Welcome to 2023!
I hope everyone has had a great start to the second half of the school year. Each year, we put together a Career and Technical Education (CTE) fact sheet which highlights key data facts. During the 2021-2022 school year:
- 107,659 secondary students participated in at least one CTE course/program. This was an increase over the previous year.
- 69.8% of all high school students in Iowa enrolled in at least one CTE program. This was also an increase from the previous year.
- Membership in Iowa’s Career and Technical Student Organizations (CTSOs) continued to grow with 29,728 students participating in their respective CTSO aligned with their CTE program of study.
I’m encouraged by the continued growth of Career and Technical Education programs across the state. It is important that we continue to build high-quality career and technical education programs that are responsive to the needs of business and industry and prepare students for future careers that align with their individual career and academic plans.

Career and Technical Education Day at the Iowa Capitol
February 9th, over 190 Iowa students and educators made their way to Des Moines to meet up with legislators and state officials for a fast-paced day highlighting career and technical education (CTE).Sponsored by the Iowa Association of Career and Technical Education, CTE Day at the Capitol is an annual event held during February’s CTE Month celebration and is an opportunity to promote the importance of CTE programming for education in Iowa. Students involved with CTE programs such as agriculture, business, computer science, family and consumer science, health science and industrial technology joined in this year’s event to highlight their individual CTE program and its benefits.
Iowa Grants User Guide Now Available
A new external user guide for the new IowaGrants platform has been released and posted on the Iowa Department of Education's website. Click on the button below to view.
Iowa Career and Technical Education Model Program Guides
Iowa Career and Technical Education Model Program Guides are now available for stakeholders. These optional model program guides can help both new startups and existing programs that wish to revamp courses and curriculum. The guides contain:
- Sample pathway courses and descriptions
- Associated program integration alignments to career and technical student organizations
- Work based learning experiences
- Sample schedule codes (SCED) to Classification of Instructional Programs codes (CIP) with suggested Carnegie unit values.
Note: These are to serve as guideposts for CTE programming and are not designed to take the place of high quality pathways that have been built through district and advisory council input.

WBL Action Priorities for the 2022-23 School Year There is tremendous growth of work-based learning across the state. As growth continues, your team should be mindful of the impact it has within your institution first. This year it is important your district or college prioritize the following:
1. Take inventory of your work-based learning courses and embedded work-based learning experiences. Before you continue adding in additional experiences, you first need to know what you are currently offering and where.
2. Evaluate the work-based learning experiences inventoried to ensure they are quality experiences. Each work-based learning experience should include academic preparation, partnership between education and industry and academic follow-up.
FBLA Week FBLA chapters celebrate FBLA week each year - FEBRUARY 5-11, 2023. Members will spend the week celebrating business education and their accomplishments in FBLA, their school, and community.
SkillsUSA Week Applied sciences students are championing their program for SkillsUSA Week - FEBRUARY 6-10, 2023. Members focus on activities related to giving back, partnering with business, and advocating for the skilled trades.
FCCLA Week Mark your calendars now for FCCLA Week - FEBRUARY 13-17, 2023. Prepare for a fun-filled week of celebrating FCCLA and Family and Consumer Sciences education through participating in chapter activities, engaging in daily social media challenges, and getting involved in each day’s featured theme.
BPA Week Save the date for BPA Week - FEBRUARY 6-10, 2023. Celebrate membership development and skill building all week long to recognize the amazing talent within your chapter.
FFA Week FEBRUARY 18-25, 2023. Each year, FFA chapters around the country share the story of what FFA is and how FFA is preparing future leaders through agricultural education. Currently, FFA has more than 735,000 student members as part of 8,600 local FFA chapters in all 50 states, Puerto Rico and the U.S. Virgin Islands.
Perkins V requires that a Comprehensive Local Needs Assessment (CLNA) be conducted every other year. The CLNA serves as the basis for local Perkins application development and future decision making.
The Regional Phase CLNA that was to be conducted prior to submitting your Perkins V local application for FY24 will not be required.
Instead, for your FY24Perkins V local application, please utilize your previous District-Level CLNA to continue work on highlighted needs and spending priorities.
The Bureau of Career and Technical Education regularly hosts training and professional development opportunities. When dates and topics are announced, they can be found on the Career and Technical Education section of the Iowa Department of Education's website.
Health Sciences
Governor Kim Reynolds announced during her Condition of the State address a new $15 million round of funding targeted at growing Registered Apprenticeship (RA) programs across high-demand fields in health care. The expanded Health Careers Registered Apprenticeship Program will support more programs that help Iowa meet the demand of its health care workforce.
Nurse & Nurse Faculty Loan Repayment Assistance Opportunity - HRSA Nurse Corps
Registered nurses (including NP & APRN) and nurse faculty members may be eligible to have up to 85 percent of unpaid nursing education debt covered in exchange for a two-year commitment of service for the HRSA Nurse Corps. Eligibility requirements include holding a current license to serve in a Health Professional Shortage Area, or working full-time as a faculty member at an eligible school of nursing. Applications are due by February 23!
An eligible school of nursing is an accredited, public or private, collegiate, associate degree or diploma school of nursing in a state where graduates are: 1) authorized to sit for the NCLEX-RN, or 2) licensed RNs who will receive a graduate or equivalent degree or training to become an advanced education nurse. The educational programs in the school of nursing must be accredited by a national nursing accrediting agency or a state agency recognized by the Secretary of Education.

Free NCHSE Professional Development Webinars for Health Educators
Did you know the National Consortium for Health Science Education (NCHSE) offers free webinars aimed at providing health science educators, faculty and staff with professional development opportunities? All webinars are also recorded and archived on their site for later or repeat viewing. Membership is not required to attend or view these sessions. Some upcoming topics include dealing with shock in emergency situations, positive coaching in the classroom and fundraising for CTSO/HOSA activities. Previous topics included the benefits of 3D printing in the classroom, transitioning from the field to the classroom, immersive and wearable technology strategies and much more.

MBA Research Resource Webinars The Iowa Department of Education will be hosting two webinars in April to share resources available from MBA Research. MBA Research and Curriculum Center is dedicated to supporting educators in the preparation of students for careers in the areas of business management, finance, marketing, hospitality management, and entrepreneurship. MBA Research is governed by a consortium of state education departments. Iowa is a full consortium member.

FAFSA completion has been a strong indication of postsecondary college enrollment and retention data for the United States for many years, and at least eight U.S. states have added legislation that requires the Free Application for Federal Student Aid (FAFSA) to be filed as a component of graduation. Beginning with the 2022-2023 school year, Iowa has taken the step to include FAFSA advisement as part of the Individual Career and Academic Plan (ICAP). With this change, Iowa has moved beyond having a single requirement to assist with FAFSA completion (like other states) and now encourages districts to incorporate a broader understanding and application of the financial aid process. This process includes FAFSA completion, but adds the additional layer of advisement for the entire financial aid planning process for all Iowa students grades 8-12.
