In a busy week 5 we saw movement on a number of bills. The Governor introduced Senate Study Bill 1145 focused on various aspects of education including civics education, age-appropriate and research-based human growth and development curriculum, and parental rights in the education and care of their children.
Below I outline legislation that was debated on the floor and moved in the House and Senate education committees. I also note a few bills that moved forward in subcommittee this week.
Floor:

Senate File 192 (substituted for HF171) - establishes 3% state percent of growth rate for the state cost per pupil and categorical cost per pupil. Provides additional property tax replacement for FY24. Passed the House by a vote of 59-40. Signed by the Governor on February 2. (Fiscal note for SF192)
Senate education:

SSB1023 (renumbered SF250) - allows awards through the Computer Science Professional Development Incentive Fund to be used for expenses through September 30 of the following year.

SF9 (renumbered SF247) - relating to supplemental aid for certain districts experiencing high rates of open enrolled students into the district.

SF12 (renumbered SF251) - establishing a limitation on the amount of administrative costs for school districts.

SF39 (renumbered SF248) - directs the Department to convene a workgroup studying the impact of technology on student learning.

SF53 (renumbered SF246) - related to funding for at-risk, alternative, and dropout-prevention programming.

SF58 (renumbered SF252) - related to accommodation policies at postsecondary institutions students who are pregnant.
House education:

House File 4 (renumbered HF255) - relating to alternative teacher license pathways, including intern licensure and out-of-state provider licenses

HF16 (renumbered HF252) - establishing a comprehensive transition and postsecondary program.

HF39 (renumbered HF253) - authorizing students enrolled at a charter school to enroll in extracurriculars in the students resident district.

HF100 (renumbered HF256) - removes age limitation for teacher license.
Subcommittee:

HF1 - relating to local government funding including school district funding provisions, property assessment provisions, and bond issuance requirements.

HSB111 - relating to school district compensation of student teachers.

HSB118 - relating to bonding, electronic notification, teacher librarians, school nurses, and a working group for health training for school personnel, among other provisions.

HSB119 - relating to education, including provisions related to comprehensive school improvement plans, teacher librarians and school counselors, instructional time, required district courses, and shared-operational functions.

SF29 - relating to the transportation of a student participating in open enrollment.

SF53 - relating to school district funding for at-risk, alternative, and returning dropout programs.

SF167 - related to youth employment.
