Plan Ahead:  Submit your application 4-6 weeks in advance. 

Renewal Credit Options

Mandatory Reporter Trainings: Many applicants are submitting the wrong trainings which can cause delays.

  • It is MUCH better to complete the trainings that are two hours each instead of the refresher trainings.
  • We can only accept the one-hour refresher trainings IF:
    • you have previously taken the NEW, SEPARATE two-hour trainings EACH, completed after July 1, 2019,
    • AND you did not let the new trainings expire,
    • AND you upload ALL certificates completed after 2019 to show this.

Pending Legislation

The following bills with licensure impact have passed both the House and Senate and will be sent to the Governor:

HF 256 - removes the minimum age for licensees

HF 614 - adds additional reciprocity 

SF 391 - adds public librarians and community college instructors to serve in schools

SF 496 - adds some disciplinary actions

The following bill has passed the House and is under consideration by the Senate:

HF 672 - removes renewal credit requirements for educators with master's and doctorate degrees and at least 10 years of experience, and changes evaluator training to every 10 years for administrators

 

Rule Updates

The following new rules were effective on March 15, 2023: 

  1. K-12 Special Education – ALL endorsement (K-12 Strategist I and II)
  • This optional endorsement will allow educators to serve students in all K-12 special education strategist I and II areas. 

       2. Content Specialist Authorization

  • This limited authorization allows a candidate with a master's degree in an endorsement area to teach in that area. Contact: joanne.tubbs@iowa.gov

       3. Work-based Learning Supervisor Authorization

  • This limited authorization allows a candidate to serve as a Work-based Learning Supervisor. 

      4. Class G conditional licensure

  • Candidates in a professional service license area seeking a Class G conditional license must have at least 75% of their coursework completed.

Conditional Licensure

What is conditional licensure? This is NOT for anyone who does not already hold an Iowa teaching license.

The Class B License is valid for two school years and may be issued under the following conditions:

  • The person is the holder of a valid Iowa teaching license with one or more endorsements and is seeking to obtain some other endorsement
  • The employer requests the Class B be issued due to an official position offer
  • The individual seeking this endorsement has completed at least one-half of the requirements

The Executive Director Decision License is valid for one school year and may be issued under the following conditions:

  • The person is the holder of a valid Iowa teaching license with one or more endorsement and is seeking to obtain some other endorsement
  • The employer requests the Executive Director Decision license be issued
  • The employer verifies a diligent search to find a fully licensed teacher for the position
  • The individual seeking this endorsement is not eligible for the Class B license

Vacant Positions

If a vacant position has not been filled by August, there will be a form available to administrators to request to start the year temporarily with a substitute teacher. The position should be continuously advertised.

If granted, the approval is not meant to be a long-term solution. Substitute teachers do not meet state or federal rules for qualified instructors, which may affect district accreditation. If the substitute you are using has a teaching license, they should be hired as a teacher. 

It is imperative that the district pursue every other option to fill this position with a licensed teacher. 
STRATEGIES FOR SHORTAGE AREAS
  • Licensed teachers may apply for conditional licensure to serve in a new endorsement area.
  • Use approved online providers who use Iowa licensed teachers. https://educateiowa.gov/pk-12/educational-technology/online-learning
  • Contract with a neighboring district to share teachers. 
  • Contract for a class with one of the approved virtual schools in the state, or with a district that offers virtual programming within their district.

Recent Cases

22-175 The respondent was charged with being on school premises or at a school-sponsored activity involving students while under the influence of alcohol. The Respondent accepted a public reprimand, a suspension of his license for one year, completing ethics education, agrees to undergo a substance abuse evaluation, and undergo a comprehensive mental health evaluation

22-180 The respondent is charged with falsifying or deliberately misrepresenting material information regarding the evaluation of students. The respondent has accepted a public reprimand and ethics training.   

22-126 The Respondent is accused of willfully or repeatedly departing from minimum standards of acceptable educational practice. Respondent accepts a public reprimand and will complete ISEA’s course Special Education: Professional and Ethical Practices.

22-103 The Respondent is charged with falsifying or deliberately misrepresenting information regarding the evaluation of students or personnel.  Respondent has accepted a public reprimand, to take an ethics for educators class, and a course in special education law

22-141 The Respondent is accused of being on school premises under the influence of alcohol.  Respondent accepts a public reprimand.

22-142 The Respondent is accused of being on school premises under the influence of alcohol.  Respondent accepts a public reprimand.

22-149 The Respondent is accused of being on school premises under the influence of alcohol. Respondent accepts a public reprimand, a suspension of her license for one year and a will complete an ethics for educators class. 

22-21 The Respondent is accused of committing an act of physical abuse of a student, failing to make reasonable effort to protect the health and safety of the student, repeatedly exposing students or other practitioners to unnecessary embarrassment or disparagement, repeatedly failing to conform to the minimum standards of acceptable educational practice, and repeatedly failing to practice with reasonable skill and safety.  Respondent accepts a public reprimand, a deferred suspension for a year, take ethics for educators, and complete a course in proper classroom management techniques.

22-108 The Respondent is accused of failing to make a reasonable effort to protect the health and safety of the student, and conducing professional business in such a way that repeatedly exposes students to unnecessary embarrassment.  Respondent accepts a public reprimand, completing an ethics for educators course, and completing a course on classroom management.

22-59 The Respondent is charged with converting public property or funds to personal use of the practitioner, and failing to use time or funds granted for the purpose for which they were intended.  Respondent accepts a public reprimand and a suspension for a minimum of six months, and completing an ethics for educators class.

22-157 The Respondent is accused of being on school premises under the influence of alcohol.  Respondent accepts a public reprimand, a suspension of her license for one year, completing an ethics for educators class, a substance abuse evaluation and a comprehensive mental health evaluation.

Voluntary surrenders
