Renewal Credit Options
Mandatory Reporter Trainings: Many applicants are submitting the wrong trainings which can cause delays.
- It is MUCH better to complete the trainings that are two hours each instead of the refresher trainings.

We can only accept the one-hour refresher trainings IF:
- you have previously taken the NEW, SEPARATE two-hour trainings EACH, completed after July 1, 2019,
- AND you did not let the new trainings expire,
- AND you upload ALL certificates completed after 2019 to show this.
Mandatory Reporter Trainings

For educators who hold a master's degree or higher and have at least 10 years of teaching/education experience, renewal credits are no longer required.
The license or authorization will still need to be renewed every five years.
The application will require mandatory reporter trainings, verification of the degree, and verification of at least 10 years of licensed/contracted experience in education. Those with administrator licenses will also need to include evaluator training no more than 10 years old.
Common questions:
Do I need to upload my master's degree transcripts?
- Yes - we need your master's degree transcripts so that the file is attached to this application to be in compliance with the new law.
What do I need for the experience verification?
- Verification of 10 years or more of licensed experience in education (letters on school letterhead from current/previous school districts). For substitute experience, only full years of substituting which can be verified by the school can be accepted.
Do I need to upload evaluator training?
- Only administrators and those renewing their evaluator license need to upload evaluator training verification that is less than 10 years old.

Conditional licensure is for licensed educators seeking a new endorsement area.
The Class B conditional license requires that at least 1/2 of the endorsement coursework has already been completed.
The Executive Director Decision conditional license allows one year for 1/2 of the endorsement coursework to be obtained, and the employer must show that no licensed candidates were available.
Tips for conditional licensure:
- Your main license must also be valid.
- The executive director decision conditional license is valid for one academic year and cannot be renewed or extended. You must complete enough coursework to be eligible for the Class B conditional license for the following year.
- The Class B conditional license is valid for two academic years. A final one-year extension is only allowed is coursework progress has been made during the term of the Class B license.
Administrators who have teachers working under conditional licenses should schedule regular check-ins to make sure coursework progress is being made.

For "not properly endorsed" errors:
- Allow 24-48 hours after a new or conditional license has been issued for the system to sync and clear the error automatically (do not ask for an override right away)
- All other “not properly endorsed errors” – add a comment to the entry and we will review
- Dean of Students – must be an administrator
- Athletic Directors – must be a licensed teacher, administrator, or hold the Activities Authorization (not the coaching authorization)
- Teachers must be reported correctly on BEDS to convert to the standard license
- Administrators must be reported correctly on BEDS to convert to the professional administrator license
Employed paraeducators with the substitute area of concentration may be allowed to occasionally step into another classroom in the building/district on an emergency, day-to-day only basis. Permission needed.
A substitute in a vacancy is not meant to be a long-term solution. Substitute teachers do not meet guidelines for qualified instructors.
22-178 Respondent resigned November 4, 2022 and did not report for work. Respondent was charged with abandoning a contract. Respondent agreed to a written reprimand and a six month suspension of her license.
22-132 Respondent was charged with converting public property or funds to the personal use of practitioner. Respondent agreed to public reprimand, and taking an ethics class.
22-201 Respondent is charged with being on school premises or at a school sponsored activity while under the influence of alcohol. Respondent agrees to a public reprimand, a suspension of his license for one year, and ethics class, substance abuse evaluation, and a comprehensive mental health evaluation to assess his ability to establish and maintain mental health stability to given the stress of the educational environment.
23-09 Respondent was charged with falsifying or deliberately misrepresenting material information in evaluating students or personnel, in violation of 282 Iowa Administrative Code 25.3(3)e. He agreed to a public reprimand, and to take an ethics class
23-10 Respondent was charged with falsifying or deliberately misrepresenting or omitting material information regarding compliance reports submitted to federal, state and other governmental agencies, falsifying or deliberately misrepresenting material information in evaluating students or personnel, failing to comply with federal, state, or local laws, refusal to implement provisions of an individual educational plan, and repeatedly failing to comply with minimum standards and education in Iowa. He agreed to a public reprimand, and to take the ISEA Special Education Law class.
23-06 Respondent was charged with failing to make a reasonable effort to protect the health and safety of a student and willfully or repeatedly failing to conform to minimum standards of acceptable educational in the state of Iowa. He agreed to accept a public reprimand and take a course on recognizing and suspecting child abuse.
23-05 Respondent was charged with being on school property or a school event while under the influence of alcohol. He accepted a public reprimand, and a suspension for a minimum of one year, and take an ethics class, and have a substance abuse evaluation.
22-189 Respondent was charged with being on school property or a school event while under the influence of alcohol. Respondent agreed to a public reprimand, a suspension for a minimum of one year, ethics class, a substance evaluation and a comprehensive mental health evaluation.
22-170 Respondent was charged with abandoning a professional contract. Respondent agreed to a public reprimand.
22-123 Respondent was charged with converting public funds for personal use. Respondent accepted a public reprimand and is required to take an ethics class.
22-129 Respondent was charged with soliciting or encouraging a romantic or otherwise inappropriate relationship with a student. The Respondent agreed to surrender his license.
22-109 Respondent was charged with being in possession or under the influence of illegal drugs while at a school or a school sponsored event. Respondent agreed to a public reprimand and had taken an ethics class.
22-153 Respondent was charged with abandoning a professional contract. Respondent received a sanction of a public letter of reprimand.
