The Iowa Department of Human Rights (DHR) brings strength to Iowa's rich heritage.  Our three divisions - Community Action Agencies, Community Advocacy and Services, and Criminal and Juvenile Justice Planning - work to reduce cultural, social, and economic barriers to opportunities for Iowans to succeed.


Students First Education Savings Accounts

The Students First Act was signed into law by Governor Reynolds on January 24, 2023.  The law allows state education funding to be available for K-12 students who choose to attend private schools.  

The Iowa Department of Education is hosting a series of webinars for parents and guardians to learn about the eligibility criteria, necessary documentation and verification, and the approval process.

The Students First ESA application will be available on May 31, 2023, and a link to the application will be provided on the Department of Education's website.

May is Mental Health Awareness Month

Mental Health Awareness Month brings out resources and education from various advocates to recognize the importance of mental health and its impacts on our everyday lives. See the following resources if you need assistance and to learn more about mental health: 


Disaster Assistance

Governor Kim Reynolds has issued disaster proclamations for a number of counties in response to severe weather, mostly recently for Marshall County.   The proclamations activate the Iowa Individual Disaster Assistance Program for eligible households, as well as Iowa Disaster Case Management for the affected counties.

The Iowa Individual Disaster Assistance Program offers grants to families whose household’s annual income is at 200% or less of the federal poverty level. Each qualifying household MAY receive up to $5,000.00.  Grants are available for home or car repairs, replacement of clothing or food, and temporary housing expenses. Original receipts are required for those seeking reimbursement for actual expenses related to disaster recovery.
