Our Website is Moving!

Starting Jan. 9, the information, resources, and content at boee.iowa.gov will move to the Iowa Department of Education’s new website at educate.iowa.gov as the BoEE fully integrates with the Department of Education.

While boee.iowa.gov is going away, current and future educators who need licensure assistance will still be able to access the same trusted resources and information on a single platform that covers the entire spectrum of education in Iowa, from pre-k to postsecondary education.

The Bureau of Educational Examiners is excited about this transition and alignment of resources to serve Iowans through educator licensure.

Conditional Licensure - Coursework Required

Teachers or administrators may hold a conditional license while they complete the coursework required to add a new endorsement. If the educator does not complete enough coursework by the end of the summer when the conditional license expires, they cannot continue in the same position. The school is then faced with the challenge of having a late opening in a shortage area. 

This is a great time to check in with any educators under your supervision who hold conditional licensure to ensure sufficient coursework progress is being made. Many schools have regular progress checks as part of the conditional licensure agreement.

Plan Ahead:  Submit your application 4-6 weeks in advance. 

You can apply to renew as early as one year before your expiration date.

Renewal Credit Options

Mandatory Reporter Trainings: Many applicants are submitting the wrong trainings which can cause delays.

  • It is MUCH better to complete the trainings that are two hours each instead of the refresher trainings.
  • We can only accept the one-hour refresher trainings IF:
    • you have previously taken the NEW, SEPARATE two-hour trainings EACH, completed after July 1, 2019,
    • AND you did not let the new trainings expire,
    • AND you upload ALL certificates completed after 2019 to show this.

Mandatory Reporter Trainings

Renewal Option - Advanced Degree

For educators who hold a master's degree or higher and have at least 10 years of teaching/education experience, renewal credits are no longer required. 

The license or authorization will still need to be renewed every five years.

The application will require mandatory reporter trainings, verification of the degree, and verification of at least 10 years of licensed/contracted experience in education. Those with administrator licenses will also need to include evaluator training no more than 10 years old.

Common questions: 
Do I need to upload my master's degree transcripts? 
  • Yes - we need your master's degree transcripts so that the file is attached to this application to be in compliance with the new law. 
What do I need for the experience verification?
  • Verification of 10 years or more of licensed experience in education (letters on school letterhead from current/previous school districts). Only full years which can be verified by the school can be accepted.
Do I need to upload evaluator training?
  • Only administrators and those renewing their evaluator license need to upload evaluator training verification that is less than 10 years old.

23-27 Respondent was charged with failing to account properly for funds collected and converting public property of funds to the personal use of the practitioner. She agreed to a public reprimand, and taking an ethics course.

23-16 Respondent was charged with abandoning a written employment without prior unconditional release by the employer.  He agreed to receive a written reprimand.

23-39 Respondent was charged with abandoning a written employment contract without prior unconditional release by the employer.  She agreed to written reprimand.

23-19 Respondent was charged with abandoning a written employment contract without prior unconditional release by the employer.  He agreed to a 90-day suspension of his license.

23-40 Respondent was charged with abandoning a written employment contract without prior unconditional release by the employer.  She agreed to a written reprimand.

23-01 Respondent was charged with being on school premises or at a school sponsored activity involving students while under the influence of, possessing, using, or consuming illegal or unauthorized drugs, or abusing legal drugs, and being on school premises or at a school-sponsored activity involving students while under the influence of, possessing, or using, or consuming alcohol, and failing to make a reasonable effort to protect the health and safety of the student or creating conditions harmful to student learning.  He agreed to a written reprimand, an 18-month suspension, reinstatement requires proof of a substance abuse evaluation, and an ethics course.

21-128 Respondent was charged with being on school premises or at a school-sponsored activity involving students while under the influence of, procession, using, or consuming illegal or unauthorized drugs or abusing legal drugs, and willfully or repeatedly departing from or failing to conform to the minimum standards of acceptable and prevailing educational practice in the State of Iowa. He accepts a suspension for at least 18 months, reinstatement application must include proof of completion of a substance abuse evaluation and treatment if recommended.

23-61 Respondent was charged with falsifying or deliberately misrepresenting or omitting material information regarding compliance reports submitted to federal, state and other governmental agencies.  She agreed to a public reprimand, and an ethics class.

23-101 Respondent is charged with being on school premises or at a school sponsored activity involving students while under the influence of, possession, using or  consuming alcohol, and failing to comply with federal, state, and local laws applicable to the fulfillment of professional obligations, and willfully or repeatedly departing from or failing to conform to the minimum standards of acceptable and prevailing educational practice in the state of Iowa, and willfully or repeatedly failing to practice with reasonable skill and safety. He agreed to amend the charges and have all but the first charge of being at school premises or at a school sponsored activity involving students while under the influence of, possessing, using, or consuming alcohol removed, and a letter of reprimand, a deferred three-month suspension of his license, an ethics class, and substance abuse evaluation.

23-13 Respondent is charged with falsifying or deliberately misrepresenting or omitting material information regarding the evaluation of students or personnel, including improper administration of any standardized tests, including, but not limited to changing test answers providing test answers, copying or teaching identified test items or using inappropriate accommodations or modifications for such tests. He agreed to a written reprimand, suspension of is professional administrator license for a minimum of three months, complete a course in professional development emphasizing the technical aspects and requirements of teacher evolutions and plans, common elements of effective plans and building and implementing positive cultural foundations. 

22-166 Respondent was charged with committing or soliciting any sexual or otherwise indecent act with a student, soliciting, encouraging, or consummating a romantic or otherwise inappropriate relationship with a student, and failing to make reasonable effort to protect the health and safety of the student or creating conditions harmful to student learning. He agreed to the following: Count 1 was dismissed, a public reprimand, suspension of his license for a minimum of two years, an ethics class, and a mental health evaluation.

22-198 Respondent was charged with as an employer, executing a written professional employment contract with a practitioner which requires the performance of duties that the practitioner is not legally qualified to perform.  He agreed to a written reprimand, a deferred suspension of his license for six months, and an ethics class.

22-37 Respondent was charged with knowingly providing false information or representation on an application for licensure of employment or knowingly providing false information or representations in connection with the discharge of duties, and falsifying or deliberately misrepresenting or omitting material information regarding compliance reports submitted to federal, state, and other governmental agencies, and submitting fraudulent requests for reimbursement of expenses of for pay, and with conduct in professional business in such a  way that the practitioner repeatedly exposes students or other practitioners to unnecessary embarrassment or disparagement. He agreed to a public reprimand, a deferred six-month suspension, an ethics class, successfully complete, “the Ethical Organization”, and he agrees to review the circumstance surrounding the complaint that led to his case with W. Scott Dryer at the Iowa Department of Education, and the expectations, rules and requirements for certified reenrollment.

22-192 Respondent was charged with failing to make reasonable effort to protect the health and safety of the student, willfully or repeatedly departing from or failing to conform to the minimum standards of acceptable and prevailing educational practice in the state of Iowa, and willfully or repeatedly failing to practice with reasonable skill and safety.  He agreed to a public reprimand, a deferred suspension for a minimum of two years, an ethics class, and he agrees to enroll, attend, and actively participate in an Implicit Bias Training Program aimed at raising awareness of unconscious biases and foster a deeper understanding of race and inclusion.
