Linked here is a memo from Stu Anderson, Director of the Planning, Programming and Modal Division and Charlie Purcell, Director of the Project Delivery Division at Iowa DOT, to Cities, Counties, MPOs, and RPAs dated February 10, 2021.  This memo is intended to be an update regarding COVID-19 impacts on state Road Use Tax Fund (RUTF) revenue, as well as present the proposed recommendation for how the Iowa Transportation Commission (Commission) should allocate December 2020 Coronavirus Response and Relief Supplemental Appropriations Act of 2021 (CRRSAA), and seek your input.

This memo includes the COVID-19 Relief Funding allocation recommendation, request for Stakeholder input, updates on December/January/February allocations of RUTF, and projected March through June allocations of RUTF.  Please note the linked memo includes a recommendation for how Iowa's share of the COVID-19 Relief Funding should be allocated and we are seeking input and comments before we request the Iowa Transportation Commission take action at their March 9 meeting.  Comments are due to Stu Anderson via email (stuart.anderson@iowadot.us) by Friday, February 26.

Also included for your use and reference are estimated COVID-19 Relief Funding Allocations, based upon the proposed recommendation, to each of the Counties and Cities in Iowa.

As a reminder, past RUTF payments to Cities and Counties can be found on the State Treasurer of Iowa website.  Cities should select "Street Construction" for payment type.  Counties should select "Secondary Roads" for payment type.  To provide a visual of the revenue sources and allocations for Iowa RUTF, please see the Fiscal Year 2021 Transportation Funding Pipe Diagram.  It should be noted that the estimates within this pipe diagram are from January 2020 and do not include potential COVID-19 impacts.  Past COVID-19 related Iowa DOT correspondence is available on the Local Systems website.
