SUBJECT: COVID-19 Relief Funding Allocation Distribution

On March 9, 2021, the Iowa Transportation Commission approved the COVID-19 Relief Funding Allocation Recommendation for the distribution of the funds appropriated in the December 2020 Coronavirus Response and Relief Supplemental Appropriations Act of 2021 (CRRSAA). In addition to another round of federal relief to transit agencies and airports, CRRSAA included $121.9 million of federal highway COVID-19 relief to Iowa.
As detailed in the memo dated February 10, 2020, the recommendation was to meet the congressional intent of backfilling lost state transportation revenues by allocating the funding using Iowa's existing Road Use Tax Fund (RUTF) formulas. In order to accomplish this as quickly as possible, after an off-the-top for trail development, Iowa DOT will utilize the existing Iowa Code authority to swap federal funds for state funds for allocations to local public agencies. As such, Iowa DOT will utilize all the federal highway portion of the relief funding on Iowa DOT projects. Iowa DOT will then allocate an equivalent amount, on a dollar-for-dollar basis, from the Primary Road Fund to the Secondary Road Fund, Farm-to-Market Fund, and City Street Construction Fund using the RUTF formulas. These allocations will then be distributed to each county and city in Iowa using the regular RUTF allocation formulas and methods. Please note some individual allocations do differ from the estimates shared in February due to minor rounding, new annexations, and applying the regular RUTF transfers to Counties for FM routes in Cities under 500 populations.
Cities and Counties will receive these funds as part of the regular April RUTF payments. These funds have the same restrictions and flexibilities as other RUTF monies. Payments for City and County RUTF deposits are received on the 3rd Tuesday of the Month (April 20th), with the exception of any city under 500 that has FM funds diverted to their county which will then receive deposits on the 3rd Friday (April 23rd). County FM deposits will show up in the Quarterly statement ending 3/31/21 as a "Miscellaneous" receipt and should be posted online shortly.
As a reminder, past RUTF payments to Cities and Counties can be found on the State Treasurer of Iowa website. Cities should select "Street Construction" for payment type.
