Today marks the end of week 7 of the session and we are now just one week away from the first “funnel”. Under joint rules governing the procedures of the General Assembly, week 8 marks the deadline by which most bills must be voted out of a committee within the chamber they were introduced - in other words, most House bills need to be voted out of a House committee and Senate bills out of a Senate committee.
Some bills are exempt from this deadline (e.g., Appropriations bills, Ways and Means bills, Government Oversight bills, etc.), but any bill subject to the “funnel” must clear this procedural deadline in order to remain eligible for consideration in its current form. Therefore, you’ll see the pace of work start to tick up a few notches as legislators try to move their bills before the funnel.
With that, I focused this newsletter on the legislation that we are tracking which passed out of committee this week. Next week, I’ll provide a comprehensive list of bills that “survived” the first funnel.
House education:

House File 10: related to mandatory reporters, a process for investigation of complaints against licensed practitioners.

HF17: authorizing a parent or guardian to enroll the student in another attendance center within the same school district.

HF186: related to the Iowa Tuition Grants program.

HF233: related to determination of school district enrollments and education savings accounting participation.

HF283: related to private instruction, including modifying provisions related to independent private instruction and reports and evidence of immunizations required under competent private instruction.

House Study Bill 169: related to supplementary weighting for certain shared operational functions.
Senate education:

Senate File 38: directing the Department to convene an achievement gap working group.

Senate Study Bill 1049: related to the Teach Iowa Scholar program.

SSB1076: Governor’s education flexibility bill.

SSB1111: related to entities supported in whole or in part by public moneys.
House Appropriations:

HF6: related to the Iowa Workforce Grant and Incentive Program.
Senate Technology:

SF264: related to robotics extracurricular activities.
House State Government

HF196: requiring regular and special meetings of the board of directors of a school district to include time for public comment.
We’ll report back next week on what is added to the list of bills still moving after the first funnel. The House Education Committee will meet twice next week - Wednesday, March 1 at 1:00PM and Thursday, March 2 at 11:00AM - and the Senate will meet once next week - Wednesday, March 1 at 9:30AM.
