New Breast Cancer Screening Requirements Effective January 1, 2026

A new Idaho law signed by Governor Little on March 24, 2025, introduces supplemental breast cancer screening requirements for health insurance policies regulated by the Idaho Department of Insurance (DOI). Effective January 1, 2026, insurers must provide coverage for advanced screening technologies—such as MRI, contrast mammography, or ultrasound—for individuals at higher risk due to factors like genetic predisposition, BRCA1/BRCA2 mutations, prior radiation therapy, or extremely dense breast tissue.

Premium Tax Section Launches Modernized Electronic Filing System

The Department’s Premium Tax section is excited to announce the launch of its new electronic filing system, Premium Pro, developed in partnership with TriTech. Idaho has worked with TriTech since 2018 to streamline premium tax filings, and this upgrade marks a major step forward in efficiency for more than 5,000 licensed brokers and authorized insurers paying premium taxes in Idaho.

The modernized system offers several key improvements:

  • Real-time filing updates for greater transparency
  • Faster processing and response times from Department staff
  • Simplified quarterly filings for ease of use

This first phase of enhancements is now live for year-end 2025 filings. Looking ahead, the next phase—targeted for year-end 2026—will introduce debit payment options and further streamline filing steps.

In FY25, the Department collected over $158 million in premium taxes, which funded critical programs such as the High Risk Reinsurance Pool, Firefighter Fund, and others. After these allocations, $115 million was remitted to the State General Fund.

1332 Waiver Extension and Amendment

The department recently held a public comment period on the draft application to extend and amend Idaho’s current 1332 waiver. Following the review of feedback and necessary revisions, the final application has now been submitted to the Centers for Medicare & Medicaid Services (CMS).

Idaho Observes Community Risk Reduction Week

State Fire Marshal Knute Sandahl, joined by local fire marshals, participated in a proclamation signing by Governor Brad Little declaring January 19–23 as Community Risk Reduction Week in Idaho.

This statewide initiative brings agencies together to identify, prioritize, and reduce fire and life safety risks through collaboration, education, data sharing, and community partnerships.

Unlike Fire Prevention Week, Community Risk Reduction Week addresses a broader range of safety topics, including:

  • Fall prevention
  • Wildfire risk reduction
  • Lithium battery safety awareness
  • Data-driven trends impacting Idaho communities

By working together, we aim to make Idaho safer for everyone.
