CACFP 15-2019 Crediting Coconut, Hominy, Corn Masa and Masa Harina in the Child Nutrition Programs
This memo replaces CACFP 09-2019 and clarifies guidance on crediting coconut (including dried coconut), hominy, corn masa, and masa harina and clarifies how to identify popular products made from corn that can credit towards CACFP grain and whole grain-rich requirements. It clarifies that corn treated with lime (not all cornmeal and corn flour) is creditable and considered whole grain-rich.

New Civil Rights Posters
The familiar And Justice for All poster with the Statue of Liberty has been replaced and with a new image. The new poster can be viewed here. New posters have been ordered and will be mailed to CACFP participants when received. In the meantime, the State agency will not provide replacement posters.

Team Nutrition’s USDA Standardized Recipes will be moving to the Institute of Child Nutrition’s Child Nutrition Recipe Box!
Click here for healthy and delicious recipes that meet meal pattern requirements and include crediting information. Recipes made with legumes, whole grains, and vegetables from the vegetable subgroups including dark green, red, and/or orange vegetables are included.
Child Nutrition Recipe Box will be rolled out in phases:
Phase One - September 16
Find a growing collection of recipes organized by main entrées, vegetables, fruits, and grains, and alphabetically.
Phase Two - Spring 2020
Use tools and resources including:
  • Search filters by Program, Equipment, Category, and Cuisine
  • “Build My Cookbook” to save favorites
  • Shopping list based on recipe ingredients
  • Consumer ratings, reviews, and social media sharing options

Iowa Bureau of Nutrition News
The CACFP Administrative Manual, 2019 edition is at the printer and has been updated with the most recent guidance from USDA.  A summary of the major changes is listed in the introduction. 

An electronic copy is posted here (CACFP Resources Google Website - permission required).  If you need access, request permission from Robin.Holz@iowa.gov (a Google account is required).  The new manual is also posted in the Iowa Learning Online Professional Development, Iowa CACFP Steps to Success training modules. Use the electronic version for live links included in the manual.

A hard copy of the manual will be mailed to each CACFP organization. The projected timeframe is late September or early October. If you need extra copies, contact the State agency at (515)281-5356. This will likely be the last hard copy of the manual provided by the State agency. The manual is the property of the center and should be kept on site. 

Iowa CACFP Steps to Success online training, available through Iowa Learning Online Professional Development, is now being updated and will include changes based on the new edition of the manual. October 1, 2019 is the anticipated date all content will be updated.

Sharing Income Eligibility Information
Schools are allowed and encouraged (but not required) to share income eligibility information with CACFP programs without obtaining permission from families. Below are recent questions and the answers about sharing income information from the USDA Regional Office.

Q&A from the USDA Mountain Plains Regional Office

Q: What is the start date of eligibility?
A: The eligibility start date is the date the school determined as the effective date for benefits.  It is not the date of the letter from the school.
Q: Does the school need to include the eligibility start date for each child in the letter they provide?
A: Yes, letters from schools sharing income eligibility need to include the children's names, their benefit level and eligibility start date for each child.
Q: If the school uses Direct Certification and the pre-K children are not listed, is documentation that includes the names of pre-K children required?
A: Yes, documentation that pre-K children are members of the same household as the school-aged children, who are on a Direct Certification list, is required. Documentation may be copies of completed income applications or a letter from the school that includes the names of younger siblings who are in the child care center, their benefit level and the eligibility start date as determined by the school. The CACFP organization cannot use verbal information from the school without written documentation or use a list that includes only the name of older siblings who attend school.
Q: Can the eligibility provided by a school extend 30 days into the new school year like it does with schools?
A: No.

IowaCNP Download Forms has been updated to include mostly forms. The CACFP Administrative Manual and Meal Pattern Resources (Form ID CACFPMP) were moved to the CACFP Resources Google Website.

FY 2019-2020 Application Renewal instructions were emailed on July 2. If you didn't receive them contact your area consultant or Robin.Holz@iowa.gov. Applications were due 8/30/2019.  It is still not too late to submit your application.  
CACFP Claim for Reimbursement Monthly Worksheet (Download Form ID CACFP035) has an error that will be corrected and re-posted to Download Forms (check the date of the form to confirm you are using a corrected version).  Do not use the worksheet currently posted to compile the August claim (due at 3 pm today).
Training Updates
Remember all key CACFP staff need at least 1.5 hours of CACFP-related training each fiscal year (FY 2018-2019 ends 9/30/2019).  See Chapter 7 of the CACFP Administrative Manual for training opportunities and resources.  Civil Rights training is required annually and can count for up to a half hour of CACFP training. A new Civil Rights training brochure is available in Chapter 8 of the CACFP Administrative Manual and on the CACFP Resources Google website (Training tab - attachment). Staff who Supervise meals can watch the one hour video developed this spring (click here to watch).
Physical Activity Learning System (PALS) training may count as CACFP training. FY 2019 and FY 2020 training opportunities in are listed below:
