As you know, IDHS is working closely with Federal Emergency Management Agency (FEMA) partners to help residents of 12 counties recover from the federally declared disaster of March 31-April 1. Those counties include Allen, Benton, Clinton, Grant, Howard, Johnson, Lake, Monroe, Morgan, Owen, Sullivan and White counties.
As of this week, more than 1300 residents have been registered with FEMA for assistance, and nearly $900,000 has been distributed to impacted Hoosiers. The Small Business Administration has received over 800 registration referrals from FEMA totaling almost $700,000.
Work continues in the effected counties with boots on the ground and a visible presence of federal and state officials. It is critical your communities know these teams are in their neighborhoods, knocking on doors and working for Hoosiers to help them recover. Sharing this knowledge broadly will eliminate any security concerns for residents as well as recovery crews in the area. This is a normal part of the disaster declaration and recovery processes and necessary to get resources and funds into the hand of Hoosiers.
Federal and state response staff will have identification when in the field, and it is OK for residents to request proof of identification when interacting with them. Learn more about fraud and protection from scams from the IDHS website.

Debris Management
Counties should begin debris removal according to their local ordinances and process. The removal of debris from the storm is a local issue, according to the local debris removal plan. Please track these costs as they may be reimbursable in the future. IDHS is not responsible for debris removal in your county.
If you are dealing with storm recovery, the Indiana Department of Environmental Management (IDEM) website can be a valuable resource.
The site includes a dedicated section on tornado and storm recovery, which provides useful information on emergency debris management during the cleaning-up stage of these storms. This section covers topics such as debris removal, recycling and disposal, as well as the relevant regulations and permits required.

Response and Recovery Updates
Public Assistance Debris Monitoring Guide
Emergency managers play a critical role in the aftermath of natural disasters, including cleaning up debris left behind by storms. To aid in this effort, the FEMA has created the Public Assistance Debris Monitoring Guide. This guide is user-friendly, allowing emergency managers to easily navigate through the topics they need to know by clicking on the table of contents. The guide provides comprehensive information on debris monitoring, including guidance on site inspections, documentation and disposal procedures. It also includes helpful tips for managing debris removal operations and dealing with contractors. FEMA also has a Debris Removal Webinar available.
IDHS still has non-contact, infrared thermometers available. Each case of NCITs contains 42 kits.

Retirements
Ray Chambers, Newton County EM, is retiring next month. He was presented with an appreciation certificate by District Liaison, Amy Bluhm. Chambers was with Newton County for more than 40 years. Most of that time was spent as the emergency management director. He was a critical part of the District 1 Task Force and Incident Management Team. Bluhm said Chambers is a "true professional on every level with any task he faced. During times of crisis, he was the calm voice that kept everyone focused and driven. His hard work and dedication have been emblazoned onto the district. All of us have learned from Ray. He has made Newton County and District 1 safer and more resilient. He has more than earned his retirement. His family deserves kudos as well for being supportive throughout his career."

Damage Assessments
Planning has been very busy over the last month assisting with damage assessments, SEOC activation – planning section, One Stop Shop coordination, FEMA IMAT – SEOC planning coordination and 211 Report distribution.
SEAR
Remember to start updating your 2024 event dates in your county SEAR board in WebEOC by the end of August to illustrate the risks within your county in the federal report.
THIRA/SPR
Counties will only be required to submit State Preparedness Review reports in 2023, but not be required to submit THIRA reports.
Training
Enbridge will be conducting a series of tabletop exercises and field equipment deployment exercises on the Lakehead System, a network of 5,300 miles of crude oil and liquids petroleum pipelines. This will be a great training for all EMAs, but with special emphasis to North EMAs as IDHS moves forward on the hazardous materials exercise series.

Civil Unrest Tabletop/Functional Exercise

North Region Hazardous Materials Transportation Incident Summit
Please save the date for May 25, 2023 as IDHS hosts a virtual North Region Hazardous Materials Transportation Incident Summit. Although this is the kickoff to the North Region exercise series, this is an open invitation for all EMAs and partners interested in hearing from federal, state and local government sectors, private industry and the rail industry when considering transportation of hazardous materials.
In this summit, participants will receive a full day of information from various sectors, a resource book that is a compilation of presenting agency contact information, hazmat response considerations, potential impacts to Community Lifelines and more. Grants Update
The FY2023 Newborn Safety Device Grant application period is open until 4 p.m. Eastern on May 31, 2023. The period of performance will be July 1, 2023, through June 30, 2024.
The state of Indiana, through the Indiana Department of Homeland Security (IDHS), will provide reimbursement grants to Emergency Medical Services (EMS) providers to purchase a newborn safety device to notify either the department of child services or a licensed child-placing agency to take custody of a safe haven infant.
