miles of crude oil and liquids petroleum pipelines. This will be a great training for all EMAs, but with special emphasis to North EMAs as IDHS moves forward on the hazardous materials exercise series.

Grants Update
The FY2023 Newborn Safety Device Grant application period is open until 4 p.m. ET on May 31, 2023. The period of performance will be July 1, 2023, through June 30, 2024.
The state of Indiana, through the Indiana Department of Homeland Security (IDHS), will provide reimbursement grants to Emergency Medical Services (EMS) providers to purchase a newborn safety device to notify either the department of child services or a licensed child-placing agency to take custody of a safe haven infant.
